A RESOLUTION OF THE MIAMI CITY COMMISSION WAIVING THE TWO (2) WEEK
TEMPORARY EVENT LIMITATION PER YEAR FOR THE PRIVATE PROPERTY

3509, 3521, 3547, 3551, 3559, 3577, AND 3587 THOMAS AVENUE, MIAMI, FLORIDA
PURSUANT TO CHAPTER 62/ARTICLE XIII/ DIVISION 1/SECTION 62-521(B)(4) OF
THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED ("CITY CODE"),
TITLED "PLANNING AND ZONING/PLANNING AND ZONING APPROVAL FOR
TEMPORARY USES AND OCCUPANCIES; PERMIT REQUIRED/TEMPORARY
EVENT PERMITS/TEMPORARY EVENTS IN GENERAL," TO ALLOW FOR GROVE
BIMINI-NASSAU QOZB, LLC'S RACQUET SPORTS EVENT FROM MARCH 1, 2025
TO DECEMBER 31, 2025.
WHEREAS, pursuant to Section 62-521 of the City Code, titled "Temporary Events in
General," temporary events on private property are limited to no more than two (2) events per
year per property for a maximum of two (2) weeks per permit; and
WHEREAS, pursuant to Section 62-521(b)(4) of the City Code, the limitation on the
number of events can be waived upon affirmative vote of the City Commission; and
WHEREAS, racquet sports are designed to cater to players of all ages and skill levels,
with padel and pickleball amongst the fastest -growing sports globally; and
WHEREAS, Grove Bimini -Nassau QOZB, LLC owns the property located at 3410, 3520,
3522, 3530, 3560, and 3574 Grand Avenue and 3428, 3509, 3521, 3547, 3551, 3559, 3577,
and 3587 Thomas Avenue, Miami, Florida ("Event Site"); and
WHEREAS, Grove Bimini -Nassau QOZB, LLC is creating pop-up courts and facility on
the Event Site to host tournaments, leagues, open play, and community events such as fitness
workshops and charity matches, fostering a sense of community ( "Event"); and
WHEREAS, the pop-up courts and facility will offer neighboring residents and visitors an
accessible and inclusive way to stay active while enhancing the local area's social and
economic vitality; and
WHEREAS, during designated timeslots Monday through Thursday, a portion of the
courts will be dedicated to after -school activities and community center programs; and
WHERAS, these initiatives will provide children and teens with structured opportunities
to enjoy racquet sports, enhance cardiovascular fitness, and build mental focus; and
WHEREAS, the Event is already processing its temporary event permit under number
TEP-932; and
WHEREAS, the Event wishes to continue to operate past the initial two (2) events for
only two (2) weeks as provided in the City Code, and requires a waiver to do so; and
WHEREAS, the Event at the Event Site require permits to be issued by the City of Miami
("City") to ensure life -safety and quality of life issues and appropriate conditions may be
imposed on each permit as well as compliance with all other Sections of the City Code; and
WHEREAS, the Event at the Event Site will be beneficial to the City's residents and
visitors;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. Pursuant to Section 62-521(b)(4) of the City Code, titled "Temporary Events in
General," the two (2) temporary events per year for two (2) week limitation on private property is
hereby waived for the Event at the Event Site to allow for the Event Site to host tournaments,
leagues, open play, and community events such as fitness workshops and charity matches,
fostering a sense of community from March 1, 2025 through December 31, 2025.
Section 3. This Resolution does not waive any other requirements of the City Code,
including but not limited to, noise restrictions, applicable fees, inspections, and permits.
Section 4. This Resolution shall become effective immediately upon its adoption.
