Subject: Accept Bid - Boat Maintenance, and Related Marine Services
Purpose of Item:
The nature of this item is to authorize a resolution of the Miami City Commission,
accepting the bids received pursuant to Invitation for Bid ("IFB") No. 1781386 Boat
Maintenance, Repairs, Parts, and Related Marine Service, Citywide, on an emergency
basis and as needed basis, from Barnacle King, LLC ("Barnacle King"), CRG Marine,
Inc., dba Strictly Yamaha ("CRG Marine"), and Miami Ski Nautiques dba MN Marine
Group ("MN Marine") on a line by line Primary, Secondary, and Tertiary basis, for an
initial contract term of three (3) years, with the option to renew for one (1) additional
three (3) year period; allocating funds from the various sources of funds from the end
user departments and agencies; subject to the availability of funds and budgetary
approval, at the time of need; authorizing the City Manager to negotiate and execute
any and all documents, including any amendments, renewals, and extensions; subject
to all allocations, appropriations, and budgetary approvals having been previously
made, compliance with applicable provisions of the Code of the City of Miami, Florida,
as amended, ("City Code"), including, the City of Miami's Procurement Ordinance, Anti -
deficiency Act, and Financial Integrity Principles, all as set forth in Chapter 18 of the City
Code, in a form acceptable to the City Attorney, and in compliance with all applicable
laws, rules, and regulations, as may be deemed necessary for said purpose.
Background of Item:
The Department of Procurement ("Procurement"), on behalf of the Department of Fire -
Rescue ("Fire -Rescue"), and Police Department Marine Patrol ("Police"), issued IFB No.
1781386 for Boat Maintenance, Repairs, Parts, and Related Marine Services, Citywide,
on an emergency basis and as needed basis, under full and open competition. As
required by the Procurement Code, the IFB was issued online via the City of Miami's
Periscope S2G Electronic Portal ("Periscope S2G"). On May 17, 2024, at the bid
closing, four (4) bids were received. One
(1) Bid was found to be non -responsive as they did not submit the required certification
evidencing that the Bidder is a certified mechanic that can work on Yamaha and
Mercury boat engines as well as the Factory Certified Repair Technicians' Certification
as required by the Solicitation. Three (3) Bids were deemed responsive and responsible
for Groups 1, 3, 4, and 6. Groups 2 and 5 will be resolicited amongst the awardees as
further clarification and additional information was needed in order for the Bidders to
submit their Bid appropriately. The bids were evaluated and tabulated following the
guidelines published in the Bid. Procurement is recommending award to Barnacle King,
CRG Marine, and MN Marine, who were deemed responsive and responsible. The
estimated contract amount is approximately $1,590,000.00 in the aggregate.

A RESOLUTION OF THE MIAMI CITY COMMISSION, ACCEPTING THE BIDS
RECEIVED, PURSUANT TO INVITATION FOR BID ("IFB") NO. 1781386 BOAT
MAINTENANCE, REPAIRS, PARTS, AND RELATED MARINE SERVICE, CITYWIDE,
ON AN EMERGENCY BASIS AND ON AN AS NEEDED BASIS, FROM THE
APPARENT RESPONSIVE AND RESPONSIBLE BIDDERS, BARNACLE KING, LLC
("BARNACLE KING"), CRG MARINE, INC., DBA STRICTLY YAMAHA ("CRG
MARINE"), AND MIAMI SKI NAUTIQUE, INC. DBA MN MARINE GROUP ("MN
MARINE"), ON A LINE BY LINE PRIMARY, SECONDARY, AND TERTIARY BASIS,
FOR AN INITIAL CONTRACT TERM OF THREE (3) YEARS WITH THE OPTION TO
RENEW FOR ONE (1) ADDITIONAL THREE (3) YEAR PERIOD; ALLOCATING
FUNDS FROM THE VARIOUS SOURCES OF FUNDS FROM THE END USER
DEPARTMENTS AND AGENCIES; SUBJECT TO THE AVAILABILITY OF FUNDS
AND BUDGETARY APPROVAL AT THE TIME OF NEED; AUTHORIZING THE CITY
MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL DOCUMENTS,
INCLUDING ANY CONTRACTS, AMENDMENTS, RENEWALS, AND EXTENSIONS
SUBJECT TO ALL ALLOCATIONS, APPROPRIATIONS, PRIOR BUDGETARY
APPROVALS, AND COMPLIANCE WITH APPLICABLE PROVISIONS OF THE CODE
OF THE CITY OF MIAMI, FLORIDA, AS AMENDED ("CITY CODE"), INCLUDING THE
CITY OF MIAMI'S PROCUREMENT ORDINANCE, ANTI -DEFICIENCY ACT, AND
FINANCIAL INTEGRITY PRINCIPLES, ALL AS SET FORTH IN CHAPTER 18 OF THE
CITY CODE, ALL IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, AND IN
COMPLIANCE WITH ALL APPLICABLE LAWS, RULES, AND REGULATIONS, AS
MAY BE DEEMED NECESSARY FOR SAID PURPOSE.
WHEREAS, the Miami Police Department ("MPD") Marine Patrol Division ("Police") and
the Department of Fire -Rescue ("Fire -Rescue") has a continued need for boat maintenance,
repairs, parts and related marine service; and
WHEREAS, the Department of Procurement ("Procurement") issued Invitation for Bids
("IFB") No. 1781386 to establish a contract for boat maintenance, repairs, parts, and related
marine services, on an emergency basis, and on an as needed basis, to be awarded, for an
initial term of three (3) years, with the option to renew for one (1) additional three (3) year
period; and
WHEREAS, on May 17, 2024, Procurement received four (4) bids in response to the
IFB, which was evaluated and tabulated following the required guidelines of the IFB, and one (1)
Bid was deemed non -responsive and three (3) Bidders, Barnacle King LLC ("Barnacle King"),
CRG Marine, Inc. d/b/a Strictly Yamaha ("CRG Marine"), and Miami Ski Nautique, Inc. d/b/a MN
Marine Group ("MN Marine") were deemed responsive and responsible Bidders;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The bids received on May 17, 2024, pursuant to IFB No. 1781386, to
establish a contract for boat maintenance, repairs, parts, and related marine service, on an
emergency basis, and on an as needed basis, from Barnacle King, CRG Marine, and MN
Marine, the responsive and responsible Bidders, for Groups 1, 3, 4, and 6, for an initial term of
three (3) years, with the option to renew for one (1) additional three (3) year period, are
accepted.
Section 3. Funds to be allocated from the various sources of funds from the end user
departments and agencies, subject to the availability of funds and budgetary approval at the
time of need.
Section 4. The City Manager is authorized to negotiate and execute any and all
documents, including any contracts, amendments, renewals, and extensions, subject to all
allocations, appropriations, prior budgetary approvals, and compliance with applicable
provisions of the Code of the City of Miami, Florida, as amended ("City Code"), including the
City of Miami's Procurement Ordinance, Anti -Deficiency Act, and Financial Integrity Principles,
all as set forth in Chapter 18 of the City Code, all in forms acceptable to the City Attorney, and in
compliance with all applicable laws, rules, and regulations, as may be deemed necessary for
said purpose.
Section 5. This Resolution shall become effective immediately upon its adoption.
