WHEREAS, the Florida Legislature enacted the Community Redevelopment Act of 1969, which is presently codified on Chapter 163, Part III, Sections 163.330 through 163.463, Florida Statues ("Act"); and WHEREAS, in accordance with Sections 163.335 AND 163.355, Florida Statutes, on April 10, 2025, the City of Miami ("City") City Commission is scheduled to accept and approve the Finding of Necessity, to declare the area of the City, known as Allapattah, generally bounded on the North by State Road 112/Airport Expressway, on the East by Interstate-95 and North West 7th Avenue, on the South by the Miami River, and on the West by North West 19th Avenue, as more particularly described in Exhibit "B" attached and incorporated ("Area"), to be slum and blighted and in need of redevelopment pursuant to Section 163.335 Florida Statutes; and WHEREAS, the Redevelopment Plan ("Plan") for the anticipated Allapattah Redevelopment District Community Redevelopment Agency ("CRA") was created by BusinessFlare, LLC.; and WHEREAS, the anticipated CRA will be responsible for carrying out community redevelopment activities and projects within the Redevelopment Area in accordance with the Plan; and WHEREAS, the Plan guides the goals and objectives of the anticipated CRA which will be implemented through realistic initiatives; and Date Rendered: 4/07/2025 City of Miami Page 1 of 2 File ID: 17381 (Revision:) Printed On: 4/7/2025 WHEREAS, the Plan was designed to identify the main strategies, key and catalytic projects, and programs recommended to be implemented; and WHEREAS, the Plan is in conformity with the City's Comprehensive Plan; and WHEREAS, the Planning, Zoning and Appeals Board ("PZAB") has reviewed the Plan and hereby recommends adoption and approval thereof; and WHEREAS, the PZAB Board further recommends and directs the Director of Planning to transmit the Plan, all other documents deemed necessary and PZAB's recommendation for approval to the Miami City Commission and Miami -Dade County for further legislative action; NOW, THEREFORE, BE IT RESOLVED BY THE MIAMI PLANNING, ZONING AND APPEALS BOARD: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated herein as if fully set forth in this Section. Section 2. The Miami Planning, Zoning and Appeals Board recommends approval and adoption of the Plan, prepared by BusinessFlare, LLC for the Allapattah Redevelopment District Community Redevelopment Agency. Section 3. The Planning Director is directed to transmit a copy of the Plan and the Miami Planning, Zoning and Appeals Board recommendation for approval to the Miami City Commission and Miami -Dade County for further legislative action.
