DS CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM Arthur Noriega V., DATE March 12, 2025 City Manager Victor Turner, /' Director ✓� BACKGROUND SUBJECT: Bid Waiver — 1240 NW 61 Street Enclosures: Attachments On November 27, 2024, the Department of Housing and Community Development received a Letter of Request from Housing Programs, Inc., the project sponsor and the General Partner/Manager Partner, for the conveyance of City of Miami ("City") owned vacant lot located at 1240 NW 61 Street, Miami, Florida, as more particularly described in Attachment "A," for the development of affordable homeownership housing project. The proposed development of the Parcel will provide six (6) townhome units, two-story residential units comprising of three (3) bedrooms and two and a half (21h) bathrooms for individuals and families with 80% of Annual Medium Income (AMI) and Section 8 homeownership program participants. Housing Programs, Inc. ("Developer") is a Non -Profit Organization 501©3 that specializes in the construction of affordable housing in the Miami -Dade County and the City of Miami for the past 15 years. Developer has an impressive history of supplying over one hundred single-family residences and duplex houses and working with the Department of Housing and Community Development in development of low-income housing, including affordable housing. The Developer currently has an open line of credit in the amount of $2.2 Million with the Florida Community Loan Fund ("FCLF.") As this developer is familiar with the needs of the community, it is in the best interest of the city to waive competitive bidding and transfer the vacant lot for development of affordable homeownership purposes. RECOMENDATION In light of the above stated, approval of a waiver of the formal requirements of competitive sealed bidding methods as not being practicable or advantageous to the City as set forth in the City Code of Ordinance, as amended, specifically Section 18-85 (A), and the affirmation of these written findings and the forwarding of the same to the City Commission for ratification by a four -fifths vote is respectfully requested. atH APPROVED DocuSigned by: alb Wilt Arthur Noriega V., City Manager April 14, 2025 1 12:20:55 EDT 0 DISAPPROVE
