TRUMP AND THE UNITED STATES SECRETARY OF HOMELAND SECURITY TO MAINTAIN TEMPORARY PROTECTED STATUS (TPS) DESIGNATIONS FOR LAW-ABIDING NATIONALS OF CERTAIN COUNTRIES; CALLING FOR A COMPREHENSIVE REVIEW OF CONDITIONS IN TPS- DESIGNATED NATIONS BEFORE ANY POLICY CHANGES; DIRECTING THE CITY CLERK TO TRANSMIT A CERTIFIED COPY OF THIS RESOLUTION TO CERTAIN OFFICIALS; AND PROVIDING FOR AN EFFECTIVE DATE. SPONSOR(S): Commissioner Damian Pardo WHEREAS, Temporary Protected Status ("TPS") is a critical humanitarian program that provides legal protections to individuals from countries experiencing armed conflict, environmental disasters, or other extraordinary and temporary conditions; and WHEREAS, many TPS beneficiaries residing in the United States, including in the City of Miami, are law-abiding individuals who have built lives, contributed to local economies, and become integral members of their communities; and WHEREAS, El Salvador, Haiti, Honduras, Nicaragua, and Venezuela remain affected by conditions that prevent the safe return of their nationals, necessitating a thorough and fair reassessment of TPS designations by the federal government; and WHEREAS, the City of Miami urges the President of the United States, Donald J. Trump, and the Secretary of Homeland Security, Kristi Noem, to thoroughly assess the situations in these countries and to take into account all perspectives and possibilities before making any policy decisions that could adversely impact TPS beneficiaries and their families; and WHEREAS, in accordance with Section 2-33(f) of the Code of the City of Miami, Florida, as amended ("City Code"), the City Commission, by a majority vote, hereby deems this Resolution to be of an emergency nature; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Commission urges President Donald J. Trump and the Secretary of the United States Department of Homeland Security, Kristi Noem, to maintain TPS designations for law-abiding nationals of El Salvador, Haiti, Honduras, Nicaragua, Venezuela, and other designated countries while conditions persist that preclude their safe return. The City Commission further calls on the federal government to conduct a thorough and objective review of the conditions in TPS-designated countries before implementing any policy changes that could negatively impact those currently protected by the program. Section 4. The City Clerk is directed to transmit a certified copy of this resolution to the President of the United States, the Members of the Florida Congressional Delegation, and the Secretary of the United States Department of Homeland Security. Section 5. The City Manager is hereby directed to coordinate with the City's federal lobbyists to advocate for the action set forth in Section 2 above. Section 6. The City Manager is further authorized' and directed to include this item in the City's Legislative Priorities. Section 7. This Resolution shall become effective immediately upon its adoption.
