HomeMy WebLinkAboutR-25-0121City of Miami Resolution R-25-0121 Legislation City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 17303 Final Action Date: 4/10/2025 A RESOLUTION OF THE MIAMI CITY COMMISSION, AUTHORIZING THE ACCEPTANCE OF ADDITIONAL STATE HOUSING INITIATIVES PARTNERSHIP ("SHIP") FUNDS IN THE AMOUNT OF $66,791.00 FOR STATE FISCAL YEAR 2023-2024, FOR THE STRATEGIES UNDER THE CURRENT SHIP LOCAL HOUSING ASSISTANCE PLAN ("LHAP"); FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, ANY AND ALL DOCUMENTS INCLUDING AMENDMENTS, RENEWALS, EXTENSIONS, AND MODIFICATIONS, AS MAY BE NECESSARY, SUBJECT TO ALL FEDERAL, STATE, AND LOCAL LAWS THAT REGULATE THE USE OF SUCH FUNDS FOR SAID PURPOSE. SPONSOR(S): City Commission WHEREAS, in July 1992, the State of Florida enacted the William E. Sadowski Affordable Housing Act ("Sadowski Act") which allocates a portion of new and existing documentary stamp taxes, which were paid on the transfer of real estate, to local governments for the development and maintenance of affordable housing; and WHEREAS, the Sadowski Act provides a dedicated revenue source for affordable housing, and it has created the Florida State Housing Initiative Partnership ("SHIP") program; and WHEREAS, pursuant to Resolution No. 23-0276, adopted on June 22, 2023, the Miami City Commission approved the amount of $3,366,752.00 for State Fiscal Year 2023-2024 for the strategies under the current SHIP Local Housing Assistance Plan ("LHAP") the City of Miami ("City) allowing the City's continued participation in the SHIP program; and WHEREAS, on February 19, 2025, the Florida Housing Finance Corporation notified the City of an additional allocation in the total amount of $66,791.00, for a total allocation of $3,433,543.00 for State Fiscal Year ("FY") 2023-2024; and WHEREAS, the City Administration recommends the acceptance of the additional SHIP funds in the amount of $66,791.00 for FY 2023-2024 for the strategies under the current SHIP LHAP; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. The acceptance of additional SHIP funds, in the total amount of $66,791.00 for FY 2023-2024, for the strategies under the current SHIP LHAP is authorized.' Section 3. The City Manager is authorized' to negotiate and execute any and all necessary documents, including amendments, renewals, extensions, and modifications, all in forms acceptable to the City Attorney, subject to all federal, state and local laws that regulate the use of such funds for said purpose.
