AUTHORITY, OFFICIALLY KNOWN AS THE DEPARTMENT OF OFF-STREET
PARKING OF THE CITY OF MIAMI ("MPA"), TO ISSUE A REQUEST FOR
PROPOSAL FOR TOWING SERVICES AND TO BE AWARDED TO NO FEWER
THAN TWO (2) TOWING COMPANIES WITH THE TOWING ASSIGNMENTS BEING
APPORTIONED EQUALLY AMONG THE AWARDED VENDORS; FURTHER
DIRECTING THE CITY CLERK TO TRANSMIT THIS RESOLUTION TO THE MPA

A RESOLUTION OF THE MIAMI CITY COMMISSION URGING THE MIAMI PARKING
AUTHORITY, OFFICIALLY KNOWN AS THE DEPARTMENT OF OFF-STREET
PARKING OF THE CITY OF MIAMI ("MPA"), TO ISSUE A REQUEST FOR
PROPOSAL FOR TOWING SERVICES AND TO BE AWARDED TO NO FEWER
THAN TWO (2) TOWING COMPANIES WITH THE TOWING ASSIGNMENTS BEING
APPORTIONED EQUALLY AMONG THE AWARDED VENDORS; FURTHER
DIRECTING THE CITY CLERK TO TRANSMIT THIS RESOLUTION TO THE MPA
BOARD OF DIRECTORS AND MPA CHIEF EXECUTIVE OFFICER.
WHEREAS, pursuant to Request for Proposals ("RFP") 18-07 for Towing Services, on
December 28, 2018, the Department of Off -Street Parking d/b/a Miami Parking Authority
("MPA") entered into a Towing Services Agreement with Roadway, Inc. ("Agreement"), which
granted Roadway, Inc., an exclusive contract on the towing of illegally parked vehicles and/or
the impoundment of scofflaw vehicles at the request of the MPA from on -street and off-street
parking facilities, and
WHEREAS, Roadway, Inc., tows approximately 33,000 illegally parked vehicles per year
under its Agreement with the MPA, and
WHEREAS, the Agreement expired on January 31, 2024, and
WHEREAS, on August 22, 2024, the MPA issued RFP 24-02 for Towing Services, and
WHEREAS, on December 19, 2024, the MPA cancelled RFP 24-02 for Towing Services
and simultaneously advised that a new Request for Proposal will be issued in the coming
weeks, and
WHEREAS, it is anticipated that the MPA will imminently issue a RFP for Towing
Services, and
WHEREAS, the City of Miami ("City") Police Department utilizes five (5) towing
companies for its towing services, and
WHEREAS, the City Commission finds that the use of multiple towing companies will
result in more efficient response times to the MPA's requests to tow illegally parked vehicles
from on -street and off-street parking, and that the prompt removal of illegally parked vehicles is
in the best interest of the City's health, safety, welfare, and residents and persons who lawfully
park, and
WHEREAS, the City Commission finds that the use of multiple towing companies will
stimulate competition which fosters accountability, innovation, better quality of service, better
customer service, and adherence to contract requirements, which if breached, allows the MPA
to suspend and/or terminate the breaching towing company without a disruption in service or the
ability to tow illegally parked vehicles, and
WHEREAS, the City Commission finds it is in the best interests of the City and its
residents, visitors, and businesses for the MPA to use no fewer than two (2) towing companies
and to apportion the towing assignments equally among the towing companies;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Commission hereby urges the MPA to issue an RFP for Towing
Services to be awarded to no fewer than two (2) towing companies and to apportion the towing
assignments equally among the awarded vendors.
Section 3. This City Clerk is directed to transmit this Resolution to the MPA Board of
Directors and MPA Chief Executive Officer.
Section 4. This Resolution shall become effective immediately upon adoption.
