Along the way they sometimes pass post- card views — cargo ships by mPanama Canal, palm- d island, — but often tr avel over rough seas and under a scorching sun. At least one nip has been deadly. In February, an 8-year-old from Venezuela drowned and about 20 migrants had to be rescued when their boat capsized. For a moment, migrants who set out in early May feared another disaster. As their boat neared a migra- tion checkpoint on the island of El Porveror, there s a loud crack. A propel- ler had hit a reef. They made it to the checkpoint, where Pana- manian authorities count heads and mainly ensure that migrants continue on their way. But about an hour later, the damaged motor gave out, leaving only one functioning. ` " '° n„a The captain searched for Alejandro Rojas. 26. and her dog, Milo. change boats with other migrants on May 6 after a celphone signal to call for a mechanical problem in Panama. backup, and passengers baked in the midday sun. When the boat was moving steadily, the heat was bear- able. At this pace, it was stifling. Rojas wore a hat, but most passengers had nothing but their T- shirts to pull over their heads. Two children vomit- ed After 40 minutes in the sun, the backup boat ar- rived, and one by one the migrants passed children, bags and the dog over the side. Then they were on thew way, the surf rising and the boat banging down harden the waves. Finally, after eight hours, the group pulled into Puer- to Obaldia, a tiny village without roads near the Colombian border. There they were, at the edge of the Darien, facing a region that has come to see migrants as a financial opportunity — again. Risking their lives to `self -deport' ar ANNIE COME. They ON onto the boat on Panama's Carib- bean Coast, about 40 peo- ple in all, their belongings stuffed into garbage bags and Neu children clinging tightly to them for the ardu- ous trip ahead. They were not defying the U.S. government by moving toward the border. They were heading back to Venezuela — doing exactly what U.S. officials want them to do — even though it meant facing threats of robbery, kidnapping and a dangerous crossing once again. "It's a broken dream," said junior Sulbaran, who, like the others, had Fled Venezuela the year before, carrying his infant daughter thousands of miles north and through the erous jungle pass known as the Darien Gap. He and his family arrived in Mexico City before Pres- ident Donald Trump's second tens and soon heard the administration's e. m"If you are considering entering America illegally, don't even think about it," ICristi Noun, the homeland security secretary, said in a White House video posted in February. "If you crane to ow country and you break our laws, we will hunt you down." There is no clear figure for how many people have decided to leave the United States or have given up on reaching it, and migration at the soahem border had dropped starply even be- fore Trump took office for a sec ond time. But in one indication that some migrants from South America are starting to return there, more than 10,000 people — virtually all from Venezuela — have taken boats from Panama to Colombia since January, according to Panamanian officials, who say that more are setting out each week. That is a tiny number compared with the hun- dreds of thousands of Ve nezuelans who entered the United States and Mexico in cent years, but the busy new boat route toward South America is a sign, accordtng to migrants, officials and rights groups, that the Trump adminis- tration's harsh tactics are having an effect. "The world is hearing our message that America's borders are closed to law- breakers," Tricla McLaugh- lin, a spokesperson for the Department of Homeland Security, said in a state- ment. "Migrants are now even turning back before they read) our borders." For those in the United States, she said, "It's an easy choice: Leave volun- tarily and receive $1,000," referring to the govern- ment's offer for "voluntary self -deportation." While the administration may claim success, experts say, many migrants (Inc so many barriers to heading hone that even if they are willing, turning back is extremely challenging. "They're stuck, wherever they are," said loan Cnsz, who served as Trump's top Latin America adviser during the president's first terns, noting that many migrants are impoverished, indebted and lack travel documents. Venezuelans, he added, also face a gov- mm[ hostile to those who left for the United States. The Trump adminis- tration may not care how people get home, Cruz said. But if it wants to encourage more people to leave, ig- noring the obstacles that migrants face "isn't the way to do it," he said. "They don't have a single thing going for them." Among those leaving, migrants from Venezuela, in particular, say they feel targeted by the Trump administration, which re- cently ended deportation protections and has sent hundreds of men accused of being gang members to a prison in El Salvador. 1n Texas, buses heading south are filling up with Venezuelans who say they fear being detained over tanoos or being separated from their children. In Mexico, there is a desper- ate, monthslong competi- tion to get on flights to Caracas. In Panama, the outskirts of Colon have become a hub for boat operators charging mi- grants hundreds of dollars to get on rickety boats to skin the Darien on the way back to South America. For many migrants from Venezuela, going back is not so easy as raisinga hand and boarding a plane. Some do not have valid navel documents after years on the road, or never had such documents at a0 — because Venezuela has few consulates, new ments are extremely diffi- cult to obtain. One pas- senger on the boat in Pana- ma, Adrian Corona, said that his passport had ex- pired and that he lost his ID in the Darien. He had turned around in Mexico, muds like Sulba- nin, his wife and their tod- dler, Samantha Victoria, who had been on the move for over a year by the time they made it back to Pana- 'D Public Notice PUBUC HEARING ITEM CANCELLATION NOTICE IS GIVEN that the Public Roaring dam listed b.ow, scheduled to be hard at the Matra -Made County Board of Gouty Come2.YN0 Mewknp on Tuesday, June 3, 2025, et 4.70 aura.. Cruz was not the only one who was excited to have prom at the famed location. 9 wasn't ready for this much amazement," said Nicole De Soura,18, who arrived a bit late, not knowing how beautiful Vizcaya would be. "It's so pretty! Hove di 1 wish I wove my actual dress. it's Igoe a dream come truer De Soma, who just grad- uated from Pompano Beach High School, ware a floor -length teal sequin gown. But it wasn't enough. She Wished she had warn the quinceadera- style ball gown she wore 10 her school's prom. Ludwmn Anus, 18, who jmtgradmted from Felix Varela High School, was dose to having attended high school without ever attending prom. "1 never cared for B _ but, this place is actually roan. I've never seen anything like this." The "queer prom," as students were caning it, WAS agonised by Safe Schoos South Florida, a nonprofit foaled in 1991 to support gay students. Hlstoriully, the organi- zation would provide teacher training's, wort with individual schools' Gay -Straight Alliance clubs, and lost an annual empowerment day - where students would get a permission dip to leave school and attend a dis- trict -wide event with games and motivational speakers. School buses provided by the district would trampat them. But now, nearly al of Safe Schools' program- ming happen s outside the school district's purview. Since the puage of Florida's Parental Rights in Education Act, the "Don't Say Gay" law, signed by Gov. Ron DeSuntis in 2022, Miami -Dade schools have largely stepped bock from visible support for LGBTQ students Even • symbolic resolution to recognise LGBTQ History Month has been rejected by the school board for the past three yeah. He entered Vizcaya with bare feet and his shoes ht hand. "I don't know how I am going to ten her," he said of the friend from whom he borrowed them. At the green screen photo booth in the plant - filled courtyard, Jessica Lam, a tram woman who "hes been a member of the community before there was a community," was running the booth. She listed the backdrop op- tions: "You can be in outer spacer she said, or, "You can go 10 Paris." A group chose the Flam- ing background. "Act like we're bunting!" said one friend. Lan texted them the photo. As they laughed at the photo, one friend joked, "Us going to hell after going to queer prom." Latitha Buffenoir, 18, showed up with a group of 10 friends, all picked up in a black car provided by the event. She wore black pants, dress shoes and a vest. Her date, Abigail Chico, ware a petticoat, corset and lingerie top - all in the style of the Gild- ed Age. Her friend Evelyn Ventura wore a twat her mother got her from Spain The music was handled by DI Citizen lane, an openly gay Di who kept the donee Floor toll with a mix of Chappell Roan, Kendrick Wear and throwbacks to the 2010s. "I wasn't ready for this much amazement," said Nicole De Souza, 18, who arrived a bit late, not knowing how beautiful Vizcaya would be. "It's so pretty! I love a! I wish I wore my actual dress. It's like a dream crone truer De Souza, who just grad- uated foam Pompano Beach High School, wore a floor -length teal sequin gown. But a wasn't enough. She wished she had won the quinceartera- style bah gown she wore to her school's prom. Ludwm Aram, 18, who just graduated from Felix Varela High School, was close to having attended high school without ever attending prom. "I never cared for it ... but, this place is actually insane. I've never seen anything like this." The "weer prom," as students were calling it, was organized by Safe Schools South Florida, a nonprofit founded in 1991 to support gay students. Historically, the organi- zation would provide teacher training's, work with individual schools' Gay -Straight Alliance chubs, and host an annual empowerment day — where students would get a permission slip to leave school and attend a dis- trict -wide event with games and motivational speakers. School buses provided by the district would transport them. But now, nearly all of Safe Schools' program- ming happens outside the school district's purview. Since the passage of Florida's Parental Rights in Education Act, the "Don't Say Gay" law, signed by Gov. Ron DeSantis in 2022, Miami -Dade schools have largely stepped back from viable support for LGBTQ students. Even a symbolic resolution to recognize LGBTQ History Month has been rejected by the school board for the past three years. The state his restricted classroom discussion of gender and sexuality and banned gender -affirming health care for transgender Patel Genao, a junior, had planned to arrive in style — but had a mishap. "1 don't know how 1 am going to tell her," he said of the friend from wham he borrowed them. At the green screen photo booth in the plant - filled courtyard, Jessica Lam, a trans woman who "has been a member of the community before there was acomnmunity," Was running the booth. She listed the backdrop op- tions: "You can be in outer space!" she said, or, "You can go to Paris" A group chose the liam- ing background. "Act like we're burning!" said one friend- Lam tented them the photo. As they laughed at the photo, one friend joked, "Us going to het after going to queer per" Latisha Buffenole, 18, showed up with a group of 10 friends, all picked up in a black car provided by the event. She woe black pants, dress shoes and a vest. Her date, Abigail Chico, wore a petticoat, corset and lingerie top — aR in the style of the Gild- ed Age. Her friend Evelyn Ventura wore a corset her mother got her from Spain. The music was handled by DJ Citizen Jane, an openly gay DJ who kept the dance floor full with a mix of Chappell Roan, Kendrick Lamar and throwbacks to the 2010s. The music was a bit too loud, though, for some students, who wore ear- phones and earplugs. it "I WASN'T READY FOR THIS MUCH AMAZEMENT. ITS 50 PRETTY! I LOVE IT! WISH I WORE MY ACTUAL DRESS. At the end of the event, nine students were crowned kings, queens and monarchs, according to Use readings on a sound meter used to measure which contestant received the most enthusiastic re- sponse. The monarch category was created to provide a category for non -binary students. "We are not banging our head against the door. Hannon City Clerk 3 3C Ad No. 43739 PA i MAN MAW I MgMY NNI I INS FROM PAGE IA PROM mem Cora was not the only one who was excited to have prom m the famed location. "1 wasn't ready for this much amazement," said Nicole De Sousa, l8, who arrived a bit late, not Imowing how beautiful Vizcaya would be. "It's so pretty! Hove its 1 wish I wore my actual dress. It's like a dream come true!" De Sava, who just grad- uated from Pompano Beach High School, wore a floor -length teal sequin gown. But it wasn't enough. She wished she had wom the quinceaAera- style ball gown she wore to her school's prom. Ludwio Anus, 18, who just graduated from Felix Varela High School, was dose to having attended high school without ever attending prom. "I never cared for it _ but, this place is actually insane. I've never seen anything like this." The "queer prom," as students were calling it, was organized by Safe Schools South Florida, a nonprofit founded in 1991 to support gay students. Historically, the organi- zation would provide teacher training's, work with individual schools' Gay -Straight Alliance clubs, and host an annual empowerment day - where students would get a permission slip to leave school and attend a dis- trict -wide event with games and motivational speakers. School buses provided by the district would transport them. But now, neatly all of Safe Schools' program- ming happens outside the school district's purview. Since the passage of Florida'. Parental Rights in Education Act, the "Don't Say Gay" law, signed by Gov. Ron DeSantis in 2022, Miami -Dade schools have largely stepped back from visible support for LGBTQ students. Even a symbolic resolution to recognize LGBTQ History Month has been rejected by the school board for the past three years. The state has restricted classroom discussion of gender and sexuality and banned gender -affirming health care for tramgender minors. Yodel Genao, a junior, had planned t0 arrive in style -but had a mishap. "Sol was in the car, and when I got out,1 felt my sole touch the floor -oh no." His golden heels had broken completely. He entered Vizcaya with bare feet and his shoes in hand. `1 don't know how I am going to tell her," he said of the friend from whom he borrowed them. At the green screen photo booth in the plant- fdcd cos !yard, Ieuioa Lam, a trans woman who "has been a member of the community before there was a community," was running the booth. She listed the backdrop op- tions: "You can be in outer space!" she said, or, "You can go to Paris." A group chose the flam- ing background. "Act like we're burning!" said one friend. Lam bated them the photo. AS they laughed at the photo, one friend joked, "Us going to hell after going to queer prom." Latisha Buffenoir,18, showed up with a group of 10 friends, all picked up in a Mack car provided by the event. She wore black pants, dress shoes and a vest. Her date, Abigail Chico, wore a petticoat, corset and lingerie top - all in the style of the Gild- ed Age. Her friend Evelyn Ventura wore a corset her mother got her from Spain. The music was handled by DJ Citizen Jane, an openly gay DJ who kept the dance floor full with a mix of Chappell Roan, Kendrick Lamar and throwbacks to the 2010.. The music was a bit too loud, though, for some students, who wore ear- phones and earplugs. it "I WASN'T READY FOR THIS MUCH AMAZEMENT. ITS S0 PRETTY! I LOVE IT! I WISH 1 WORE MY ACTUAL DRESS. "It's loud, but YaY Pay people!" said fin Sutton, a home -school student who brought a small notepad and was sketching the architecture of the build- ing while waiting for the dinner banquet portion of the event to begin. "I'm just grateful for this to exist," said Sutton. At the end of the event, nine students were crowned kings, queen. and monarchs, according to the readings on a sound meter used to measure which contestant received the most enthusiastic re- sponse. The monarch category was created to provide a category for non -binary students. "We ate not banging ow head against the door. We are going to do things without the school board's help," said Scott Galvin, Safe Schools' executive director and a former elected official.
