ALLOCATING ADDITIONAL FUNDS IN THE AMOUNT OF $406,328.41 FROM THE
HISTORIC PRESERVATION SCHEDULE OF FEES, FROM FISCAL YEAR 2023-2024
TO THE SENIOR RENTAL ASSISTANCE PROGRAM BASED ON UPDATED ANTI-
POVERTY INITIATIVE PERCENTAGES FOLLOWING THE 2020 CENSUS AND
REDISTRICTING, AS SPECIFIED IN EXHIBIT "A" ATTACHED AND INCORPORATED,
AND ESTABLISHING THAT FUTURE ALLOCATIONS WILL FOLLOW THESE
UPDATED ANTI -POVERTY INITIATIVE PERCENTAGES UNLESS OTHERWISE
MODIFIED; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND
EXECUTE ANY AND ALL NECESSARY DOCUMENTS, INCLUDING AMENDMENTS,
RENEWALS, EXTENSIONS, AND MODIFICATION, ALL IN A FORM ACCEPTABLE
TO THE CITY ATTORNEY, AS MAY BE NECESSARY FOR SAID PURPOSE.
Background of Item:
Pursuant to Resolution No.19-0516, adopted on December 12, 2019, the City
Commission approved the creation of the permanent Senior Rental Assistance Program
("Program"), funded annually through revenue from the Historic Preservation Schedule
of Fees.
The Program was established to alleviate the burden caused by dramatic rent increases
for those senior residents who are living on a fixed income.
Pursuant to Resolution No. R-23-0459, adopted on October 12, 2023, the City
Commission approved an amendment to the established Program, which included the
allocation of ten percent (10%) of the program funds to be used for the administration of
the Program.
A total amount of $406,328.41 from Fiscal Year 2023-2024 has been generated and
budgeted into the Historic Preservation Schedule of Fees for the Program.
The City's Administration recommends the allocation of additional funds in the amount
of $406,328.41 from FY 2023-2024 to the Senior Rental Assistance Program, based on
updated anti -poverty initiative ("API") percentages following the 2020 census and
redistricting, as specified in Exhibit "A" attached and incorporated, and establishing that
future allocations will use the updated "API" funding percentages unless changed.

UNLESS OTHERWISE MODIFIED; FURTHER AUTHORIZING THE CITY MANAGER

WHEREAS, pursuant to Resolution No. R-19-0516, adopted on December 12, 2019, the

WHEREAS, the Program was established to alleviate the burden caused by dramatic

WHEREAS, pursuant to Resolution No. R-23-0459, adopted on October 12, 2023, the

Program; and
WHEREAS, a total amount of $406,328.41 from Fiscal Year ("FY") 2023-2024 has been
generated and budgeted into the Historic Preservation Schedule of Fees for the Program; and
WHEREAS, the City's Administration recommends the allocation of additional funds in
the amount of $406,328.41 from FY 2023-2024 to the Senior Rental Assistance Program, based

and incorporated, and establishing that future allocations will use the updated API funding

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The allocation of additional funds in the amount of $406,328.41 to the Senior
Rental Assistance Program from FY 2023-2024, based on the updated API percentages, as
specified in Exhibit "A" attached and incorporated, and establishing that future allocations will
use the updated API funding percentages unless modified, is authorized'
Section 3. The City Manager is authorized' to execute any and all necessary documents,
in a form acceptable to the City Attorney, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption.
