HomeMy WebLinkAboutR-25-0076City of Miami Resolution R-25-0076 Legislation City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 17297 Final Action Date: 3/13/2025 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL DOCUMENTS AND AGREEMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO PARTICIPATE IN THE C40 HEAT, HEALTH, AND EQUITY CHALLENGE FUND AND TO IMPLEMENT ACTIVITIES RELATED TO INDOOR AND OUTDOOR HEAT DATA. SPONSOR(S): Commissioner Damian Pardo WHEREAS, in 2023, Miami experienced 42 days reaching a heat index of 105°F or more, compared to an average of 6 days/year over the previous 14 years and in 2024, two days in May reached record breaking heat indices of 112°F; and WHEREAS, projections suggest that by mid-century, Miami could face 88 days annually with a heat index of 105°F or greater, equivalent to roughly three months of extreme heat; and WHEREAS, the City of Miami ("City") released the Miami Forever, Climate Ready: Extreme Heat Plan in December 2024; and WHEREAS, buildings provide shade from heat, but some structures do not provide passive cooling effects; and WHEREAS, in Miami, the nexus between outdoor and indoor heat temperatures needs additional data; and WHEREAS, types of buildings, status of homeownership, level of heat in homes, and feedback on the types of cooling measures preferred is needed to help make informed decisions on ways to mitigate extreme heat during the Heat Season; and WHEREAS, the City is a member of the C40 Cool Cities Network, and the Office of Resilience and Sustainability applied for the C40 Heat, Health, and Equity Challenge Fund and was awarded $68,691.00 to implement a project to place indoor heat sensors in approximately 60 homes throughout the City; and WHEREAS, C40 will directly pay for activities proposed by the City and funds will not be distributed to the City. C40 will directly procure the goods, services, and activities proposed by the City on their behalf; and WHEREAS, the City Manager shall be authorized to negotiate and execute agreements to participate in the C40 Heat, Health, and Equity Challenge Fund; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: City of Miami Page 1 of 2 File ID: 17297 (Revision:) Printed On: 8/19/2025 File ID: 17297 Enactment Number: R-25-0076 Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized to negotiate and execute any and all documents and agreements, in forms acceptable to the City Attorney, to participate in the C40 Heat, Health, and Equity Challenge Fund and to implement activities related to indoor and outdoor heat data. Section 3. This Resolution shall become effective immediately upon its adoption.
