Background The Subject Property is in a T6-8-R Transect Zone and is designated "High Density Multifamily Residential" on the Future Land Use Map. Approximately 5,500 square -feet (0.13 acres) large, the site was developed in 1951 and is presently used as a duplex. To the north, east and south are multifamily structures ranging from one (1) to nine (9) stories in height. To the west is a single-family home (see EXHIBIT A). Request The Applicant proposes to develop a three (3) story, multifamily building consisting of 17 dwelling units. The structure will have a floor area of approximately 9,870 square -feet. Although 28 parking spaces are required for this project, only five (5) on -street parking spaces are proposed. In accordance with Article 4, Table 4, a residential development in a T6 zoning district that is less than 10,000 square -feet may be allowed a 100% parking reduction by way of an Exception. The Applicant requests said Exception to allow no parking minimums for the proposed development. Criteria #1 Per Sec. 7.1.2.6.b.4, a request for an Exception shall "consider the manner in which the proposed Use will operate given its specific location and proximity to less intense Uses and shall apply Article 4, Table 12 Design Review Criteria, as applicable". Building Disposition: Miami 21 seeks to locate Buildings to respond to the Lot and Neighborhood context taking into consideration Natural Features, existing Urban Form and Transect Zone requirements. In accordance with Article 4, Table 12, the development incorporates the location of the site on a comer lot by placing the primary entrance at the intersection of NW 16 Avenue and NW 14 Terrace. Building Configuration: Miami 21 seeks to ensure the scale and mass of buildings and building additions reinforce and enhance the existing Streetscape and neighborhood character The proposed development increases the unit count of the Subject Property from two (2) to 17 units. This new density is appropriate to the High Density Multifamily Residential designation of the property, but low enough to protect the lower density homes in the neighborhood. Building Function & Density: Miami 21 seeks to ensure transitions of density, intensity, and height that complement the neighborhood context. At three (3) stories, the development will provide an appropriate transition between the one-story structures to the north and west, and the seven (7) story structure to the south. Parking Standards: Miami 21 seeks to minimize the number and width of driveways and Curb cuts to reduce conflicts between pedestrian and vehicular circulation. The requested Exception would eliminate all parking requirements, as well as the need for driveways and curb -cuts. Instead, the Applicant will provide on -street parking spaces which will serve the neighborhood while creating a buffer for pedestrians from vehicular traffic. Miami 21's Parking Standards also seek to minimize the impact of Parking and Loading on the public realm and adjacent properties. An estimated 11-14-minute walk separates the Subject Property from the Jackson Health Metrorail Station, as well as major hospital employers such as the Veteran's Affairs Medical Center and the UHealth Medical Center (See Exhibits B and C). By increasing housing opportunities near these employment and transit hubs, the development reduces the commuting requirements of staff and subsequently decreases parking demands on and near hospital grounds. Architectural Standards: Miami 21 seeks to articulate building facades at the street level to activate the public realm and enhance pedestrian continuity, and at the upper levels to acknowledge long views of buildings. To that end, the use of stoops on the ground floor allows residents to interact with the pedestrian realm while monitoring the sidewalks from their windows. On the upper levels, balconies, shifts in plane and variations in building materials create visual appeal from distant views of the building. Landscape Standards: Miami 21 seeks to incorporate landscaping and hardscape that enhance Building design, create inviting Open Spaces and contribute to a high -quality, pedestrian friendly Streetscape within the Neighborhood. The proposed street trees are placed along the edge of pavement to provide a buffering effect to the pedestrians while allowing for propert circulation. The smaller trees and groundcover proposed at the foot of the building add aesthetic appeal to the pedestrian realm. Ambient Standards: Miami 21 seeks to apply mitigation measures to protect abutting properties, Neighborhoods, and the public realm from excessive noise, fumes, odors, commercial vehicle intrusion, traffic conflicts and light spillover. As shown on the lighting plan, the building and 2 of 6 www.Miami21Zoning.com sidewalk will mainly consist of downward oriented light fixtures. This design will allow for adequate illumination of the public realm, while protecting the residential character of the area by minimizing any spillover effects. Criteria #2 Per Sec. 7.1.2.6.b.4, a request for an Exception "shall be reviewed for compliance with the regulations of this Code." The requested parking reduction is consistent with Miami 21's guiding principles as outlined in the Miami Comprehensive Neighborhood Plan (MCNP). The requested Exception furthers Goal LU.1 of the MCNP, subsection 5, which promotes "[... ] the efficient use of land and minimizes land use conflicts while protecting and preserving residential sections within neighborhoods [....J." The property is zoned for a minimum of two (2) stories and for a density of up to 150 dwelling units per acre. The current structure is one (1) story tall and may house no more than two (2) families. Redeveloping the site would allow 15 additional families to live on the property while maintaining the residential nature of the neighborhood. The proposed development is in accordance with Policy LU-1.1.7 which allows for the "[.. ] redevelopment of well -designed mixed -use neighborhoods that provide for the full range of residential [... ] facilities in a walkable area and that are amenable to a variety of transportation modes, including pedestrianism, bicycles, automobiles, and mass transit." Located within walking distance of multiple bus stops and a Metrorail station, the development encourages multimodal transportation by providing bike racks and an enhanced pedestrian circulation area. Conclusion The requested Exception will prioritize the provision of housing over vehicular usage. The development's proximity to a Metrorail station and employment hubs reduces the commuting requirements and their associated parking needs. Overall, the request permits the highest and best use of the Subject Property and has a net positive impact on the community.
