The meeting was called to order by Chair Reyes at 12:22 p.m., and was adjourned at 12:28 p.m. ALSO PRESENT: Rafael Suarez -Rivas, Assistant City Attorney, Supervisor Todd B. Hannon, Clerk of the Board MCRA RESOLUTION A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE MIDTOWN COMMUNITY REDEVELOPMENT AGENCY ("CRA"), WITH ATTACHMENT(S), ACCEPTING AND APPROVING THE 2018 AMENDED BUDGET OF THE MIDTOWN COMMUNITY REDEVELOPMENT AGENCY, ATTACHED AND INCORPORATED AS EXHIBIT "A", IN THE AMOUNT OF $6,628,202, FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2017 AND ENDING SEPTEMBER 30, 2018; DIRECTING THE EXECUTIVE DIRECTOR TO TRANSMIT A COPY OF EACH BUDGET TO THE CITY OF MIAMI AND MIAMI-DADE COUNTY. And we have one resolution here; it is of the Board of Commissioners of the Midtown Community Development, with attachment, accepting the -- approving the amended budget, for the -- Rafael Suarez -Rivas (Senior Assistant City Attorney): Approval of the amended budget. Mr. Valentin: Good afternoon, Commissioner. My name is Miguel Valentin. Although I'm working for the Overtown CRA (Community Redevelopment Agency), I wanted to excuse [sic] Mr. Pieter Bokweg. He was unable to make it due to a family emergency, and he was requesting me to present the two items. The first one, it reads like this: The Resolution was read by title into the public record by Miguel Valentin. Chair Reyes: Do I hear a motion? Board Member Carollo: This is for --? Chair Reyes: The Midtown CRA. Vice Chair Gort: Midtown CRA. Chair Reyes: They don't have any money. Everything that they have is already committed. Board Member Carollo: I heard you were Chairman of this. Chair Reyes: Yes. You are the one that got me into this. Board Member Carollo: I did. Chair Reyes: Do I hear --? Board Member Carollo: There's a motion. Chair Reyes: -- a motion? Vice Chair Gort: Move it for discussion. Chair Reyes: For discussion, okay. Open for discussion. Commissioner Gort. Vice Chair Gort: The -- I'm sorry, I don't have a copy of the budget. The budget's for $6 million. I want to know how much goes to debt service. Mr. Valentin: It's going to go 99 percent of that amount, yes. Vice Chair Gort: 99 percent? Mr. Valentin: Yes. Vice Chair Gort: Are the bonds term bonds? Mr. Valentin: The understanding that I have is the bonds are going to become due in 2037. Vice Chair Gort: 2037. So they're term bonds. Vice Chair Gort: You're only paying interest right now? Mr. Valentin: Yes. Vice Chair Gort: Well, interest and principal or --? Mr. Valentin: Yes, interest and principal. But this is how it works: The Midtown CRA, pursuant an interlocal agreement -- Vice Chair Gort: Right. Mr. Valentin: They need to contribute 99 percent out of the TIF (Tax Increment Fund) that they are collecting for that fiscal year. Vice Chair Gort: Right. Mr. Valentin: As of now, there is a shortfall if you compare the contributions coming from the Midtown CRA against the payments that the Midtown CDD (Community Development District) is making towards debt service. Still, there is a shortfall. Vice Chair Gort: So you're saying 99 percent goes into debt service? Mr. Valentin: Correct. Vice Chair Gort: Okay. Chair Reyes: Okay. Now, any other comments? Any --? MCRA RESOLUTION 4756 A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE MIDTOWN COMMUNITY REDEVELOPMENT AGENCY ("CRA"), WITH ATTACHMENT(S), ACCEPTING AND APPROVING THE 2019 PROPOSED BUDGET OF THE MIDTOWN COMMUNITY REDEVELOPMENT AGENCY, ATTACHED AND INCORPORATED AS EXHIBIT "A", IN THE AMOUNT OF $6,818,257, FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2018 AND ENDING SEPTEMBER 30, 2019; DIRECTING THE EXECUTIVE DIRECTOR TO TRANSMIT A COPY OF EACH BUDGET TO THE CITY OF MIAMI AND MIAMI-DADE COUNTY.
