SEOPW Board of Commissioners Meeting July 27, 2023 SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY 4/5ths RECOMMENDATION INTER -OFFICE MEMORANDUM To: Board Chair Christine King Date: July 27, 2023 File: Members of the SEOPW CRA Board Subject: Request to waive competitive sealed bidding methods pursuant to City Code 18-85(a) for Work Training Program Initiatives From: James McQueen References: Executive Director Enclosures: BACKGROUND: A Resolution of the Board of Commissioners of the Southeast Overtown/Park West Community Redevelopment Agency ("SEOPW CRA") by a four -fifths (4/5ths) affirmative vote, after an advertised public hearing, ratifying, approving, and confirming the Executive Director's recommendation and finding that competitive negotiation methods and procedures are not practicable or advantageous pursuant to sections 18-85 and 18-86 of the code of the City of Miami, Florida, as amended, as adopted by the SEOPW CRA; waiving the requirements for competitive sealed bidding as not being practicable or advantageous to the SEOPW CRA; authorizing the allocation of grant funds in an aggregate amount not to exceed One Million Two Hundred Eighteen Thousand Six Hundred Twelve Dollars and Seventy Three Cents ($1,218,612.73) ("Funds") to support Encouraging Dreamers Breaking Barriers, LLC., EyeUrbanTV.com, LLC., Hospitality Employees Advancement and Training, Inc., Suited for Success, Inc., Transition, Inc., and the Community Work Training Program, Inc. (collectively, the "Organizations") more particularly defined in Exhibit "A" attached and incorporated herein provide work training programs which, include various workforce and job training initiative to residents within the redevelopment area ("Purpose"). The Organizations listed in Exhibit "A," attached and incorporated have completed applications and requested funding to assist with the work training programs, as described in their respective proposals as set forth in Exhibit "B". RECOMMENDATION: In light of the above stated, approval of a waiver of the formal requirements of competitive sealed bidding methods as not being practicable or advantageous to the Southeast Overtown/Park West Community Redevelopment Agency as set forth in the City Code of Ordinances, as amended, specifically Section 18-85 (A), and the affirmation of these written findings and the forwarding the same to the Board of Commissioners of the Southeast Overtown/Park West Community Redevelopment Agency by a four fifths vote is respectfully requested:?
