Dear Honorable Mayor and City Commissioners, I am so impressed. It is not even Earth Month and
there are so many environmentally friendly items on the agenda! I am writing to express my strong
support for Agenda Item RE.15, which would allow the City of Miami to accept a $707,727.23 grant
from the National Fish and Wildlife Foundation's (NFWF) National Coastal Resilience Fund to
develop a Living shoreline at Legion Park and NE 64th Street. This initiative is critical to
strengthening Miami's coastal resilience, improving water quality, and protecting our vulnerable
shore Line ecosystems. Biscayne Bay and Miami's shoreline are under constant threat from coastal
erosion, rising sea Levels, storm surges, and habitat Loss. Hard infrastructure Like seawalls provides
Limited benefits and often exacerbates erosion over time. In contrast, Living shorelines are a proven,
nature -based solution that: v Reduce erosion and stabilize shorelines naturaLty.V Provide habitat
for marine Life, birds, and poLtinators.V Improve water quality by filtering pollutants and stormwater
runoff. v Enhance public access to natural coastal areas for recreation and education. v Increase
Miami's resilience to hurricanes and extreme weather events. Legion Park is a key waterfront green
space, serving as a gathering place for residents, a critical habitat for wildlife, and a buffer between
the urban Landscape and Biscayne Bay. Investing in a Living shoreline at this Location wilt restore
natural coastal defenses, protect nearby infrastructure, and promote biodiversity. I commend the
City of Miami for demonstrating its commitment to sustainabitity and climate resilience through
smart, science -backed conservation strategies. I urge the Commission to approve Agenda Item
RE.15 and fully support the implementation of this critical project. This investment in a Living
shore Line at Legion Park wilt benefit both people and nature, setting a model for future coastal
resilience efforts in Miami. Thank you for your thoughtful Leadership in advancing environmental
sustainabitity, protecting our city's future, and protecting our biodiversity. Sincerely, Sandy Moise

Vessel equip officers with the latest technology and enable officers to respond more swiftly and effectively
MPD to emergencies, better enforce boating laws, reduce incidents of violations, and promote responsible
boating practices. More enforcement will create safe waterways for humans and marine and wildlife.
I hope you will hire more marine patrol officers to go with the new boat! As an avid kayaker on
Biscayne Bay, I can assure you that the visible presence of a marine patrol unit on the water deters
much of the speeding and reckless activity. When marine patrol is not present, the Bay becomes the
Wild, Wild, West. Approving Agenda Item CA.3 to pursue grant funding for a new marine patrol
vessel is a prudent and necessary step to ensure the continued safety and security of Miami's
waterways. I urge the City Commission to support this resolution and demonstrate a commitment to
maintaining safe and enjoyable waterways for all. Thank you for your attention to this important
matter. Sincerely, Sandy Moise
Dear Honorable Mayor and City Commissioners, I am writing to express my strong support for the
proposed resolution CA.7 authorizing the City Manager to apply for $50,000 in reimbursement grant
funding from the Florida Inland Navigation District (FIND) Waterways Assistance Program for the
purchase of a vessel for the Parks and Recreation Department Ranger Program. This initiative is
critical to protecting and maintaining the City of Miami's spoil islands and waterfront parks, which
are valuable natural resources that require active stewardship and enforcement. I applaud the City of
Miami's courageous leadership and difficult decision to dose the spoil islands last year due to the
CA. 7 excessive pollution. The spoil islands are a gem, yet when not monitored are trashed. As they are
#17124 part of the Parks Department, it is only fitting to assign a park ranger to the spoil islands to provide
Authoriz a physical presence. The same regulations that apply to the parks on the mainland should apply to
e - the spoil islands. I provide stewardship with Urban Paradise Guild on Morningside Picnic Island as
FIND part of the Biscayne Bay Aquatic Preserve's Island Adoption program. Since Leave No Trace was
Grant implemented, the amount of trash left behind is much less, but unfortunately without active
Reimbu monitoring of these somewhat secluded islands, we still have some people who leave a mess.
rsement During our last dean -up on Morningside Picnic Island we spent over an hour picking up small pieces
of pink balloon fragments and white and pink fabric flower petals, most likely a gender reveal party.
Purchas We also observed areas where fires were created, and the destruction of several Florida Keys
e Vessel Blackbead trees, a state threatened species. This beautiful native tree has coiled seed pods with red
for the seeds inside, which are consumed by various bird species, and it serves as a larval host plant for the
Spoil Cassius blue, Orange Sulphur, and the endangered Miami Blue butterflies The Parks and Recreation
Islands Ranger Program is a smart and necessary solution to address these issues, and a dedicated vessel
and would allow rangers to better patrol, maintain, and protect these areas. They wilt be able to prevent
Waterfr illegal activities and preserve public access to these natural areas, improve emergency response to
ont assist boaters, kayakers, and visitors using the spoil islands, and provide environmental protection
Parks through active stewardship, habitat restoration, and public education. Investing in a vessel for the
Parks and Recreation Department Ranger Program is a proactive step toward safeguarding our spoil
islands, ensuring they remain dean and accessible. By approving this grant application, the City of
Miami is committing to responsible stewardship, environmental protection, and increased
enforcement in areas that desperately need attention. I urge the City Commission to fully support
this resolution and move forward with securing funding for this vital project. Thank you for your
Leadership in and ensuring our natural spaces remain accessible and well -maintained for future
generations. Sincerely, Sandy Moise
Sand Mois 5910 PH. 9 Dear Honorable Mayor and City Commissioners, I wilt never forget the Fish Kilt of August 2020.
y e NE 6th #17205 What started with spotting a few dead fish turned into thousands of dead fish washing ashore along
Court Sole our city's waterfront parks, and thousands more gasping for air as they suffocated to death. The
Source - stench was unbearable. Our Bay is critically ill, and the Scavenger 2000 is proactive solution to heal
WMT - Biscayne Bay. I am incredibly excited to see such an innovative approach to combatting pollution in
Scaven our waterways on a City of Miami Commission Agenda! I am writing to express my strong support
ger for Agenda Item PH.9, which would authorize the City of Miami to negotiate and execute an
2000 agreement with Water Management Technologies, Inc. (WMT) for the continued operation of the
Depoltut Scavenger 2000 Depollution Boat. This initiative is crucial for protecting Biscayne Bay, improving
ion water quality, and addressing pollution in our navigable canals and outfalLs. Biscayne Bay is one of
Services Miami's most valuable natural resources, providing environmental, economic, and recreational
benefits to our residents and visitors. However, the Bay faces increasing threats from pollution,
stormwater runoff, debris accumulation, and oxygen depletion. These issues contribute to fish kills,
algae blooms, seagrass die -off, and declining water quality, which threaten marine life and our
coastal economy. The Scavenger 2000 Depollution Boat is an innovative solution that plays a vital
role in addressing these challenges. In addition to removing floating debris, this vessel is equipped
with an oxygenation system that actively improves water quality by increasing dissolved oxygen

leveLs. This process helps to: V Prevent fish kills caused by low oxygen leveLs.V Reduce oil
sheens and floating contaminants that degrade water quaLity. V Capture and remove trash and
debris before they spread further into the Bay. V Support marine life and ecosystem health by
improving water conditions. Through the use of the Scavenger 2000, the City of Miami is taking
proactive steps to restore and protect Biscayne Bay, ensuring that our waterways remain dean, safe,
and vibrant for both wildlife and residents. This investment is not just about aesthetics; it is a
necessary environmental action that aligns with broader resilience and conservation efforts. Coming
from someone who has picked up a lot of trash that has washed onto our waterfront park shorelines
and spoil islands, I urge the Commission to approve Agenda Item PH.9 and prioritize funding for
water depollution services. Our city has a responsibility to protect Biscayne Bay, and this initiative is
a critical component of that mission. Thank you for your leadership, innovation, and commitment to
the health of our waterways. Sincerely, Sandy Moise
