Background of Item: On April 28, 2021, the Department of Housing and Community Development ("HCD") received a letter from U.S. Department of Housing and Urban Development ("HUD") announcing a special allocation of HOME-ARPA funds to be granted to the City of Miami ("City"), in the total amount of $12,720,427.00. Pursuant to Resolution No. R-21-0261, adopted June 6, 2021, the Miami City Commission approved the acceptance of the grant in the total amount of $12,720,427.00 which included an amount of $9,540,321.00 to Citywide Housing Programs. On November 7, 2023, the Homeless Trust submitted an application requesting $8,000,000.00 in HOME-ARPA funds to the City of Miami for the acquisition of La Quinta hotel located at 10821 Caribbean Blvd, Cutler Bay, Florida. The City funds will be part of the $14,000,000 purchase price. "The Hideaways by the Bay Project" will provide 107 permanent supportive housing which includes fifty-seven (57) units to the City of Miami, with a preference for homeless population, as defined in 24 CFR 91.5 Homeless (1), (2), (3) as per HOME-ARPA Qualifying Populations ("QPs1"). The Homeless Trust is a Florida political subdivision that serves as the lead agency for Miami -Dade County's Homeless Continuum of Care ("CoC"), that supports more than 5,000 people daily in supportive housing. Ninety-eight percent of households placed in supportive housing successfully retain supportive housing. The City's Administration recommends the reallocation of HOME-ARPA funds in the total amount of $8,000,000.00 to the Homeless Trust, as a contribution for the acquisition of the property located at 10821 Caribbean Blvd, Cutler Bay, Florida, ("The Hideaways by the Bay Project"). WHEREAS, on April 28, 2021, the Department of Housing and Community Development ("HCD") received a letter from United States Department of Housing and Urban Development ("HUD") announcing a special allocation of HOME Investment Partnerships -American Rescue Plan Act ("HOME -ARP") funds to be granted to the City of Miami ("City"), in the total amount of $12,720,427.00; and WHEREAS, pursuant to Resolution No. R-21-0261, adopted June 6, 2021, the City Commission approved the acceptance of the HOME -ARP grant in the total amount of $12,720,427.00, which included an amount of $9,540,321.00 to Citywide Housing Programs; and WHEREAS, the Homeless Trust ("Homeless Trust") is a Florida political subdivision that serves as the lead agency for Miami -Dade County's Homeless Continuum of Care ("CoC"), that supports more than 5,000 people daily in supportive housing, and which ninety-eight percent (98%) of households placed in supportive housing successfully retain supportive housing; and WHEREAS, on November 7, 2023, the Homeless Trust submitted an application to the City requesting $8,000,000.00 in HOME -ARP funds for the acquisition of a property located at 10821 Caribbean Blvd, Cutler Bay, Florida ("Property"), with the plans to convert the Property into permanent housing for persons experiencing homelessness, to be known as Hideaways by the Bay ("Project"); and WHEREAS, the HOME -ARP funds will be part of the $14,000,000.00 purchase price; and WHEREAS, the Project will provide 107 permanent supportive housing which includes fifty-seven (57) units to the City of Miami, with a preference for homeless population, as defined in 24 CFR 91.5 Homeless (1), (2), (3) as per HOME -ARP Qualifying Populations ("QPs1"); and WHEREAS, the City's Administration recommends the reallocation of HOME -ARP funds in the total amount of $8,000,000.00 to the Homeless Trust, as a contribution for the acquisition of the Property; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The reallocation of HOME -ARP funds to the Homeless Trust as a contribution for the acquisition of the property, as specified in Exhibit "A," attached and incorporated, is approved. Section 3. The City Manager is authorized' to negotiate and execute any and all documents, including extensions, amendments, and modifications, all in a form acceptable to the City Attorney, as may be necessary to implement the transfer of said funds. Section 4.
