Purpose of Item:
A Resolution of the Miami City Commission, with attachment(s), establishing a new
Special Revenue Project titled: "BJA FY 24 Edward Byrne Memorial Justice Assistance
Grant (JAG) Program — Planning, Evaluation, and Technology Improvement Program;"
and accepting a grant award from the United States Department of Justice, Office of
Justice Programs, Bureau of Justice Assistance, in the amount of $229,450.00, with no
local match required; appropriating the grant funds to the Miami Police Department's
("Department") Emergency Dispatch Unit to replace furniture and to provide overtime
pay to include fringe benefits for the Department's Human Trafficking Unit; authorizing
the City Manager to execute a grant award agreement, in substantially the attached
form; further authorizing the City Manager to designate the Chief of Police or designee
to negotiate and execute any other necessary documents, all in a form acceptable to
the City Attorney, in order to implement the acceptance and administration of the grant
award.
Background of Item:
The City of Miami ("City") has been awarded a grant by the United States Department of
Justice, Office of Justice Programs, Bureau of Justice Assistance ("DOJ") in the amount
of $229,450.00, with no required local match, to provide the Miami Police Department
("MPD") funding support to
upgrade outdated equipment and supplies with $200,450.00 to replacing furniture in the
Emergency Dispatch Unit and $29,000.00 overtime pay to include fringe benefits for the
Human Trafficking Unit.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED "BJA FY 24
EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG) PROGRAM —
PLANNING, EVALUATION, AND TECHNOLOGY IMPROVEMENT PROGRAM,";
AUTHORIZING THE CITY MANAGER TO ACCEPT A GRANT AWARD FROM THE
UNITED STATES DEPARTMENT OF JUSTICE, OFFICE OF JUSTICE PROGRAMS,
BUREAU OF JUSTICE ASSISTANCE, IN AN AMOUNT NOT TO EXCEED
$229,450.00, WITH NO LOCAL MATCH REQUIRED; APPROPRIATING THE GRANT
FUNDS TO THE MIAMI POLICE DEPARTMENT'S ("MPD") EMERGENCY DISPATCH
UNIT IN THE AMOUNT OF $200,450.00, TO REPLACE OUTDATED FURNITURE
AND TO PROVIDE $29,000.00 IN OVERTIME PAY TO INCLUDE FRINGE BENEFITS
FOR THE DEPARTMENT'S HUMAN TRAFFICKING UNIT; AUTHORIZING THE CITY
MANAGER TO EXECUTE A GRANT AWARD AGREEMENT, IN SUBSTANTIALLY
THE ATTACHED FORM; FURTHER AUTHORIZING THE CITY MANAGER TO
DESIGNATE THE CHIEF OF POLICE OR DESIGNEE TO NEGOTIATE AND
EXECUTE ANY OTHER NECESSARY DOCUMENTS, ALL IN A FORM ACCEPTABLE
TO THE CITY ATTORNEY, IN ORDER TO IMPLEMENT THE ACCEPTANCE AND
ADMINISTRATION OF THE GRANT AWARD.
WHEREAS, the City of Miami ("City") has been awarded a grant by the United
States Department of Justice, Office of Justice Programs, Bureau of Justice Assistance
("DOJ") in the amount of $229,450.00, with no required local match, to provide the Miami
Police Department ("MPD") funding support to procure ergonomic furniture for the
Emergency Dispatch Unit and provide overtime pay to include fringe benefits for the Human
Trafficking Unit; and
WHEREAS, the grant will be used by MPD to replace the outdated furniture in the 9-
1-1 Center that has surpassed it's expected lifespan and provide new furniture to enhance
employee comfort and productivity, contributing to maintaining the high standards of service
expected; and
WHEREAS, the Human Trafficking Task Force based out of the State Attomey's
Office has MPD investigators from the Human Trafficking Unit assigned to this task force,
and often require extra hours and attention to best serve the City and to ensure safety for
those affected or threatened by the human trafficking epidemic; and
WHEREAS, the grant is awarded for a period of four (4) years, beginning October 1,
2023 and ending on September 30, 2027;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution
are adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Project is established and
resources are appropriated as described below:

Section 3. The City Manager is authorized to execute a grant award agreement
between the DOJ and the City, in substantially the attached form, to accept grant funds to
replace outdated furniture in the 9-1-1 Center and provide overtime pay to include fringe
benefits for the Human Trafficking Unit.
Section 4. The City Manager is further authorized1 to designate the Chief of Police
or designee to negotiate and execute any and all other necessary documents, all in a form
acceptable to the City attorney, in order to implement the acceptance and administration of
the grant award.
Section 5. This Resolution shall become effective immediately upon its adoption
and signature of the Mayor.2

1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and
City Code provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City of Miami Commission.
