Ron DeSantis signed a bill Tuesday that will forceschoolstoperiodically change accreditors The measure also significantly changes the process of reviewing professors' tenure, a provision that has drawn ire from the state's largest faculty union. "It'sall abouttryingtomakethese institutionsmore inlinewithwhatthe state's priorities are, and quite frankly the priorities of parents throughout the state of Florida," Gov. DeSantis said during a bill -signing event in The Villages. Colleges and universities under the law will be required to change accreditors at the end of each ac- creditation cycle, a process that can take as long as 10 years. The law will take effect July 1. The state university system's Board of Governors and the State Board of Educali on, which oversees the college system, will be directed to identify organizations that are "best suited to serve" as accreditors for the schools. The accrediting bodies will have to be recognized by the US Department of Education. The governor took aim at accredi- tors before signing the measure. "The role that these accreditation agencies play, 1 don't even know where they come from. I mean, they ... are effectively self -anointed. They have an inordinate amount of power to shape what is going on at these universities," he said. The Southern Association of Col- leges and Schools Commission on Colleges, or SACSCOC, accredits Florida's colleges and universities. The relationship between SAC- SCOC and state higher -education officials was strained last year after the organization weighed in on two high -profile issues at universities. The agency rai sed questions about a potential conflict ofinterest involy- ing state Education Commissioner Richard Corcoran when he was a candidate to become president of Florida State University. Andrew Gothard Wheelan defended the inquiries and said it is common for accrediting organizations to ask such questions ofschools. Ms. Wheelan onTuesday saidthebill signed by Gov. DeSantis wil l have an `rn fortunate" impact on Florida's colleges and universities. "Accrediting bodies are gov- erned by the member institutions themselves, sharing their expertise in various disciplines across higher education. While institutions may contribute when associated with other colleagues across the nation, our member institutions found value in collaborating with colleagues from a region with similar values, histories and cultures. It is unfortu- nate that Florida institutions may no longer have this opportunity," Ms. Wheelan said in an email. The new law also will authorize the Board of Govemors to adopt a regulation requiring university professorstoundergoa"comprehen- sive post -tenure review" every five years. Such reviews would take into account accomplishments and pro- ductivity, assigned duties in research and teaching, performance metrics, compensation and "consequences for undeperforma nce." "I think the thing is, you know, tenure was thereto protect people so that they could do ideas that maybe would cause them to lose their job or whatever, and academic freedom," Gov. DeSantissaidTuesday. "i don't know that that's really the role that it plays, quite frankly, anymore. i think what tenure does, if anything, it's created more of an intellectual orthodoxy" The govemor's approval of the bill drew an immediate objection from United Faculty of Florida President Andrew Gothard. The union has argued that individual schools already have processes to review faculty tenure. "All of Florida's faculty already undergo an extensive performance reviewprmrcc tenuredorotherwise; they are already held accountable by their peers and employers," Mr. Gothard said in a statement. tThe only missing piece in that equation is that tenured faculty cannot be fired for political reasons, meaning the passing whims o fthe latest pol itician in power cannot be used to harm the future of Florida's students and institutions." Mr. Gothard, who is a professor at Florida Atlantic University, also criticized state leaders for "playing political games" with the futures of university students. "Tenure protects the right of fac- ulty to teach and research honestly and accurately without the threat of politicians who would fire them for doing their jobs, and it protects the rights of students to learn about what- ever interests them without being told by big government how to live their lives," he said in a statement. Business travel projected 11 % below 2019 THE News SERVICE of FLORIDA The Covid-19 pandemic con- tinues to hamper business travel in Florida and across the country. A report released Tuesday said revenue from business travel in Florida in 2022 is projected to be 11.1 %below the amount in 2019, the last full year before the pan- demic. Nationally, business -travel revenue is projected to be down 23.1%, according to the report re- leased by the American Hotel and Lodging Association. Carol Dover, president and CEO of the Florida Restaurant and Lodg- ing Association, issued a statement that encouraged burin esses to c ome to Florida for such things as confer- ences and events. "Florida remains a top destina- tion for both leisure and business travel, but today's projections have Florida ending the year 11%down forbusinesstravel,"Ms. Dover said. "We are incredibly proud of Florida's comeback story, but this report reiterates that there is more work toget usback topre-pandemic figures," she said. `Business and corporate group travel is the leading source ofrevenue for hotels, which have endured years ofratastrophic losses and now face inflation, supply chain issues, and staffing shortages." A global supply sur- plus and uncertainty about future demand - fueled in part by vaccine hesitancy in some developing markets - prompted the change, J&1 said Tuesday. The com- pany also reported a better-than-expect- ed first-quarter profit and announced a div- idend increase. J&J's one-shot vac- cine brought in 5457 million in global sales during the first quar- ter, while the compa- ny's pharmaceutical sales as a whole to - nearly early 513 bil- lion.
