The legal battle started in 2019 when the
Legislature created GMX to replace MDX.
MDX filed a first lawsuit in 2019 against
the Florida Department of Transportation
(FDOT), and a second complaint was pre-
sented in October 2021 against GMX and
its board members.
As Miami Today has previously reported,
the litigation costs total over $2 million. By
August, the Florida Department of Trans-
portation had spent $453,466,47 on legal
fees paid to outside firms or counsel for the
litigation with MDX, Cynthia Turcios, com-
munications specialist for the department,
confirmed.
The Florida House ofRepresentatives, in-
volved in the first litigation, paid $82,557.51
in legal fees to outside firms or counsel,
House communications director Jenna Box
Sarkissian confirmed earlier this year. Nei-
ther FD OT nor the House keeps track of the
hours spent internally on each matter, so it is
unknown how many in-house legal counsel
resources have been invested by the state.
MDX has spent $ 1.5 million on legal fees
from the fiscal year 2018 (ending on June 30,
2019) to date, Tere Garcia, the spokesperson
for the authority, confirmed. The first lawsuit
was filed May 5, 2019.
"Uncertainty over whether MDX will
continue in its current governance capacity
or replaced pursuant to state actions taken
to date are unique risks resulting in Fitch's
negative assessment of the authority's gov-
ernance structure," Fitch wrote.
MDX has lost $170 million in missed op-
portunities sincethelegal battle started With
low -interest rates in the market, the Authority
could have refinanced its debt and paid for
its existing projects within less time, Ms.
Schafer explained at a June 2021 meeting.
Doral CulturalArts Center opens

The Doral Cultural Arts Center
has officially opened to the public
offering community activities and
a home for the city's arts scene.
On Oct. 12, Mayor Juan Carlos
Bermudez and the city council
inaugurated the city's Cultural
Arts Center with a ribbon cutting
and plaque unveiling. The event
was celebrated with the commu-
nity, alongside project contractor
KVC Constructors Inc., architect
Bermello Ajamil & Partners and
Codina Partners.
The community joined in inter-
active workshops, live entertain-
ment and family -friendly activi-
ties. The opening also unveiled its
first photography exhibit in col-
laboration with the Doral Contem-
porary Art Museum (DORCAM),
featuring images of the Manolo
Valdes Legacy public art exhibit
by photographer Miguel Salom
and sculptural wearable art pieces
by Celia Ledon.
"With each new addition,
Doral is growing more and more
influential in South Florida,"
said Armando Codina, executive
chairman of Codina Partners.
"The Doral Cultural Arts Center
will helpdraw many more cultural
activities, such as the Nutcracker
in The Park and other popular
events that have already made
their appearances in Doral. This
center is an exciting step forward,
and ushers in a beautiful new era
for the city, one that officially
makes it a home for the arts."
The arts center between North-
west 53rd Street and 53rdTerrace,
adjacent to the City of Doral Gov-
emment Center, was initially set to
open in August. At about 14,000
square feet, it is intended to be the
hub of cultural and performing
arts in the city, with a large art
gallery space, a multi -purpose
room, outdoor courtyards/garden
spaces and a rooftop plaza.
"The Doral CulturalArts Center
will be the first of its kind in the
Northwest region ofMiami-Dade
County," said Mayor Bermudez.
"This state-of-the-art facility was
made possible thanks to the Doral
residents that voted to approve
the Parks Bond and invest in their
recreational spaces and it will be
the catalyst for more cultural arts
opportunities in the community."
As part of the funding from the
$150 million Parks General Obli-
gation Bond, which Doral voters
passed in 2018, the Doral Cultural
Arts Center was approved as a new
park facility. The facility will be
supported by satellite program-
ming at both Doral Central Park
and Doral Legacy Park.
"Every world -class city has cul-
ture at its core," said Ana -Mane
Codina Barlick, CEO of Codina
Partners, the developers ofDown-
town Doral. "It was always part of
our vision for Doral to have a space
that would lead it to be embraced
as a forward -thinking, cultural
center— a place that would enrich
the lives of the city's residents
and draw ever more arts, cultural
activities and events to this diverse
and thriving city."
