AN EMERGENCY ORDINANCE OF THE MIAMI CITY COMMISSION, BY A
FOUR -FIFTHS (4/5THS) AFFIRMATIVE VOTE, AMENDING CHAPTER
38/ARTICLE I OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS
AMENDED, TITLED "PARKS AND RECREATION/IN GENERAL," BY
CREATING SECTION 38-29, TITLED "NAMING OF MANOLO REYES PARK,"
TO PROVIDE FOR THE NAMING OF THE PROPERTY CONSISTING OF
APPROXIMATELY 302,306 SQUARE FEET LOCATED AT 6030 SOUTHWEST
2 STREET, MIAMI, FLORIDA AS "MANOLO REYES PARK"; FURTHER
DIRECTING THE CITY MANAGER TO TAKE ANY AND ALL ACTIONS
NECESSARY TO EFFECTUATE THE NAMING OF THE PARK; CONTAINING A
SEVERABILITY CLAUSE; AND PROVIDING FOR AN IMMEDIATE EFFECTIVE
DATE.

WHEREAS, Commissioner Manolo Reyes dedicated his life to public service,
representing City of Miami ("City") Commission District 4 with integrity, accessibility, and an
unwavering commitment to improving the lives of his constituents; and
WHEREAS, Commissioner Reyes was first elected to the City Commission in 2017 with
an overwhelming 57% of the vote, was reelected without opposition in 2019, and again in 2023
with more than 86% of the vote, reflecting the profound trust and respect he earned from the
community he served; and
WHEREAS, Commissioner Reyes served as Chair of the Miami Downtown Development
Authority, where he championed policies that strengthened economic vitality, accessibility, and
cultural significance of Downtown Miami; and
WHEREAS, Commissioner Reyes was a trained economist, holding both a bachelor's
and master's degrees in economics from the University of Florida, and applied his expertise in
service to municipal government, public education, and the classroom as a respected educator
at Miami Dade College and Westland Hialeah High School; and
WHEREAS, Commissioner Reyes' public service journey was shaped by perseverance
and purpose, having fled Cuba as a child and later rising to become a principled and influential
leader in local government, known for his fiscal discipline, advocacy for transparency, and deep
connection to the community; and
WHEREAS, throughout his tenure, Commissioner Reyes advanced numerous quality -of -
life initiatives, including expanding the trolley service, investments in affordable housing,
modernization of parks and infrastructure, support for senior programs, and the development of
Miami's first solar -powered tree canopy; and

WHEREAS, Commissioner Reyes received numerous honors and recognitions during
his time in office, including the Key to the City during the 2019 Three Kings Parade, and was
widely applauded for his efforts in promoting autism awareness through the District 4 First
Annual Autism Awareness event, and supporting underserved residents through programs such
as food distributions, school supply drives, and elderly assistance initiatives; and
WHEREAS, Commissioner Reyes' legacy will continue to inspire future generations of
public servants and civic leaders, reflecting a life devoted to public integrity, responsive
governance, and a genuine love for the City of Miami; and
WHEREAS, the City owns the park currently known as West End Park, located at 6030
Southwest 2 Street, Miami Florida (the "Park"); and
WHEREAS, the City wishes to honor the extraordinary life and legacy of Commissioner
Manolo Reyes by renaming the Park as "Manolo Reyes Park," ensuring his service is
remembered by all who live in or visit the community he so deeply cherished; and
WHEREAS, pursuant to Section 166.041(3)(b), Florida Statutes, the City Commission
finds that this emergency ordinance is necessary to amend the City Code for the preservation of
health, safety, welfare, property, or resources of the public and the City;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Ordinance are
hereby adopted by reference and incorporated as if fully set forth in this Section.
Section 2. By a four -fifths (4/5ths) affirmative vote, Chapter 38/Article I of the Code of the
City of Miami, Florida, as amended, is further amended in the following particulars:1
"CHAPTER 38
PARKS AND RECREATION
ARTICLE I. IN GENERAL
Sec. 38-29. Naming of Manolo Reyes Park.
The parcel of land consisting of approximately seven acres located at 6030 Southwest 2
Street, Miami, Florida shall be named the "Manolo Reyes Park."

Section 3. The City Manager is directed to take any and all administrative actions
necessary to effectuate the renaming of the said facility.

Section 4. If any section, part of a section, paragraph, clause, phrase or word of this
Emergency Ordinance is declared invalid, the remaining provisions of this Emergency
Ordinance shall not be affected.
Section 5. This Emergency Ordinance shall become effective immediately after final
reading and adoption thereof.2

2 This Ordinance shall become effective as specified herein unless vetoed by the Mayor within ten (10)
calendar days from the date it was passed and adopted. If the Mayor vetoes this Ordinance, it shall
become effective immediately upon override of the veto by the City Commission or upon the effective
date stated herein, whichever is later.
