A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
BY A FOUR -FIFTHS (4/5THS) AFFIRMATIVE VOTE, AFTER AN ADVERTISED
PUBLIC HEARING, RATIFYING, APPROVING, AND CONFIRMING THE CITY
MANAGER'S FINDING AND RECOMMENDATION, ATTACHED AND
INCORPORATED AS EXHIBIT "A," THAT COMPETITIVE NEGOTIATION
METHODS AND PROCEDURES ARE NOT PRACTICABLE OR
ADVANTAGEOUS TO THE CITY OF MIAMI PURSUANT TO SECTION 18-
85(A) OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED;
WAIVING THE REQUIREMENTS FOR SAID PROCEDURES; ALLOCATING
AND APPROPRIATING FUNDS IN A TOTAL AMOUNT NOT TO EXCEED ONE
HUNDRED AND FIFTY THOUSAND DOLLARS ($150,000.00), FROM THE
CITY'S MIAMI FOR EVERYONE ("MFE") PROGRAM TO THE FLORIDA
INTERNATIONAL UNIVERSITY FOUNDATION, INC., A FLORIDA NOT FOR
PROFIT CORPORATION ("FIU FOUNDATION"), FOR THE CITY OF MIAMI
("CITY") FIRST GENERATION SCHOLARSHIP INITIATIVE ("INITIATIVE");
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE A
GRANT AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY,
WITH THE FIU FOUNDATION FOR THE INITIATIVE; FURTHER
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY
AND ALL OTHER NECESSARY DOCUMENTS, MODIFICATIONS, AND
AMENDMENTS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY,
FOR SAID PURPOSE.

WHEREAS, on April 13, 2023, pursuant to Resolution No. R-23-0178, the City of Miami
("City") created the Miami For Everyone ("MFE") Program to assist communities facing the long-
term complications resulting from declared emergencies and to address the specific needs of
the most vulnerable residents and businesses, through a strategy of focusing the provision of
support towards priority areas of need that will further stabilize economic conditions within City
Districts; and
WHEREAS, in 2023, the Florida International University Foundation, Inc. ("FIU
Foundation") launched the Next Horizon Campaign ("Campaign") in support of Florida
International University ("FIU") to put FIU at the forefront of discovery and innovation; health and
society; environment and resilience; influence and enterprise; and community, arts and culture;
and
WHEREAS, the focus of the Campaign was to achieve the aforementioned by focusing
two pillars — student success and research and excellence; and
WHEREAS, the Campaign focused on attracting investments that increased
scholarships and student support, optimized 21 st century teaching, and advanced a vibrant and
healthy Miami; and

WHEREAS, the goal of the Campaign was to raise Seven Hundred and Fifty Million
Dollars ($750,000,000.00); and
WHEREAS, pursuant to Resolution No. R-23-0112 adopted on March 9, 2023, the City
of Miami ("City") contributed an amount not to exceed One Hundred Fifty Thousand Dollars
($150,000.00) ("Initial Funds") to the FIU Foundation to establish the City's First Generation
Scholarship Initiative ("Initiative"); and
WHEREAS, the Initial Funds were allocated to support the Initiative for City residents
attending FIU that demonstrate financial need based on the national Free Application for
Federal Student Aid ("FAFSA") and be eligible for a Federal Pell Grant ("Pell Grant") pursuant to
the Department of Education's Pell Grant eligibility and requirement standards ("Scholarship");
and
WHEREAS, on November 21, 2024, pursuant to Resolution No. R-24-0468 for the year-
end (2023-2024) close-out budget adjustments, the City Commission approved a general fund
transfer of One Hundred Fifty Thousand Dollars ($150,000.00) ("Funds") to the Miami For
Everyone Program for the continuation of the Initiative (Project # 002-EIDAMFE, Account
15503.470000.882000.0000.00000); and
WHEREAS, the FIU Foundation submitted an MFE grant application, attached and
incorporated as Exhibit "B," in an effort to further support the Initiative; and
WHEREAS, the Funds will further the Initiative by providing the same assistance to City
residents attending FIU that demonstrate financial need based on the aforementioned
standards; and
WHEREAS, the City's contribution of Funds will be matched two (2) to one (1) by the
FIU Foundation, thereby making the match a total amount not to exceed Three Hundred
Thousand Dollars ($300,000.00) for a total contribution of funds in an amount not to exceed
Four Hundred Fifty Thousand Dollars ($450,000.00) to the Initiative for eligible City residents;
and
WHEREAS, the City's contribution of Funds will be matched two (2) to one (1) by the
FIU Foundation, thereby making the match a total amount not to exceed Three Hundred
Thousand Dollars ($300,000.00) for a total contribution of funds in an amount not to exceed
Four Hundred Fifty Thousand Dollars ($450,000.00) to the Initiative for eligible City residents;
and
WHEREAS, the City Manager has made a written finding and recommendation, attached
and incorporated as Exhibit "A," pursuant to Section 18-85(a) of the Code of the City of Miami,
Florida, as amended ("City Code"), that competitive bidding is not practicable or advantageous
to the City; and
WHEREAS, the City Manager is requesting authority from the City Commission to
negotiate and execute any and all documents necessary, all in forms acceptable to the City
Attorney, for the allocation of the Funds for the Project;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:

Section 1. The recitals and findings contained in the Preamble of this Resolution are
adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2. Pursuant to Section 18-85(a) of the City Code, by a four -fifths (4/5ths)
affirmative vote, after an advertised public hearing, the City Manager's written finding, attached
and incorporated as Exhibit "B," that competitive negotiation methods and procedures are not
practicable or advantageous for the City's provision of the Funds for the Project and waiving the
requirements for said procedures, are hereby ratified, approved, and confirmed.
Section 3. The City Manager is further authorized' to negotiate and execute any and all
documents necessary, modifications, and amendments, all in forms acceptable to the City
Attorney, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption.
