BACKGROUND:
The attached Resolution of the Board of Commissioners of the Southeast Overtown/Park West
Community Redevelopment Agency (the "SEOPW CRA") seeks authorization for a temporary
grant to Community Awareness Construction Services, LLC, ("CACS") in an amount not to
exceed $125,000.00, to underwrite costs associated with a construction training program being
administered at the Camillus House ("Camillus") from October 18, 2021 — January 17, 2022,
(the "Program"). Camillus will provide Program participants with shelter, food, and a weekly
stipend of $160.00. Participants will also receive social services and financial management
classes, and successful graduates will be offered employment with SEOPW CRA development
partners.
CACS has received a funding commitment from the Office of the Mayor of the City of Miami
(the "Mayor's Office") for $125,000.00 to take effect at a later date. To ensure continuity of
services to Program participants, the SEOPW CRA only seeks authorization for this grant now
until the Mayor's Office's funding takes effect. Upon receipt of the Mayor's Office's funds,
CACS shall reimburse the SEOPW CRA for any amounts received under this grant, and this
grant shall be terminated.
CACS is a construction compliance and consulting finn that provides a range of services
including several construction trade certifications, job recruitment and placement, and wage
mandate compliance and monitoring. CACS also has several notable local partners including
Coastal Construction, Miami World Center, and Housing Trust Group LLC, and has
administered similar programs in 2020, with 22 of the participants who completed their programs
receiving jobs within the Redevelopment Area. CACS will provide Program participants with
comprehensive training for positions as Construction Craft Laborer Levels 1 and 2.
Camillus has been operating in the Overtown community for over 50 years as one of the largest
and most comprehensive providers of homeless housing and services. Complementing their

social services, Camillus has partnerships with several financial institutions including TB Bank,
Iberia Bank, and Bank of America who provide the residents with onsite financial literacy
courses and workforce development services. Additionally, this Board of Commissioners
supported CAC's work earlier this year under Resolution No. CRA-R-21-0016.
It is the recommendation of the SEOPW CRA that the Board of Commissioners authorize a
temporary grant to CACS, in an amount not to exceed $125,000.00, to underwrite the costs
associated with its construction training program, until it receives its funding from the Mayor's
Office.
JUSTIFICATION:
Pursuant to Section 163.340(9), Florida Statutes, (the "Act") community redevelopment means
"undertakings, activities, or projects of a ... community redevelopment agency in a community
redevelopment area for the elimination and prevention of the development or spread of slums
and blight...."
Section 2, Goal 4 on page 10 of the 2018 Southeast Overtown/Park West Community
Redevelopment Agency Updated Plan (the "Updated Plan") lists the "creati[on of] jobs within
the community..." as a stated redevelopment goal.
Section 2, Goal 6, on page 10 of the 2018 Southeast Overtown/Park West Community Updated
Redevelopment Agency Plan (the "Updated Plan"), lists the "[i]mprove[ment of] the [q]uality of
[1]ife for residents" as a stated redevelopment goal.
Section 2, Principle 4, on page 13 of the Updated Plan provides that "employment opportunities
be made available to existing residents ..." as a stated redevelopment principle.
Further, Section 2, Principle 6, on page 14 of the Updated Plan provides that to "address and
improve the neighborhood economy and expand economic opportunities of present and future
residents and businesses[,] ... [it is necessary to] support and enhance existing businesses ... that
provide needed services and economic opportunities" as a stated redevelopment principle.

WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency
("SEOPW CRA") is a community redevelopment agency created pursuant to Chapter 163,
Florida Statutes, and is responsible for carrying out Community Redevelopment activities and
projects within its redevelopment area in accordance with the 2018 Southeast Overtown/Park
West Redevelopment Updated Plan (the "Updated Plan"); and
WHEREAS, under Florida Statutes, Section 163.340(9) of the Community

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF
THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY
OF THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2. The Board of Commissioners hereby authorizes the issuance of a grant to
Community Awareness Construction Services, LLC, in an amount not to exceed $125,000.00, to
underwrite the costs associated with the construction training program.
Section 3. The Executive Director is authorized to execute all documents necessary
for said purpose.

on a reimbursement basis or directly to vendors, upon presentation of invoices and satisfactory

Provider currently provides streetlight maintenance services to the SEOPW CRA and has been

BACKGROUND:
The attached Resolution of the Board of Commissioners of the Southeast Overtown/Park West
Community Redevelopment Agency ("SEOPW CRA") authorizes a grant to Neighbors and
Neighbors Association, Inc. ("NANA"), in an amount not to exceed $136,000.00, to underwrite
costs associated with its Food Truck Enterprise Program ("FTEP"), a collaboration with Miami
Dade College Hospitality Institute ("MDC") and The Circle of Brotherhood ("The
Brotherhood").
The SEOPW CRA has funded NANA for the past 12 years. NANA is a non-profit corporation
established in 1995 to assist small businesses throughout Miami -Dade County and has been
retained by Miami -Dade County to provide technical assistance for its Mom and Pop Small
Business Grant Program and its Micro Loan Program. NANA is now expanding its business
training opportunities through the FTEP, which it directs and manages, while subcontracting
with MDC to deliver the food truck skills training, and with The Brotherhood to deliver the work
readiness training.
The first FTEP was funded by Miami Dade County and ran from September 13, 2021 through
December 17, 2021. 29 students were enrolled from zip codes 33136, 33127, 33142, 33147, and
33150, at classes at MDC's Wolfson Campus. Miami -Dade County has provided funding to
NANA to purchase three food trucks that the FTEP students will be competing for. In December
2021, the current class of FTEP students will participate in a culinary and business plan
competition where the 3 finalists will be given the choice of either purchasing or leasing a food
truck from NANA. NANA will provide assistance and working capital to the 3 finalists to start
their food truck businesses.
The proposed Overtown FTEP, (the "Program") consists of a total of 12 weeks / 240 hours of
instruction at MDC's Wolfson Campus, and will be taught by experienced MDC instructors,
expert industry trainers, and Brotherhood coaches. The Program includes 4 weeks of work
readiness training delivered by The Brotherhood, followed by 8 weeks of entrepreneurship, sales

and marketing, finance and accounting, HR and OSHA, food truck operations, food safety and
sanitation, restaurant service, customer service, and management skills delivered by MDC.
Program Participants will compete for 1 food truck and the finalist will be given the choice of
leasing or purchasing the food truck from NANA, plus assistance with business start-up
including $5000.00 working capital.
JUSTIFICATION:
Pursuant to Section 163.340(9) of the Florida Statutes "community redevelopment...means
undertakings, activities, or projects...in a community redevelopment area for the elimination and
prevention of the development or spread of slums and blight."
Section 2, Goal 4 at page 10 of the 2018 Southeast Overtown/Park West Community
Redevelopment Agency Updated Plan (the "Updated Plan") lists the "creati[on of] jobs within
the community..." as a stated redevelopment goal.
Section 2, Goal 6, at page 10 of the Updated Plan, lists the "[i]mprove[ment of] the [q]uality of
[1]ife for residents" as a stated redevelopment goal.
Section 2, Principle 6 at page 14 of the Updated Plan also provides that in order to "address and
improve the neighborhood economy and expand economic opportunities of present and future
residents and businesses[,] ... [it is necessary to] support and enhance existing businesses and ...
attract new businesses that provide needed services and economic opportunities ....".

WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF
THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY
OF THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2. The Board of Commissioners hereby authorizes the issuance of a grant to
Neighbors and Neighbors Association, Inc. in an amount not to exceed $136,000.00 for to
underwrite costs associated with its Food Truck Enterprise Program.
Section 3. The Executive Director is authorized to execute all documents necessary
for said purpose.

on a reimbursement basis or directly to vendors, upon presentation of invoices and satisfactory

Food Truck Enterprise Program Funding Proposal & Budget
Program Overview
NANA is seeking funding from the Southeast Overtown / Park West Community Redevelopment Agency to offer a
Food Truck Enterprise Program (("FTEP") to residents of the Overtown community. Overtown residents enrolled in
the FTEP will have the opportunity to compete to lease or purchase a food truck through NANA.
The Food Truck Enterprise Program ("FTEP") is a partnership between Neighbors and Neighbors Association
("NANA"), Miami Dade College Hospitality Institute, and The Circle of Brotherhood. NANA directs and manages the
FTEP, subcontracting with Miami Dade College Hospitality Institute to deliver the food truck skills training and the
Circle of Brotherhood to deliver the work readiness training.
Program History
The first FTEP, funded by Miami Dade County, began on September 13, 2021 and will end on December 17, 2021.
Twenty-nine students are enrolled from zip codes 33136, 33127, 33142, 33147 and 33150. Classes are held at the
Miami Dade College Wolfson Campus. Miami -Dade County has provided funding to NANA to purchase three food

In December 2021, the current class of FTEP students will participate in a culinary competition and a business plan
competition that will be judged by a panel of college, community and industry experts. The three finalists with the
highest cumulative scores will be given the choice of either purchasing or leasing a food truck from NANA. NANA will
provide assistance and working capital to the three finalists to start their food truck businesses.

The proposed FTEP for Overtown residents consists of a total of 12 weeks / 240 hours of instruction. The classroom
training will take place on the Miami Dade College Wolfson Campus. Classes will be taught by experienced Miami
Dade College instructors, expert industry trainers, and Circle of Brotherhood coaches.
The Overtown FTEP includes 4 weeks of work readiness training delivered by the Circle of Brotherhood, followed by
