HomeMy WebLinkAboutCRA-R-23-0003Southeast Overtown/Park West Community Redevelopment Agency Legislation CRA Resolution: CRA-R-23-0003 819 NW 2"d Ave 3rd Floor Miami, FL 33136 www.seopwcra.com File Number: 13357 Final Action Date:1/26/2023 A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI ("SEOPW CRA"), AUTHORIZING THE EXECUTIVE DIRECTOR TO NEGOTIATE AND EXECUTE AN AGREEMENT WITH THE CITY OF MIAMI FOR ENHANCED POLICING SERVICES AND ADDITIONAL SAFETY MEASURES WITHIN THE REDEVELOPMENT AREA ("PROGRAM"); FURTHER AUTHORIZING THE EXECUTIVE DIRECTOR TO ALLOCATE FUNDS IN AN AMOUNT NOT TO EXCEED NINE HUNDRED FIFTY-FIVE THOUSAND TWO HUNDRED FIFTY-TWO DOLLARS AND FORTY-THREE CENTS ($955,252.43) ("FUNDS"),FOR THE PROGRAM; FURTHER AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE ALL DOCUMENTS NECESSARY, ALL IN FORMS ACCEPTABLE TO THE GENERAL COUNSEL FOR THE PROGRAM; ALLOCATING FUNDS FROM SEOPW CRA'S TAX INCREMENT FUND, ENTITLED "OTHER GRANTS AND AIDS," ACCOUNT CODE NO.10050.920101.883000.0000.00000; PROVIDING FOR INCORPORATION OF RECITALS AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency (the "SEOPW CRA") is a community redevelopment agency created pursuant to Chapter 163, Florida Statutes, and is responsible for carrying out community redevelopment activities and projects within its redevelopment area in accordance with the 2018 Southeast Overtown/Park West Updated Redevelopment Plan (the "Updated Plan"); and 0 WHEREAS, Section 163.335, of the Community Redevelopment Act of 1969, (the "Act"), states that the existence of slum and blighted areas greatly contributes to the spread of disease and crime causing economic and social burdens to the community, thereby negatively affecting the tax base and impairing sound growth within the community; and WHEREAS, Section 163.340(23) of the Act further provides a means for community redevelopment agencies to address crime through "community policing innovations" which is defined as "policing technique or strarerrtresigned to reduce crime by reducing opportunities for, and increasing the perceived risks of engaging in, criminal activity through visible presence of police in the community, including, but not limited to, community mobilization, neighborhood block watch, citizen patrol, citizen contact patrol, foot patrol, neighborhood storefront police stations, field interrogation, or intensified motorized patrol"; and WHEREAS, Section 2, Goal 6, on page 10 of the Updated Plan lists the " [i]mprovement of the quality of life for residents" as a stated redevelopment goal; and WHEREAS, Section 2, Goal 9, at page 10 of the Updated Plan further lists, " [f]ostering safe community initiatives to provide for public safety through Community Policing Innovations" as a stated redevelopment goal; and City of Miami Page 1 of 3 File ID: 13357 (Revision: A) Printed On: 9/9/2025 Rescinded by CRA-R-25-0012 File ID: 13357 Enactment Number: CRA-R-23-0003 WHEREAS, the Board of Commissioners, has authorized funding for several prior community policing innovation programs within the redevelopment area, including the Police Visibility Pilot Program, the ShotSpotter Flex Gunfire Alert Pilot Program, the CRA Police Camera Pilot Program, and for Enhanced Policing Services; and WHEREAS, the Executive Director wishes to begin negotiations with the City of Miami ("City") regarding enhanced baseline police services for fiscal year FY 22 — 23 to potentially hire at least two (2) full-time police officers assigned to areas which include N.W. 5'h Street to N.W. 14th Street and N.W. 1st Court to N.W. 3'd Court, and the purchase of new cameras and monitoring services ("Program"); and WHEREAS, the Program's intent is to improve public safety by providing ices, including but not limited to, foot and/or motorized patrol, camera surveillance, and community , `cing to .;a iques; and ipr WHEREAS, these targeted areas are: under the I-395 on 1st Place betwe Street, under I-95 on Ilth Street between 3rd Avenue and 5th Avenue, and un between 3rd Avenue and 5th Avenue; and WHEREAS, the Board of Commissioners wish to +rize funding for the Program in an amount not to exceed nine hundred fifty-five thousand two -hundred fifty-two dollars and forty-three cents ($955,252.43)("Funds") for the Program; and WHEREAS, the Executive Director is requesting authority from the Board of Commissioners to negotiate and execute an agreement, included all documents necessary, all -in forms acceptable to the General Counsel for the Program; and WHEREAS, the Board of CommissiV finds e adoption of this Resolution would further the aforementioned redevelopment objectives; NOW, THEREFORE, BE IT RESOLVED BY THE : •ARD OF COMMISSIONERS OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings conMined in the Preamble to this Resolution are adopted by reference and incorporated herein as if fully h in this Section. Section 2. The Executive Director is hereby authorized to negotiate agreement* for acceptable to the General Counsel, with the City for the Program. Section 3. The Executive Director is hereby authorized to allocate the SEOPW CRA Tax Increment Fund, entitled "Other Grants and Aids," No. 10050.920101.883000.0000.0000000to the City for the Program. Section 4. 'The Executive Director is further authorized to execute all documents necessary, all -in forms acceptable to the General Counsel for the Program. and execute an Funds from the Account Code Section 5. This Resolution shall become effective immediately upon its adoption.
