HomeMy WebLinkAboutCRA-R-21-0049Southeast Overtown/Park West Community Redevelopment Agency Legislation 819 NW 2nd Ave 3rd Floor Miami, FL 33136 www.seopwcra.com CRA Resolution: CRA-R-21-0049 File Number: 10972 Final Action Date:10/28/2021 A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY, AUTHORIZING THE ISSUANCE OF A GRANT TO NEIGHBORS AND NEIGHBORS ASSOCIATION, INC., IN AN AMOUNT NOT TO EXCEED $136,000.00, TO UNDERWRITE COSTS ASSOCIATED WITH ITS FOOD TRUCK ENTERPRISE PROGRAM; FURTHER AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE ALL DOCUMENTS NECESSARY FOR SAID PURPOSE; AUTHORIZING THE EXECUTIVE DIRECTOR TO DISBURSE FUNDS, AT HIS DISCRETION, ON A REIMBURSEMENT BASIS OR DIRECTLY TO VENDORS, UPON PRESENTATION OF INVOICES AND SATISFACTORY DOCUMENTATION; ALLOCATING FUNDS FROM SEOPW "OTHER GRANTS AND AIDS," ACCOUNT CODE NO. 10050.920101.883000.0000.00000. WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("SEOPW CRA") is a community redevelopment agency created pursuant to Chapter 163, Florida Statutes, and is responsible for carrying out community redevelopment activities and projects within its Redevelopment Area in accordance with the 2018 Southeast Overtown/Park West Community Redevelopment Updated Plan ("Updated Plan"); and WHEREAS, the SEOPW CRA has funded Neighbors and Neighbors Association, Inc. ("NANA") for the past 12 years; and WHEREAS, NANA is a non-profit corporation established in 1995 to assist small businesses throughout Miami -Dade County, and has been retained by Miami -Dade County to provide technical assistance for its Mom and Pop Small Business Grant Program and its Micro Loan Program; and WHEREAS, NANA seeks assistance from the SEOPW CRA to underwrite costs associated with its Food Truck Enterprise Program ("FTEP"), a collaboration with Miami Dade College Hospitality Institute ("MDC") and The Circle of Brotherhood ("The Brotherhood"); and WHEREAS, the Business Incubator and Development Program serves Overtown by continuing to provide services to a number of local businesses by enabling access to technical assistance, office services, workshops and training, assistance with identifying capital funding sources, and a business mentoring partnership; and WHEREAS, NANA is now expanding its business training opportunities through the FTEP, which it directs and manages, while subcontracting with MDC to deliver the food truck skills training, and with The Brotherhood to deliver the work readiness training; and WHEREAS, the proposed Overtown FTEP, (the "Program"), consists of a total of 12 weeks / 240 hours of instruction at MDC's Wolfson Campus, and will be taught by experienced MDC instructors, expert industry trainers, and Brotherhood coaches;and City of Miami Page 1 of 3 File ID: 10972 (Revision:) Printed On: 9/8/2025 File ID: 10972 Enactment Number: CRA-R-21-0049 WHEREAS, the Program includes 4 weeks of work readiness training delivered by The Brotherhood, followed by 8 weeks of entrepreneurship, sales and marketing, finance and accounting, HR and OSHA, food truck operations, food safety and sanitation, restaurant service, customer service, and management skills delivered by MDC; and WHEREAS, Program Participants will compete for 1 food truck and the finalist will be given the choice of leasing or purchasing the food truck from NANA, plus assistance with business start-up including $5000.00 working capital; and WHEREAS, pursuant to Section 163.340(9) of the Florida Statutes "community redevelopment... means undertakings, activities, or projects... in a community redevelopment area for the elimination and prevention of the development or spread of slums and blight"; and WHEREAS, Section 2, Goal 4 at page 10 of the Updated Plan lists the "creati[on of] jobs within the community..." as a stated redevelopment goal; and WHEREAS, Section 2, Goal 6, at page 10 of the Updated Plan, lists the "[i]mprove[ment of] the [q]uality of [I]ife for residents" as a stated redevelopment goal; and WHEREAS, Section 2, Principle 6 at page 14 of the Updated Plan also provides that in order to "address and improve the neighborhood economy and expand economic opportunities of present and future residents and businesses[,] ... [it is necessary to] support and enhance existing businesses and ... attract new businesses that provide needed services and economic opportunities ...." ; and WHEREAS, the Board of Commissioners wishes to authorize a grant to NANA, in an amount not to exceed $136,000.00, to underwrite costs associated with its Food Truck Enterprise Program; and WHEREAS, the Board of Commissioners finds that this Resolution furthers the SEOPW CRA's redevelopment goals and objectives; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated herein as if fully set forth in this Section. Section 2. The Board of Commissioners hereby authorizes the issuance of a grant to Neighbors and Neighbors Association, Inc. in an amount not to exceed $136,000.00 for to underwrite costs associated with its Food Truck Enterprise Program. Section 3. The Executive Director is authorized to execute all documents necessary for said purpose. Section 4. The Executive Director is authorized to disburse funds, at his discretion, on a reimbursement basis or directly to vendors, upon presentation of invoices and satisfactory documentation.
