A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
APPROVING, AUTHORIZING, AND DIRECTING THE CITY MANAGER TO
UNDERTAKE THIS AMENDMENT IN ORDER TO ADD TO AND REVISE
CAPITAL PROJECTS IN THE CITY OF MIAMI'S ("CITY") FISCAL YEAR 2024-
2025 MULTI -YEAR CAPITAL PLAN ADOPTED ON SEPTEMBER 7, 2024
PURSUANT TO RESOLUTION NO. R-24-0328 ("ADOPTED CAPITAL PLAN"),
AS SUBSEQUENTLY AMENDED, APPROPRIATING FUNDS FROM THE
DISTRICT 5 COMMISSIONER'S SHARE OF THE CITY OF MIAMI'S ("CITY")
MIAMI FOR EVERYONE PROGRAM IN A TOTAL AMOUNT NOT TO EXCEED
ONE MILLION EIGHTY THOUSAND AND 00/100 DOLLARS ($1,080,000.00)
TO NEW CONSTRUCTION HOMEOWNERSHIP PROJECT, PROJECT NO. 91-
A2-15-80874; SUBJECT TO APPLICABLE REQUIREMENTS OF ALL
FEDERAL, STATE, AND LOCAL LAWS, INCLUDING THE CHARTER OF THE
CITY OF MIAMI, FLORIDA, AS AMENDED, AND CODE OF THE CITY OF
MIAMI, FLORIDA, AS AMENDED, IN FORMS ACCEPTABLE TO THE CITY
ATTORNEY, FOR SAID PURPOSE, AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE, ANY AND ALL DOCUMENTS, INCLUDING, BUT
NOT LIMITED TO, AGREEMENTS, AMENDMENTS, MODIFICATIONS, AND
MEMORANDUM OF UNDERSTANDING, ALL IN FORMS ACCEPTABLE TO
THE CITY ATTORNEY, NECESSARY FOR THE PURPOSES STATED
HEREIN; RATIFYING, APPROVING, AND CONFIRMING CERTAIN
NECESSARY ACTIONS BY THE CITY MANAGER AND DESIGNATED CITY
DEPARTMENTS IN ORDER TO UPDATE THE CAPITAL PLAN, RELEVANT
FINANCIAL CONTROLS AND COMPUTER SYSTEMS IN CONNECTION
THEREWITH, FOR PROJECT CLOSE-OUTS, AND FOR GRANTS AND
OTHER FUNDING SOURCES IN PROGRESS IN CONNECTION HEREWITH;
AUTHORIZING THE CITY MANAGER AND OTHER APPROPRIATE
OFFICERS, EMPLOYEES, AND AGENTS OF THE CITY AS STATED HEREIN
TO TAKE SUCH ACTIONS AS MAY BE NECESSARY TO CARRY OUT THE
PURPOSES OF THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE.

WHEREAS, pursuant to Resolution No. R-21-0352, adopted on September 13, 2021,
and Resolution No. R-24-0468, adopted on November 21, 2024, the City Commission approved
the allocation of American Rescue Plan Act of 2021 ("ARPA") funds in the amount of Two
Million, Seven Hundred Fifty -One Thousand and Six Hundred Eighteen 98/100 Dollars
($2,751,618.98) to establish a pipeline of new construction affordable housing projects, in which
the Department would hire several developers to construct four (4) single family homes in
District 4 and another six (6) homes in District 5 with the potential to add more; and

WHEREAS, on April 13, 2023, pursuant to Resolution No. R-23-0178, the City of Miami
("City") created the Miami For Everyone ("MFE") Program to assist communities facing the long-
term complications resulting from declared emergencies and to address the specific needs of
the most vulnerable residents and businesses, through a strategy of focusing the provision of
support towards priority areas of need that will further stabilize economic conditions within City
Districts; and
WHEREAS, the Office of the District 5 Commissioner submitted a grant application,
attached and incorporated herein as Exhibit "A," to the City of Miami ("City") for MFE Program
funds to augment the budget of the New Construction Homeownership project, project no. 91-
A2-15-80874, by funding the construction of the infill homes planned for District 5 as further
specified in Exhibit "B," attached and incorporated ("Project"); and
WHEREAS, the City's District 5 Commissioner ("Commissioner") wishes to provide grant
funds from the Commissioner's share of the City's MFE Program funds in an amount not to
exceed One Million Eighty Thousand and 00/100 Dollars ($1,080,000.00) ("Funds") for the
Project; and
WHEREAS, the City Manager is requesting authority from the City Commission to
negotiate and execute any and all documents necessary, all in forms acceptable to the City
Attorney, for the allocation of the Funds for the Program;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble of this Resolution are
adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2. The City Manager is authorized) to allocate the Funds from the
Commissioner's share of the City's MFE Program funds for the Project.
Section 3. The City Manager is further authorized) to negotiate and execute any and all
documents necessary, modifications, and amendments, all in forms acceptable to the City
Attorney, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

11 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
