Background of Item: Pursuant to Resolution No. R-20-0010, adopted on January 23, 2020, the Miami City Commission approved the establishment of the Special Revenues Project "Resilient Multi -Family Housing Initiative" and the allocation of $500,000.00 of Community Development Block Grant ("CDBG") funds to the Project. There is a need to allocate these funds to the Department of Resilience and Public Works ("Public Works") to be utilized for street, drainage, and/or any other CDBG- eligible improvements in District 3 in alignment with the Southwest Streetscape and Street Tree Master Plan ("Southwest Streetscape Plan") that was unanimously adopted in July 2023 per Resolution R-23-0338. The Southwest Streetscape Plan established a set of guidelines for right-of-way improvements that will result in strengthening a sense of place, creating an elevated public landscape experience, building the neighborhood's resilience to the impacts of climate change, promoting green infrastructure, and improving pedestrian experiences. The City's Administration recommends the transfer of CDBG funds from the Initiative in the amount of $500,000.00 to the Department of Resilience and Public Works for street, drainage, and/or any other CDBG-eligible improvements, as described in Exhibit "A," attached and incorporated. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The transfer of CDBG funds allocated for the Initiative from fiscal year 2020- 2021 in the amount of $500,000.00 to Public Works for street, drainage, and/or any other CDBG-eligible improvements, is authorized.' Section 3. The City Manager is authorized' to negotiate and execute any and all documents, including extensions, amendments, and modifications, all in a form acceptable to the City Attorney, as may be necessary to implement the transfer of said funds. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: ge Wy j ng III, C1ty ' ttor -y 1/1012025 1 The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but not limited to, those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
