BACKGROUND:
Belafonte TACOLCY Center provides a multidisciplinary approach to youth development, offering
programs in athletics, education, technology, arts, healthcare, and social services. With a strong focus on
education, its Club TACOLCY program supports middle and high school students in preparing for college
admission. The center directly engages over 5,000 youth and parents annually through its services and
events. Most participants are Miami residents, particularly from District 5.
RECOMMENDATION:
The Department of Parks and Recreation respectfully requests your approval and action of the Miami City
Commission by a 4/5ths affirmative vote, after an advertised public hearing, ratifying, approving and
confirming the City Manager's recommendation, and finding that competitive negotiation methods are
not practicable or advantageous regarding the agreement for educational and park services and activities
described
The long history of cooperation between the City of Miami and the Belafonte TACOLCY Center Inc.
combined with the organization's professional ties with the school system and the community, make it
not practicable or advantageous for the City to seek other vendors to provide the same service that
Belafonte TACOLCY Center Inc has been successfully providing in this community for many years.
The Department respectfully requests such recommendation, finding, and authorization in order to
proceed with executing an agreement, in the amount of $100,675.00 annually with Belafonte TACOLCY
Center Inc. for the provision of after -school tutoring, counseling, computer educational, and sports
services for at -risk youth at Belafonte TACOLCY Center. Belafonte TACOLCY Center Inc. has provided such
after -school services in previous years via one-year agreements. The existing agreement with Belafonte
TACOLCY Center Inc expired September 30, 2021, the normal contract period is from October 1st to
September 30th of each year.
For the reasons stated above, as required by Section 18-86(A)(3)(c) of the Code of the City of Miami, the
Department of Parks and Recreation recommends the execution of a Park Programming Partnership
Agreement and Management Agreement with Belafonte TACOLCY Center, a qualified Florida not -for -
profit organization.
