Dear City Commissioners, We care about our community and have worked hard towards ensuring we
do all we can to promote a resilient livable and prosperous BrickeLL. As an RTZ site the Babylon
property would be allowed to go up to 1,049ft. (100 stories) in height with zero -foot setbacks from
the ground to the maximum height. The lot is just 15,646 sf. This totally goes against Miami 21
codes. The rezoning of the Babylon site was a takeover by the County of existing City of Miami
rules (Miami 21) that were in place to stop unwarranted out -of -control growth. It's just like the
Tallahassee takeover of local authority in Miami -Dade County that that we always complain about.
Please do everything in your power to undo the rezoning of 240 SE 14th ST, Miami so a lot of
people don't lose their quality of life. Thank you so much and Happy Holidays!
Dear Commissioners, The developers of the Upper Buena Vista plaza, in District 5, wilt come before
you asking for an upzoning (PZ13 14742 & PZ14 14743). These items, however, never should have
passed the PZAB board. The developers appeared before the board with a fraudulent List of
signatures, claiming community support. It was signed multiple times by friends, developers,
mystery LLCs, and, mostly, people who Live in neighborhoods unaffected by the upzoning. (The
evidence supporting this claim was already presented to Commissioner King). More troubling,
however, is the dear conflict of interest and ethical impropriety that was openly displayed at the
PZAB meeting. The video Linked below shows how insiders convinced the board to unanimously
approve their request despite the fact that several of the properties seeking the upzoning were for
sale at the time of the request —a dear indication that the developers have one intention: obtain an
upzoning to increase the value of their portfolio, then sett (an old ploy). Board members openly
articulated they would not pass the item if not for the fact that they personally know the applicants
and their representatives. The video, prepared for Thursday's commission meeting, is Limited to three
minutes, as that is the maximum Length that can be presented Live. A Longer version, however, is
being prepared to be shared more widely depending on the outcome. The Upper Buena Vista
Neighborhood Association's (UBVNA) Leadership has tried to negotiate with the developers to obtain
a covenant protecting nearby properties, but the process has been unproductive. UBVNA members
who Live on streets next to the plaza (who are directly impacted by the upzoning), meanwhile,
oppose the upzoning entirely. The plaza as it is now, is an asset. Razing it for high -end
condominiums or short-term rentals, as a new buyer surely would to maximize profits, would be a
disaster for the neighborhood. We implore you, in Light of the evidence presented in the video, to do
the right thing and send these items back to PZAB for a re -hearing, so that nearby residents can
address the above issues (an opportunity they did not have since the items were debated at PZAB

PZ. 1 ViLtage / Design Place apartment complex to allow a drastically over -sized development of 20 story

In 2022, I was proud to purchase my first home at 26 years old. As someone who came from
parents of a lower -middle class family, this was an ultimate dream. Unlike others, I saved my money
to be able to invest in a home in Miami which I have grown to love and in an area where I am an
active member of my community. The February 2024 MD -County RTZ rezoning in Brickell at the
Babylon site will adversely affect the lives of residents and increase density without improving access
to Metrorail. Traffic congestion and lack of infrastructure improvements are already a huge issue.
Brickell Bay Dr which just less than 2 years ago was a relatively quite street is already seeing the
averse affects of a greater population that isn't met with proper infrastructure. Higher temperatures in
the summer and lack of trees for shade make it even harder for us to move throughout the year. As
residents and as a community we worked with our elected officials in the City of Miami to keep the
appropriate zoning in place. We were pleased when Mayor Francis Suarez vetoed the original
rezoning in 2019 to stop the unwanted and unnecessary development. The County has stepped in
and manipulated the code which will give extra height to the building and which has effectively
circumvented what had already been rejected twice. The RTZ rezoning does not meet the goals of
RTZ designation, because it will not produce more density and therefore will not increase ridership
for the Metrorail. This is a slice of Miami/Brickell that should not be developed to 100 stories -- which

authority in Miami -Dade County that that we always complain about. There are several condo
associations and members across Brickell who are vigorously voicing our collective concern and
objection to this errant zoning change. Brickell Bay Drive is a unique, small enclave in a much Larger
Brickell neighborhood. The City of Miami previous actions and Commissioner Higgins' own
statements on the record recognize that Brickell Bay Drive is not the place for a skyscraper. We Urge
Immediate Action I understand that negotiations between the City of Miami and Miami -Dade County
to resolve this usurpation of the wilt of the city and its residents have recently broken down. As a
resident and voter, we urge the two sides to sit down at the table immediately and undo this unjust
