Purpose of Item:
A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE TRANSFER OF COMMUNITY DEVELOPMENT BLOCK GRANT
("CDBG") UNALLOCATED DISTRICT 3 FUNDS IN THE ECONOMIC DEVELOPMENT
CATEGORY FROM FISCAL YEAR ("FY") 2023-2024 IN THE AMOUNT OF
$302,283.00 TO THE DEPARTMENT OF RESILIENCE AND PUBLIC WORKS TO BE
UTILIZED FOR CDBG ELIGIBLE STREET IMPROVEMENTS ACTIVITIES, AS
DESCRIBED IN EXHIBIT "A", ATTACHED AND INCORPORATED; AUTHORIZING
THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY
DOCUMENTS INCLUDING EXTENSIONS, AMENDMENTS, AND MODIFICATIONS,
ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, AS MAY BE NECESSARY
TO IMPLEMENT THE ALLOCATION OF SAID FUNDS.
Background of Item:
On September 19, 2023, pursuant to Resolution No. 23-0391, the City Commission
approved an allocation of $2,876,229.90 in CDGB economic development funds for FY
2023-2024, which included an amount of $1,671,089.90 to the Department of Housing
and Community Development to be allocated for economic development activities.
There is an unallocated amount of $302,283.00 in CDBG economic development funds
for FY 2023-2024 earmarked for District 3, that must be allocated and spent.
The District 3 Commissioner desires to transfer $302,283.00 of the unallocated CDBG
funds for economic development activities from FY 2023-2024 to the Department of
Resilience and Public Works to be utilized for street improvement in District 3.
The City's Administration recommends the transfer of unallocated District 3, CDBG
funds in the total amount of $302,283.00 from FY 2023-2024 in the economic
development category to the Department of Resilience and Public Works to be utilized
for street improvement activities.

$302,283.00 TO THE DEPARTMENT OF RESILIENCE AND PUBLIC WORKS TO BE
UTILIZED FOR CDBG-ELIGIBLE STREET IMPROVEMENTS ACTIVITIES, AS
DESCRIBED IN EXHIBIT "A," ATTACHED AND INCORPORATED; AUTHORIZING
THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY
DOCUMENTS INCLUDING EXTENSIONS, AMENDMENTS, AND MODIFICATIONS,
ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, AS MAY BE NECESSARY
TO IMPLEMENT THE ALLOCATION OF SAID FUNDS.
WHEREAS, on September 19, 2023, pursuant to Resolution No. R-23-0391, the City
Commission approved an allocation of $2,876,229.90 in Community Development Block Grant
("CDBG") economic development funds for Fiscal Year ("FY") 2023-2024, which included an
amount of $1,671,089.90 to the Department of Housing and Community Development ("HCD")
to be allocated for economic development activities; and
WHEREAS, there is an unallocated amount of $302,283.00 in CDBG economic
development funds for FY 2023-2024 earmarked for District 3, that must be allocated and spent;
and
WHEREAS, the District 3 Commissioner desires to transfer the amount of $302,283.00
of unallocated CDBG funds for economic development activities from FY 2023-2024 to the
Department of Resilience and Public Works ("RPW') to be utilized for eligible street
improvements in District 3; and
WHEREAS, the City's Administration recommends the transfer of the unallocated CDBG
funds for economic development activities in the total amount of $302,283.00 from FY 2023-
2024 to RPW to be utilized for CDBG eligible street improvements activities;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The transfer of the unallocated District 3, CDBG funds for economic
development activities in the total amount of $302,283.00 to RPW to be utilized for CDBG
eligible street improvements; is authorized.'
Section 3. The City Manager is authorized to negotiate and execute any and all
documents, including extensions, amendments, and modifications, all in a form acceptable to
the City Attorney, as may be necessary to implement the transfer of said funds.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
