A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ACCEPTING A GRANT FROM THE NATIONAL FISH AND WILDLIFE
FOUNDATION'S ("NFWF") NATIONAL COASTAL RESILIENCE FUND FOR AN
AMOUNT NOT TO EXCEED $707,727.23 FOR THE PURPOSES OF
DEVELOPING A 100% DESIGN AND COMPLETE ENVIRONMENTAL
RESOURCE PERMITTING FOR A LIVING SHORELINE AT LEGION PARK
AND THE ADJACENT END -OF -ROAD ON NE 64TH STREET; AUTHORIZING
THE CITY MANAGER TO ALLOCATE AND APPROPRIATE THE GRANT
FUNDS AND CREATE A NEW CAPITAL PROJECT TO IMPLEMENT THE
GRANT PURPOSES; FURTHER AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS,
INCLUDING BUT NOT LIMITED TO, AGREEMENTS, AMENDMENTS,
EXTENSIONS, RENEWALS, AND MODIFICATIONS, ALL IN FORMS
ACCEPTABLE TO THE CITY ATTORNEY, FOR THE ACCEPTANCE OF THE
GRANT FUNDS, ADMINISTRATION, IMPLEMENTATION, AND COMPLIANCE
OF ALL APPLICABLE LAWS, RULES, AND REGULATIONS, FOR SAID
PURPOSE.

WHEREAS, the City of Miami's ("City") Office of Resilience and Sustainability
successfully applied to the National Fish and Wildlife Foundation ("NFWF") National Coastal
Resilience Fund and secured a grant in the amount $707,727.23 ("Grant") for the 100% Design
and Complete Environmental Resource Permitting for a living shoreline at Legion Park and the
adjacent end -of -road on Northeast 64th Street ("Project"); and
WHEREAS, the Project's goal is to develop a final design and secure permits for an
innovative living shoreline design for Legion Park that may include marsh grasses, native trees
for shade and bird habitat, tide pools, oyster reefs, and a berm with a soft shell trailway; and
WHEREAS, the intent of the Project is to reduce flooding and erosion, support habitat for
juvenile fish and nearby roosting birds such as the state threatened Tricolored Heron and treat
stormwater runoff entering the Bay which can help prevent harmful algae blooms that have
caused fish kills; and
WHEREAS, the Project will help the City learn about locally -appropriate nature -based
solutions ("NBS") and innovative coastal resilience concepts; build relationships with permitting
agencies to streamline future NBS projects; and, improve the City's ability to communicate
about benefits of living shoreline designs; and
WHEREAS, the Project will be the first to utilize the Resilient Waterfront Enhancement
Plan, funded by NFWF, providing proof -of -concept for both the Bayfront park and Bayfront end -
of -road typologies; and

WHEREAS, the Project will help the City to implement Goal 3 of the Miami Forever
Climate Ready Strategy, which aims to reduce the City's risk of coastal and riverine flooding
though a combination of nature -based and structural means; and
WHEREAS, the Project aligns with the following goals of the Resilient 305 Strategy:
expand nature -based infrastructure, integrate resilience into parks and open space, preserve
and restore Biscayne Bay, safeguard urban systems, and strengthen resilience planning; and
WHEREAS, the Project helps the City meet Objective 2.3.1 of the City's Strategic Plan:
Reduce the severity, duration, and impact of coastal and riverine flooding on shorelines and
surrounding communities; and
WHEREAS, the Office of Capital Improvements will be accepting these funds and
overseeing the development of the 100% design and permitting package as a new Capital
Project, project number to be assigned;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized' to accept, allocate, and appropriate the
Grant funds from the NFWF to implement the Project, corresponding to the services provided to
the Grant by the City's Chief Resilience Officer, and to appropriate the City's matching funds
and/or contributed goods and services.
Section 3. The following new Special Revenues Project may be established, and
resources may be appropriated as described below:

Legion Park Living Shoreline
RESOURCES:
National Fish and Wildlife Foundation Up to $707,727.23
APPROPRIATIONS: Up to $707,727.23
Section 4. The City Manager is authorized' to create and add a new capital project
without the need for further City Commission approval.
Section 5. The City Manager is further authorized' to negotiate and execute any and all
other necessary amendments, extensions, and modification, all in forms acceptable to the City
Attorney, to implement the administration, acceptance, and compliance with the Grant, subject
to budgetary approval, if needed.
1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.

Section 6. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
