Purpose of Item:
The nature of this item is to authorize a Resolution of the Miami City Commission with
attachment(s), pursuant to Request for Qualifications ("RFQ") NO. 1914386 to establish
a pre -qualified pool ("Pool") for the provision of special magistrate services for the Code
Compliance Department ("Code"), from Richard Gendler, Dawn Grace Jones, and
Darcee Siegel, for an initial term of two (2) years, with the option to renew for one (1)
additional one (1) year period upon approval of the majority vote of the Miami City
Commission; allocating funds from the various sources of funds from the various end
user departments; authorizing the City Manager to execute the negotiated Professional
Services Agreement(s) ("PSA") In a form acceptable to the City Attorney, and to
negotiate and execute any and all documents, including any amendments and
extensions; subject to all allocations, appropriations and budgetary approvals having
been previously made, compliance with applicable provisions of the Code of the City of
Miami, Florida, as amended, ("City Code"), including, the City of Miami's Procurement
Ordinance, Anti -Deficiency Act, and Financial Integrity Principles, all as set forth in
Chapter 18 of the City Code, in a form acceptable to the City Attorney, and in
compliance with all applicable laws, rules and regulations, as may be deemed
necessary for said purpose.
Background of Item:
On January 17, 2025, the Department of Procurement, on behalf of Code, issued RFQ
No. 1914386 under full and open competition, to establish a pool of pre -qualified
individuals to provide special magistrate services. On February 11, 2025, three (3)
proposals were received in response to the RFQ. All three (3) were deemed responsive.
The Evaluation Committee met on March 3, 2025, to discuss and evaluate the
proposals, and recommended all three (3) Proposers for inclusion into the Pool. On
March 4, 2025, the City Manager concurred with the recommendation of the Committee.

A RESOLUTION OF THE MIAMI CITY COMMISSION PURSUANT TO REQUEST FOR
QUALIFICATIONS NO. 1914386 ("RFQ") ESTABLISHING A PRE -QUALIFIED POOL
("POOL") FOR THE PROVISION OF SPECIAL MAGISTRATE SERVICES
("SERVICES") FOR THE CODE COMPLIANCE DEPARTMENT ("CODE") FROM
RICHARD GENDLER, DAWN GRACE JONES, AND DARCEE SIEGEL
(COLLECTIVELY "INDIVIDUALS"); ALLOCATING FUNDS FROM THE VARIOUS
SOURCES OF FUNDS FROM THE VARIOUS END USER DEPARTMENT(S);
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE
AGREEMENTS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, WITH
THE INDIVIDUALS FOR THE PROVISION OF THE SERVICES FOR A TERM OF
TWO (2) YEARS, WITH ONE (1) ONE-YEAR RENEWAL, AT RATE OF ONE
HUNDRED FIFTY DOLLARS PER HOUR ($150.00/HOUR), ON AN AS -NEEDED
BASIS; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND
EXECUTE ALL OTHER DOCUMENTS, INCLUDING ANY AMENDMENTS,
RENEWALS, AND EXTENSIONS, ALL IN FORMS ACCEPTABLE TO THE CITY
ATTORNEY, AND SUBJECT TO ALL ALLOCATIONS, APPROPRIATIONS, PRIOR
BUDGETARY APPROVALS, AND COMPLIANCE WITH APPLICABLE PROVISIONS
OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED ("CITY CODE"),
INCLUDING, THE CITY OF MIAMI'S PROCUREMENT ORDINANCE, ANTI -
DEFICIENCY ACT, AND FINANCIAL INTEGRITY PRINCIPLES, ALL AS SET FORTH
IN CHAPTER 18 OF THE CITY CODE, AND IN COMPLIANCE WITH ALL
APPLICABLE LAWS, RULES AND REGULATIONS, AS MAY BE DEEMED
NECESSARY FOR SAID PURPOSE; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of Miami ("City") has a need for experienced and qualified
individuals to provide special magistrate services ("Services") for the Code Compliance
Department ("Code"); and
WHEREAS, on January 17, 2025, the Department of Procurement ("Procurement")
issued Request for Qualifications No. 1914386 ("RFQ"), under full and open competition, to
establish a pre -qualified pool of individuals ("Pool") to provide the Services; and
WHEREAS, on February 11, 2025, three (3) proposals were received in response to the
RFQ; and
WHEREAS, after review, all three (3) proposals, submitted by Richard Gendler, Dawn
Grace Jones, and Darcee Siegel (collectively "Individuals"), were deemed responsive to the
RFQ; and
WHEREAS, on March 3, 2025, the Evaluation Committee ("Committee") appointed by
the City Manager convened to discuss and evaluate the three (3) responsive proposals based
on the scoring criteria set forth in the RFQ; and
WHEREAS, the Committee recommended all three (3) Individuals for inclusion within the
Pool; and
WHEREAS, on March 4, 2025, the City Manager concurred with the recommendation of
the Committee;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The proposals received March 3, 2025, pursuant to the RFQ, from the
Individuals for the provision of the Services are hereby accepted.
Section 3. Funds are allocated from the various sources of funds from the various user
departments.
Section 4. The City Manager is authorized' to negotiate and execute agreements, all in
forms acceptable to the City Attorney, with the Individuals for the provision of the Services for a
term of two (2) years, with one (1) one-year renewal, at a rate of One Hundred Fifty Dollars per
hour ($150.00/hour), on an as -needed basis.
Section 5. The City Manager is further authorized' to negotiate and execute all other
documents, including any amendments, renewals, and extensions, all in forms acceptable to the
City Attorney, and subject to all allocations, appropriations, and prior budgetary approvals, and
in compliance with all applicable provisions of the City Code, including the City of Miami's
Procurement Ordinance, Anti -Deficiency Act, and Financial Integrity Principles, all as set forth in
Chapter 18 of the City Code, and in compliance with all applicable laws, rules, and regulations,
as may be deemed necessary for said purpose.
Section 5. This Resolution shall become effective immediately upon its adoption.
