Agrmnt - FDOT - SR 972 Coral Way Purpose of Item: A Resolution of the Miami City Commission, with attachment(s), authorizing the City Manager to execute an Off -System Construction and Maintenance Agreement, in substantially the attached form, with the State of Florida Department of Transportation ("FDOT"), for improvements on State Road 972/Coral Way/ Southwest 3 Avenue from 400 feet west of Southwest 12 Avenue to Brickell Avenue, and from SW 22 Avenue to SW 17 Avenue, Miami, Florida, for general roadway improvements in this corridor, including improvements on roads not on the State Highway System. Background of Item: The FDOT has developed design plans Financial Management ("FM") Projects No. FM 445998-1-52-01 for State Road ("SR") 972/Coral Way/SW 3 Avenue from 400 ft. west of SW 12 Avenue to Brickell Avenue which includes milling and resurfacing of the existing asphalt pavement, ADA improvements, upgrading pavement markings and replacing substandard signs, upgrading pedestrian signalization features and replacing signal and lighting pull -boxes ("Project 1"), and FM 446003-1-52-01 for State Road ("SR") 972 / Coral Way from SW 22 Avenue to SW 17 Avenue which includes milling and resurfacing of the existing asphalt pavement, upgrading deficient pedestrian curb ramps, upgrading substandard pedestrian detector assemblies at the midblock crosswalk near SW 21 Avenue, upgrading ground -mounted signs, upgrading pavement markings damaged by construction, improving lighting and the midblock crosswalk, and reconstructing broken sidewalks ("Project 2"). FDOT intends to undertake and complete the Project, a portion of which includes work on roads not on the State Highway System but City of Miami ("City") right-of-way, specifically SW 22 Street, SW 32 Road, SW 30 Road, SW 26 Road, SW 25 Road, SW 23 Road, SW 2 Avenue, SW 1 Avenue and Brickell Avenue ("Project 1"), and SW 21 Avenue, and SW 19 Avenue ("Project 2") (for purposes of this agreement, the "Off -System Project Limits"). The Off -System Construction and Maintenance Agreement ("Agreement"), attached and incorporated as Exhibit "A", establishes the terms, conditions, and responsibilities of FDOT and the City to accomplish the Project and Local Roadway Improvements on the City's Streets. The City agrees with the terms and conditions in the Agreement, in substantially the attached form. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized' to execute the Agreement, in substantially the attached form, with FDOT, for the Projects No. FM 445998-1-52-01 for SR 972/Coral Way/Southwest 3 Avenue from 400 feet west of Southwest 12 Avenue to Brickell Avenue ("Project 1") and FM 446003-1-52-01, SR 972/Coral Way/Southwest 22 Street from Southwest 22 Avenue to Southwest 17 Avenue ("Project 2"), which includes improvements on roads not on the state highway system, and the Local Roadway Improvements.
