R-24-0415, WITHIN THE NEIGHBORHOOD COMMONLY REFERRED TO AS "ALLAPATTAH" IN THE CITY OF MIAMI ("CITY"), TO BE KNOWN AS THE ALLAPATTAH REDEVELOPMENT DISTRICT COMMUNITY REDEVELOPMENT AGENCY ("ALLAPATTAH CRA"), SPECIFICALLY REQUESTING ALL CITY APPROVALS AS REQUIRED PURSUANT TO THE COMMUNITY REDEVELOPMENT ACT OF 1969 TO BE COMPLETED AND ADOPTED BY FEBRUARY 27, 2025 FOR SAID CREATION, INCLUDING THE IDENTIFICATION OF FUNDING NECESSARY FOR ALL INITIAL PRIORITY PROJECTS; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE ALL NECESSARY DOCUMENTS, IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE. R-24-0415, WITHIN THE NEIGHBORHOOD COMMONLY REFERRED TO AS "ALLAPATTAH" IN THE CITY OF MIAMI ("CITY"), TO BE KNOWN AS THE ALLAPATTAH REDEVELOPMENT DISTRICT COMMUNITY REDEVELOPMENT AGENCY ("ALLAPATTAH CRA"), SPECIFICALLY REQUESTING ALL CITY APPROVALS AS REQUIRED PURSUANT TO THE COMMUNITY REDEVELOPMENT ACT OF 1969 TO BE COMPLETED AND ADOPTED BY FEBRUARY 27, 2025 FOR SAID CREATION, INCLUDING THE IDENTIFICATION OF FUNDING NECESSARY FOR ALL INITIAL PRIORITY PROJECTS; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE ALL NECESSARY DOCUMENTS, IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE. WHEREAS, the neighborhood commonly referred to as "Allapattah" in the City of Miami ("City") spans approximately five (5) miles ("Allapattah") and has long been home to a melting pot of residents from Central America to the Caribbean; and WHEREAS, Allapattah has an eclectic and rich history known for its culture, arts, festivals, shoppes, and marketplaces; and WHEREAS, Allapattah, however, has been plagued in recent years by crime, drugs, homelessness, decay, slum, blight, and lack of affordable housing, which has resulted in the displacement of many longtime residents and businesses; and WHEREAS, on October 15, 2024, the City adopted Resolution No. R-24-0415 directing the City Manager to identify funding to hire the consultants necessary to prepare a Finding of Necessity and to identify funding for initial priority projects, among other things needed, pursuant to the Community Redevelopment Act of 1969, for the creation of a Community Redevelopment Agency in Allapattah; and WHEREAS, now the City Commission desires to direct the City Manager to expedite the revitalization of Allapattah through the creation of a Community Redevelopment Area to be known as the Allapattah Redevelopment District Community Redevelopment Agency ("Allapattah CRA), within the boundaries of the Allapattah area, as adopted in Resolution No. R- 24-0415; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is directed to take any and all steps necessary to expedite the creation of a Community Redevelopment Area, pursuant to the boundaries adopted in Resolution No. R-24-0415, within the neighborhood commonly referred to as "Allapattah" in the City, to be known as the Allapattah Redevelopment District Community Redevelopment Agency ("Allapattah CRA"). Section 3. The City Manager is directed to have all City approvals as required pursuant to the Community Redevelopment Act of 1969 to be completed by February 27, 2025, for the creation of the Allapattah CRA, including the identification of funding necessary for all initial priority projects. Section 4. The City Manager is hereby authorized' to execute all necessary documents, in forms acceptable to the City Attorney, for said purpose. Section 5. This Resolution shall become effective immediately upon its adoption.
