A RESOLUTION OF THE MIAMI CITY COMMISSION INVITING THE STATE OF
FLORIDA DEPARTMENT OF GOVERNMENT EFFICIENCY TEAM, THROUGH THE
EXECUTIVE OFFICE OF THE GOVERNOR, TO PROVIDE RECOMMENDATIONS
AND FINDINGS TO THE CITY OF MIAMI REGARDING THE IDENTIFICATION OF
POTENTIAL INSTANCES OF WASTE, FRAUD, ABUSE, AND OPERATIONAL
INEFFICIENCY; DIRECTING THE CITY MANAGER TO COORDINATE THE CITY'S
PARTICIPATION; DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF THIS
RESOLUTION TO THE OFFICIALS STATED HEREIN; PROVIDING THAT ALL
FINDINGS SHALL BE RECEIVED FOR INFORMATIONAL PURPOSES ONLY AND
WITHOUT LIMITING THE HOME RULE POWERS OF THE CITY; AND PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, the City of Miami (the "City") is committed to maintaining efficient,
transparent, and accountable governance; and
WHEREAS, Governor Ron DeSantis through Executive Order Number 25-44, has
established the Department of Government Efficiency ("DOGE") Team within the Executive
Office of the Governor, State of Florida, dedicated to identifying unneccessary spending within
county and municipal governments across Florida and recommending legislative reforms to
promote efficiency, maximize productivity, and eliminate waste in state and local government;
and
WHEREAS, the City Commission acknowledges the value of receiving independent,
external observations and advice on City operations, particularly regarding the identification of
potential areas where improvements may be warranted; and
WHEREAS, the City Commission believes that collaboration, consultation, and
constructive review can support ongoing efforts by the City's departments to strengthen
operations and public confidence while eliminating fraud and waste; and
WHEREAS, this Resolution is not intended to, and shall not be interpreted to, delegate
to any external entity any decision -making authority or otherwise impair the home rule powers
vested in the City of Miami under Article VIII, Section 2(b) of the Florida Constitution and
Chapter 166, Florida Statutes;
WHEREAS, in accordance with Section 2-33(f) of the Code of the City of Miami, Florida,
as amended ("City Code"), the City Commission, by a majority vote, hereby deems this
Resolution to be of an emergency nature;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth herein.
Section 2. The City Commission hereby invites the DOGE Team within the Executive
Office of the Governor, to perform a review of City operations for the purpose of identifying
potential areas of governmental waste, fraud, abuse, and inefficiency and to provide the City
Manager and City Commissioners with a written report of its observations and
recommendations.
Section 3. The City Manager is authorized and directed to coordinate the City's voluntary
participation in the initiative described in Section 2, and to receive, evaluate, and transmit any
resulting recommendations to the City Commission and applicable City departments.
Section 4. Directing the City Clerk to transmit a copy of this Resolution to Governor Ron
DeSantis and Chris Spencer, Director of the State of Florida Office of Policy and Budget within
the Executive Office of the Governor.
Section 5. The City affirms that any findings or recommendations received shall be
considered non -binding and informational in nature, and shall not obligate the City to take any
specific action or implement any recommendation. Nothing in this Resolution shall be construed
to diminish, transfer, or restrict the authority of the City Commission or the City Manager under
applicable law nor shall it be interpreted to, delegate to any external entity any decision -making
authority or otherwise impair the home rule powers vested in the City of Miami under Article VIII,
Section 2(b) of the Florida Constitution and Chapter 166, Florida Statutes.
Section 6. This Resolution shall become effective immediately upon its adoption.
