HomeMy WebLinkAboutExhibit ACITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO: Arthur Noriega V DATE: April 8, 2025 City Manager SUBJECT: Miami For Everyone Allocation of $150,000 to Florida International University Foundation FROM: Keith Carswell, Director Economic Innovation Development The City of Miami ("City") created the Miami For Everyone ("MFE") Program to assist communities facing the long-term complications resulting from declared emergencies and to address the specific needs of the most vulnerable residents and businesses, through a strategy of focusing the provision of support towards priority areas of need that will further stabilize economic conditions within City Districts. Florida International University Foundation, Inc. (FIU Foundation) was established in 1969 to encourage, solicit, receive and administer gifts for scientific, educational and charitable purposes for the advancement of Florida International University and its objectives. It is registered by the State of Florida as a charitable organization and is approved by the U.S. Internal Revenue Service as a tax exempt 501(c) (3) organization. The Foundation has also been certified as a Direct Support Organization. (DSO) In 2023, the Florida International University Foundation, Inc. ("FIU Foundation") launched the Next Horizon Campaign ("Campaign") in support of Florida International University ("FIU") to put FIU at the forefront of discovery and innovation; health and society; environment and resilience; influence and enterprise; and community, arts and culture; and the focus of the Campaign was to achieve the aforementioned by focusing two pillars - student success and research and excellence. In March 2023, the City of Miami contributed an amount not to exceed, One Hundred Fifty Thousand Dollars $150,000.00 to the FIU Foundation to establish the City's First Generation Scholarship Initiative. This scholarship is available to FIU enrolled students who are City of Miami residents, Pell -grant eligible, whose parents or legal guardians have not earned a bachelor's degree. Elegible student will receive $1K scholarship. In November 2024, pursuant to Resolution No. R-24-0468 for the year-end (2023-2024) close-out budget adjustments, the City Commission approved One Hundred Fifty Thousand Dollars $150,000.00 going to the MFE Program for the continuation of the City's First Generation Scholarship. This City of Miami donation to FIU Foundation of $150,000 will be matched 2 for 1 by the FIU Foundation. Thereby making the match a total of $300,000.00. The total funds of $450,000 will be awarded to the City of Miami residents who are first generation and Pell Grant eligible. The FIU Foundation has submitted and completed an MFE grant application. RECOMMENDATION [n light of the above stated, approval of a waiver of the formal requirements of competitive sealed bidding methods as not being practicable or advantageous to the City as set forth in the City Code of Ordinances, as amended, specifically Section 18-85 (A), and the affirmation of these written findings and the forwarding of the same to the City Commission for ratification by a fourth -fifths vote is respectfully requested.
