A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE
DEOBLIGATION OF MIAMI FOR EVERYONE FUNDS ("MFE FUNDS") IN A TOTAL
AMOUNT NOT TO EXCEED ONE MILLION, EIGHTY THOUSAND AND 00/100
DOLLARS ($1,080,000.00) FROM THE NEW CONSTRUCTION HOMEOWNERSHIP
PROJECT, PROJECT NO. 91-A2-15-80874 ("PROJECT") AND THE RETURN OF THE
DEOBLIGATED MFE FUNDS TO THE DISTRICT 5 COMMISSIONER'S SHARE,
SUBJECT TO ALL FEDERAL, STATE, AND LOCAL LAWS THAT REGULATE THE
USE OF SUCH FUNDS; FINDING THAT THE USE, ALLOCATION, AND
APPROPRIATION OF THE MFE FUNDS ARE SUBJECT TO ALL FEDERAL, STATE,
AND LOCAL LAWS THAT REGULATE THE USE OF SUCH FUNDS AND THE
RECEIPT OF ALL NECESSARY APPROVALS; AUTHORIZING THE CITY MANAGER
TO MAKE ANY CHANGES TO ADJUST, AMEND, AND APPROPRIATE THE CITY'S
OPERATING BUDGET, FIVE-YEAR FINANCIAL PLAN, STRATEGIC PLAN, AND
MULTI -YEAR CAPITAL PLAN, AS NECESSARY AND APPLICABLE, PURSUANT TO
THE PROVISIONS OF THIS RESOLUTION; AUTHORIZING, RATIFYING,
APPROVING, AND CONFIRMING CERTAIN NECESSARY ACTIONS BY THE CITY
MANAGER AND THE DESIGNATED CITY DEPARTMENTS TO UPDATE THE
RELEVANT FINANCIAL CONTROLS, PROJECT CLOSE-OUTS, ACCOUNTING
ENTRIES, AND COMPUTER SYSTEMS IN CONNECTION HEREWITH;
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE, ANY AND
ALL DOCUMENTS, INCLUDING, BUT NOT LIMITED TO, AGREEMENTS,
AMENDMENTS, MODIFICATIONS, AND MEMORANDUM OF UNDERSTANDING,
ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, NECESSARY FOR THE
PURPOSES STATED HEREIN.

A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE
DEOBLIGATION OF MIAMI FOR EVERYONE FUNDS ("MFE FUNDS") IN A TOTAL
AMOUNT NOT TO EXCEED ONE MILLION, EIGHTY THOUSAND AND 00/100
DOLLARS ($1,080,000.00) FROM THE NEW CONSTRUCTION HOMEOWNERSHIP
PROJECT, PROJECT NO. 91-A2-15-80874 ("PROJECT") AND THE RETURN OF THE
DEOBLIGATED MFE FUNDS TO THE DISTRICT 5 COMMISSIONER'S SHARE,
SUBJECT TO ALL FEDERAL, STATE, AND LOCAL LAWS THAT REGULATE THE
USE OF SUCH FUNDS; FINDING THAT THE USE, ALLOCATION, AND
APPROPRIATION OF THE MFE FUNDS ARE SUBJECT TO ALL FEDERAL, STATE,
AND LOCAL LAWS THAT REGULATE THE USE OF SUCH FUNDS AND THE
RECEIPT OF ALL NECESSARY APPROVALS; AUTHORIZING THE CITY MANAGER
TO MAKE ANY CHANGES TO ADJUST, AMEND, AND APPROPRIATE THE CITY'S
OPERATING BUDGET, FIVE-YEAR FINANCIAL PLAN, STRATEGIC PLAN, AND
MULTI -YEAR CAPITAL PLAN, AS NECESSARY AND APPLICABLE, PURSUANT TO
THE PROVISIONS OF THIS RESOLUTION; AUTHORIZING, RATIFYING,
APPROVING, AND CONFIRMING CERTAIN NECESSARY ACTIONS BY THE CITY
MANAGER AND THE DESIGNATED CITY DEPARTMENTS TO UPDATE THE
RELEVANT FINANCIAL CONTROLS, PROJECT CLOSE-OUTS, ACCOUNTING
ENTRIES, AND COMPUTER SYSTEMS IN CONNECTION HEREWITH;
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE, ANY AND
ALL DOCUMENTS, INCLUDING, BUT NOT LIMITED TO, AGREEMENTS,
AMENDMENTS, MODIFICATIONS, AND MEMORANDUM OF UNDERSTANDING,
ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, NECESSARY FOR THE
PURPOSES STATED HEREIN.
WHEREAS, on April 13, 2023, pursuant to Resolution No. R-23-0178, the City of Miami
("City") created the Miami For Everyone ("MFE") Program to assist communities facing the long-
term complications resulting from declared emergencies and to address the specific needs of
the most vulnerable residents and businesses, through a strategy of focusing the provision of
support towards priority areas of need that will further stabilize economic conditions within City
Districts; and
WHEREAS, pursuant to Resolution R-25-0017 adopted on January 23, 2025, the City
Commission approved the allocation of Miami For Everyone ("MFE") funds in the amount of One
Million, Eighty Thousand 00/100 Dollars ($1,080,000.00) to augment the budget of the New
Construction Homeownership project, project no. 91-A2-15-80874, by funding the construction
of the infill homes planned for District 5 ("Project"); and
WHEREAS, pursuant to Resolution No. R-25-0067, adopted on March 13, 2025, the City
Commission allocated funding on a reimbursement basis in an amount not to exceed One
Million Two Hundred Thousand and 00/100 Dollars ($1,200,000.00) in Miami Forever Affordable
Housing Limited Ad Valorem Bond Funds ("MFB Funds") for the for the construction of single
family and/or twin homes in District 5; and
WHEREAS, due to the various funding sources awarded to the Project, it is in the best
interest of the City to de -obligate One Million, Eighty Thousand and 00/100 Dollars
($1,080,000.00) of the MFE Funds originally awarded to the Project and return the de -obligated
MFE Funds to the District 5 Commissioner's share;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as fully set forth in this Section.
Section 2. The de -obligation of MFE Funds in a total amount not to exceed One Million,
Eighty Thousand and 00/100 Dollars ($1,080,000.00) from the Project and return of the de -
obligated MFE Funds to the District 5 Commissioner's share is authorized' and approved
subject to all federal, State, and local laws that regulate the use of such funds.
Section 3. The use, allocation, and appropriation of the Miami For Everyone Funds are
subject to all federal, State, and local laws that regulate the use of such funds and the receipt of
all necessary approvals.
Section 4. The City Manager is authorized to make any changes to adjust, amend, and
appropriate the City's Operating Budget, Five -Year Financial Plan, Strategic Plan, and Multi -
Year Capital Plan, as necessary and applicable, pursuant to the provisions of this Resolution.
Section 5. Certain necessary actions by the City Manager and the designated City
departments to update the relevant financial controls, project close-outs, accounting entries, and
computer systems in connection herewith are hereby authorized,' ratified, approved, and
confirmed.
Section 6. The City Manager is authorized' to negotiate and execute any and all
documents, including, but not limited to, agreements, amendments, modifications, all in forms
acceptable to the City Attorney, necessary for the purposes stated in this Resolution.
Section 7. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2
APPROVED AS TO FORM AND CORRECTNESS:
1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City of Miami Commission.
