A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE SOUTHEAST
OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY
("SEOPW CRA"), WITH ATTACHMENTS, ACCEPTING THE PROPOSAL
RECEIVED FROM RENAISSANCE POINTE APARTMENTS, LLC, THE SOLE
PROPOSER TO REQUEST FOR PROPOSALS 17-01, FOR THE
DEVELOPMENT OF MULTIFAMILY HOUSING AT 1611 NW 3RD AVENUE &
THE REAR PARKING LOT AT 1490 NW 3RD AVENUE; AUTHORIZING THE
EXECUTIVE DIRECTOR TO FINALIZE AND EXECUTE A DEVELOPMENT
AGREEMENT, IN SUBSTANTIALLY THE FORM ATTACHED AS EXHIBIT "A"
WITH ADDITIONAL TERMS READ INTO THE RECORD AT THE MARCH 21,
2017 SEOPW CRA BOARD OF COMMISSIONERS MEETING; FURTHER
AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE ALL DOCUMENTS
NECESSARY FOR SAID PURPOSE.
WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency
("CRA") is a community redevelopment agency created pursuant to Chapter 163, Florida
Statutes, and is responsible for carrying out community redevelopment activities and projects
within its Redevelopment Area in accordance with the 2009 Southeast Overtown/Park West
Redevelopment Plan ("Plan"); and
WHEREAS, Chapter 163.380, Florida Statutes details the requirements for disposal of
CRA owned property within a community redevelopment area;" and
WHEREAS, Section 2, Goal 3, at page 11, of the Plan lists the "creati[on of] infill
housing, diversity in housing types, and retaining affordable housing," as a stated
redevelopment goal; and
WHEREAS, Section 2, Goal 6, at page 11, of the Plan lists "improving quality of life for
residents" as a stated redevelopment goal; and
WHEREAS, Section 2, Principle 2, at page 14, of the Plan provides that "[t]he
neighborhood ... retain access to affordable housing ... ;" and
WHEREAS, the CRA owns 1611 NW 3rd Avenue & the rear parking lot at 1490 NW 3rd
Avenue ("Properties") and on February 15, 2017 the CRA issued Request for Proposals ("RFP")
17-01 seeking qualified developers to develop multifamily housing on the Properties ("Project");
and
WHEREAS, the RFP asked proposers to submit a detailed development concept
highlighting bedroom and income eligibility mixes and affordability and allowed for the CRA to
enter into a lease agreement or sale agreement with the top ranked proposer; and
WHEREAS, on March 20, 2017, the CRA received one (1) response to RFP 17-01 from
Renaissance Pointe Apartments, LLC ("Renaissance Pointe"); and

WHEREAS, the Board of Commissioners wish to accept the proposal received from
Renaissance Pointe, the sole proposer to RFP 17-01, for the Project and to authorize the
Executive Director to finalize and execute a development agreement with Renaissance Pointe,
in substantially the form attached as Exhibit "A" with additional terms read into the record at the
March 21, 2017 CRA Board of Commissioners meeting;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF
THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY
OF THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2. The Board of Commissioners hereby accepts proposal received from
Renaissance Pointe Apartments, LLC ("Renaissance Pointe"), the sole proposer to RFP 17-01,
for the development of multifamily housing at 1611 NW 3rd Avenue & the rear parking lot at 1490
NW 3rd Avenue and authorizes the Executive Director to finalize and execute a development
agreement with Renaissance Pointe, in substantially the form attached as Exhibit "A" with
additional terms read into the record at the March 21, 2017 CRA Board of Commissioners
meeting.
Section 3. The Executive Director is authorized to execute all documents necessary
for the purposes set forth above.
Section 4. This Resolution shall become effective immediately upon its adoption.
