Background of Item: Pursuant to Resolution No. R-22-0446, adopted on November 17, 2022, the Miami City Commission approved the transfer of CDBG economic development funds in the amount of $454,107.00 to the Department of Real Estate and Asset Management ("DREAM") for the purchase and installation of new air conditioner units for the Barnyard Community Center. The project at Barnyard Community Center failed due to the current structure cannot be refurbished to meet the 40/50 recertification requirements without extensive re- construction of the structure. It is the desire of District 2 to transfer these funds to the Department of Resilience and Public Works ("Public Works") to be utilized for street improvement in the district. The City's Administration recommends the transfer of CDBG funds from DREAM in the amount of $454,107.00 to the Department of Public Works for street improvement, as described in Exhibit "A," attached and incorporated. WHEREAS, pursuant to Resolution No. R-22-0446, adopted on November 17, 2022, the Miami City Commission approved the transfer of Community Development Block Grant ("CDBG") economic development funds in the amount of $454,107.00 to the Department of Real Estate and Asset Management ("DREAM") for the purchase and installation of new air conditioner units for the Barnyard Community Center; and WHEREAS, the project at Barnyard Community Center is no longer feasible as the structure cannot be refurbished to meet the 40/50 recertification requirements; and WHEREAS, it is the desire of District 2 to transfer these funds to the Department of Resilience and Public Works ("Public Works") to be utilized for eligible street improvements in the district; and WHEREAS, the City's Administration recommends the transfer of CDBG funds from DREAM in the amount of $454,107.00 to the Department of Public Works for street improvement, as described in Exhibit "A," attached and incorporated; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The transfer of CDBG funds from DREAM in the amount of $454,107.00 to Public Works for street improvement, is authorized.' Section 3. The City Manager is authorized' to negotiate and execute any and all documents, including extensions, amendments, and modifications, all in a form acceptable to the City Attorney, for said purpose. 1 The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but not limited to, those prescribed by applicable City Charter and City Code provisions. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: ge Wyng III, C y -ttor -y 3/31/2025 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
