Staff Report and Business Impact Statement
To allow certain uses and signs by Right in "CS" Civic Space Transect Zone
Purpose:
The purpose of this legislation is to allow Recreational Facilities Uses such as golf courses, parks, camping
facilities, playfields, and playgrounds and Community Facilities Uses such as community centers; and
cultural facilities, such as libraries and museums to be allow by right in "CS" Civic Space Transect
Zone. Currently Recreational Facilities and Community Facilities in "CS" Civic Space Transect Zone
are processed by Warrant. Additionally, this legislation will allow for illuminated monument sign
below eight (8) feet in height by right. Illuminated monument signs greater than eight (8) feet in
height and lower than 14 feet in height will still require a warrant.
Estimated Direct Economic Impact:
• There are no direct compliance costs that will be incurred by the ordinance amendment.
• There are no new charges or fees that businesses will be subject to or financially responsible for
based on the ordinance amendment.
• It is estimated that this ordinance amendment will be revenue neutral for the City. The majority of
Community Facilities and Recreational Uses and illuminated monuments under eight (8) feet in
height located in `CS" Civic Space Transect Zone are owned and operated by the City. Currently
there is fee waiver in place for any City projects located in Parks.
Estimated Number of Businesses to be Impacted:
As per Section 5.7.1.5 of Miami 21 Code all Community facility and Recreational Facility Uses shall
be government owned or operated only. As such it is not anticipated that any private businesses will
be impacted
