The meeting was called to order by Chairwoman King at 3:20 p.m., and was adjourned at 3:29 p.m. Note for the Record: Commissioner Carollo entered the meeting at 3:22 p.na. I'm representing Encouraging Dreamers Breaking Barriers. I want to thank you guys for supporting us. I want you guys to continue to support us. Encouraging Dreamers has impacted my life by making me a better communication. I never had communication skills. And we just want to thank you guys. We appreciate you guys. And I want y'all guys to continue to support us. Thank you. Chair King: Good afternoon. Isis Flanders: Hello. Good afternoon. My name is -- well, good afternoon, everyone. 1 want to first start off by saying my name is Isis Flanders. First off I want to thank you for this opportunity today to speak. I thank you all for supporting the Encouraging Dreamers Breaking Barriers company. For the help of you, we are able to establish a business for young people like myself who can work, that's including providing incomes, giving back to the community and networking with different people. I just want to thank you guys for the opportunity so I can speak and that's it. Thank you. Chair King: Thank you. Good afternoon. Antiwone Johnson: Good afternoon. My name is Antiwone Johnson. I'm here representing Item Number 3, I believe. My address is 3520 South Douglas Road. We're just here to appreciate you guys and give gratitude. I know Mr. McQueen he comes and supports us all the time. But Encouraging Dreamers Breaking Barriers has changed a lot of our youth lives in Overtown and we just want you all to know that we're greatly appreciative about it. And thank you again. Great rising, Madam Chairwoman. My name is Brother Ijamyn Gray. I'm the CEO (Chief Executive Officer) of Encouraging Dreamers Breaking Barriers. And first off we just want to come here, and we want to thank y 'all for the opportunity. Thank you for your support. 1 know that when we first started this initiative back in 2020 and I brought it to the Commissioners, we were told what it takes to run this program. It takes $330,000 to run this program to hiring 50 youth from each district in the City. So I'm here representing all youth from City of Miami, Miami -Dade County, and we're -- we need your support. I know that when I first came here a lot of people jumped on as sponsors on this item when we first did it. So being the sponsor, we need your sponsorship now. We can 't hold back. Right now we're appreciative of the money that we're receiving today, the $36,000, but we're a long ways away from our goal. It takes $330,000 to run this program for one year. And as you see, not me was talking, but the youth that I've impacted were able to go up here and tell you about the difference that was made throughout this program. So we ask that you continue to give you -- your support and your help and we thank y'all once again. Have a blessed one. Chair King: Thank you. And at this time, I'm going to turn the meeting over to our executive director, Mr. James McQueen. James McQueen (Executive Director, CRA): Good afternoon, everyone. Madam Chair, we have five items on. Attorney Brown will read them into the record. And before I start, I want to assure Commissioner Reyes, he made a comment that one of the things that he thought was important is that we have developed a program in which to give not only assistance to the businesses as it relates to grants but also that we offer some type of professional services to them such as understanding budgets and those kind of things. And I want to let him know that we're working toward getting that. And by the time the next agenda is called, we're going to have somebody who's assigned specifically that thing. Board Member Reyes: Thank you, Mr. McQueen. I also -- I been a great promoter -- all my life I've been a promoter of business -- provide a program for starting businesses and assisting, assisting people in the community that they have ideas or they want to establish a business so we can provide them with funds and also with assistance that you just mentioned, you see, how a business -- I mean, let them come and take a training, you see, training on how to establish a business, how to keep a business. And also, to their investment, also we can provide them with some seed money so they can establish that business. Because one thing that I would like to see in the area it is more black businesses, small businesses. And that was the principle by which we established that CRA back in '84. Mr. McQueen: Well, I've heard you, Commissioner, and we thank you for that input. Board Member Reyes: Okay, okay. Whatever I can do -- Mr. McQueen: Yes, sir. Item 12824, a resolution of the Board of Commissioners of the Southeast Overtown/Park West Community Redevelopment Agency authorizing expenditure of funds in the amount not to exceed $300, 000 to underwrite the costs associated with 40-year recertification and limited buildout of the former law office of the Honorable Judge Lawson Edward Thomas, located at 1021 Northwest 2nd Avenue. Item 12825, a resolution of the City -- a resolution of the Board of Commissioners of the Southeast Overtown/Park West Community Redevelopment Agency authorizing issuance of a grant to the Norwood Consulting, Inc. doing business as the Hampton Art Lovers, in an amount not to exceed $150,000 for the first year, with an option to renew for an additional one-year period, subject to funding availability, to underwrite costs associated with producing cultural programming and art exhibitions at the historic Ward Rooming House, fiscal year 2022-2023. Item 12826, a resolution of the Board of Commissioners of the Southeast Overtown/Park West Community Redevelopment Agency authorizing issuance of an additional grant, in an amount not to exceed $36, 000, to Encouraging Dreamers Breaking Barriers, LLC, to underwrite costs associated with programming of the All Start Detailing Services Training and Second Chance Program. Resolution 12827, a resolution of the Board of Commissioners -- that's better? Okay. I don't like things that close to my face but okay. A resolution of the Board of Commissioners .for the Southeast Overtown/Park West Community Redevelopment Agency, with attachments, retroactively approving this amended Exhibit A to the Memorandum of Understanding of October 10, 2022 between the Southeast Overtown/Park West CRA and Block 55 Residential Partners, L.P. And Item 12828, a resolution of the Board of Commissioners of the Southeast Overtown/Park West Redevelopment Agency authorizing a grant in the amount of $150,000 to Elijah -- $15,000 to Elijah Wells, LLC to underwrite costs associated with the production of the 2022 iGen Film Festival.
