ENCLOSURES:
Enclosed you will find an advertisement for notice of a public hearing to be held by
the City Commission on May 8, 2025, pursuant to Sections 29-b(a) of the Charter of
the City of Miami, Florida, as amended ("City Charter"), and Section 18-182(c) of the
Code of the City of Miami, Florida, as amended ("City Code"); waiving the
requirements for said procedures; authorizing the City Manager to allocating
Community Development Block Grant ("CDBG") funds in an amount not to exceed
$563,500.00, and in an amount of $36,500.00 for contingency funding, for a total
amount of $600,000.00 to Miami -Dade County Homeless Trust for the rehabilitation
of the units at the Property, and approving the transfer of the City owned property,
with an automatic reverted provision for rehabilitation purposes to provide housing to
low-income families whose annual income does not exceed more than 60% of area
median income and who are experiencing homelessness, and are referred through
the Homeless Trust's Coordinated Entry Process.
Please place the ad in accordance with the public hearing requirements of the City
Commission.

NOTICE OF PUBLIC HEARING
A public hearing will be held by the City Commission of the City of Miami, Florida on
Thursday, May 8, 2025, at 9:00 A.M. at City Hall, located at 3500 Pan American Drive,
Miami, Florida, 33133 for the purpose of granting the following:
A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), BY
A FOUR -FIFTHS (4/5THS) AFFIRMATIVE VOTE, AFTER AN ADVERTISED PUBLIC
HEARING, RATIFYING, APPROVING, AND CONFIRMING THE CITY MANAGER'S
FINDING, ATTACHED AND INCORPORATED AS EXHIBIT "A," THAT
COMPETITIVE NEGOTIATION METHODS AND PROCEDURES ARE NOT
PRACTICABLE OR ADVANTAGEOUS FOR THE CITY OF MIAMI ("CITY")
PURSUANT TO SECTIONS 29-B(A) AND 29-B(D) OF THE CHARTER OF THE CITY
OF MIAMI, FLORIDA, AS AMENDED, AND SECTION 18-182(C) OF THE CODE OF

FLORIDA, AS MORE PARTICULARLY DESCRIBED IN EXHIBIT "B", ATTACHED
AND INCORPORATED, ON WHICH THE DEVELOPER WILL REHABILITATE THE
HOUSING UNITS TO BE UTILIZED FOR AFFORDABLE HOUSING FOR LOW-
INCOME FAMILIES EXPERIENCE HOMELESSNESS, WHO ARE REFERRED
THROUGH THE HOMELESS TRUST'S COORDINATED ENTRY PROCESS;
AUTHORIZING THE CITY MANAGER TO TRANSFER WITH AUTOMATIC
REVERTER PROVISIONES THE CITY OF MIAMI ("CITY") OWNED PROPERTY TO
MIAMI-DADE COUNTY HOMELESS TRUST ("DEVELOPER") IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, SUBJECT TO COMPLIANCE WITH ALL
APPLICABLE FEDERAL, STATE OF FLORIDA, LOCAL AND CITY LAWS, RULES
AND REGULATIONS FOR AFFORDABLE HOUSING PROJECTS AND CDBG
FUNDS AND SUBJECT TO THE DEVELOPER FULFILLING ALL OF THE TERMS
AND CONDITIONS SET; FURTHER AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS
INCLUDING EXTENSIONS, AMENDMENTS, AND MODIFICATIONS, ALL IN
FORMS ACCEPTABLE TO THE CITY ATTORNEY.
All interested persons are invited to appear at the meeting and may be heard with
respect to the proposed resolution. Should any person desire to appeal any decision
of the City Commission with respect to any matter to be considered at this meeting,
that person shall ensure that a verbatim record of the proceedings is made including
all testimony and evidence upon which any appeal may be based (F.S. 286.0105).
Pursuant to Miami City Code Section 2-33(o), whenever a scheduled City Commission
meeting is cancelled or is not held due to a lack of a quorum or other emergency, a
special City Commission meeting will be automatically scheduled for the Tuesday
immediately following the cancelled meeting. In the event of one of the
aforementioned circumstances, the special meeting would be held on May 13, 2025,
at 9:00 a.m. in the City Commission chambers located at Miami City Hall, 3500 Pan
American Drive, Miami, Florida 33133. All of the scheduled agenda items from that
cancelled meeting shall automatically be scheduled as an agenda item at the special
City Commission meeting.
The City Clerk shall notify the public of the special meeting that is to take place by
placing a notice of the special City Commission meeting at the entrance of City Hall
and the City's main administrative building, placing a notice on the City's website, and,
if feasible, placing an ad in a newspaper of general circulation before the special
meeting on the immediately following Tuesday. There shall be no additional notice by
publication required for any such scheduled agenda item that is moved to the special
City Commission meeting.
In accordance with the Americans with Disabilities Act of 1990, persons needing
special accommodations to participate in this proceeding may contact the Office of

1. DISCUSS AND PROPOSE RESOLUTION AUTHORIZING THE ALLOCATION OF ADDITIONAL FUNDS IN THE
AMOUNT OF $406,328.41 FROM THE HISTORIC PRESERVATION SCHEDULE OF FEES, FROM FISCAL YEAR 2023-
2024 TO THE SENIOR RENTAL ASSISTANCE PROGRAM BASED ON UPDATED ANTI -POVERTY INITIATIVE
PERCENTAGES FOLLOWING THE 2020 CENSUS AND REDISTRICTING.
2. DISCUSS AND PROPOSE RESOLUTION APPROVING THE CITY OF MIAMI'S ("CITY") FIVE (5) YEAR PUBLIC
HOUSING AGENCY ("PHA") PLAN FOR FISCAL YEARS 2025-2029, FOR THE CITY'S CONTINUED PARTICIPATION
IN THE SECTION 8 HOUSING CHOICE VOUCHER AND MODERATE REHABILITATION PROGRAMS; AUTHORIZING
THE CITY MANAGER TO SUBMIT THE FIVE (5) YEAR PHA PLAN, FOR REVIEW AND APPROVAL BY THE UNITED
STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT ("U.S. HUD") FOR THE CITY'S CONTINUED
PARTICIPATION IN SAID PROGRAMS.
3. DISCUSS AND PROPOSE RESOLUTION AUTHORIZING THE APPROVAL OF A SUBSTANTIAL AMENDMENT TO THE
CITY OF MIAMI'S ("CITY") ANNUAL ACTION PLAN FOR FISCAL YEAR ("FY") 2024-2025, TO REFLECT CHANGES IN
THE RESALE AND RECAPTURE PROVISIONS IN THE HOME INVESTMENT PARTNERSHIPS ("HOME") PROGRAM,

The adoption of an Ordinance or Resolution by the City Commission, related to the proposed funding recommendation(s)/ amendment(s),
authorizes the City Manager to draft/amend the appropriate City of Miami Action Plan.
1- This item(s) will be available for public comment and review for a period of no less than 30 days. The review and comment period begins
on Tuesday, April 8, 2025, and ends on Wednesday, May 7, 2025. The proposed amendment(s) will be presented to the City Commission
for approval on Thursday, May 8, 2025. Draft copies of the agenda items will be available at the City of Miami Department of Housing and
Community Development office located at 444 SW 2 Avenue, 9 Floor, Miami, FL 33130 (HCD Address). Comments to amendment(s) must
