HomeMy WebLinkAboutR-24-0450City of Miami Resolution R-24-0450 Legislation City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 16930 Final Action Date: 11/21/2024 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED "STATE HOMELAND SECURITY GRANT PROGRAM SUB -RECIPIENT AGREEMENT FOR EXPENDITURE OF LOCAL GOVERNMENT UNIT FUNDING FOR FLORIDA URBAN SEARCH AND RESCUE TASK FORCES FOR FISCAL YEAR 2024"; AUTHORIZING THE CITY MANAGER TO ACCEPT A GRANT IN THE AMOUNT OF $71,034.00 FROM THE UNITED STATES DEPARTMENT OF HOMELAND SECURITY, FEDERAL EMERGENCY MANAGEMENT AGENCY, THROUGH THE STATE OF FLORIDA, DIVISION OF EMERGENCY MANAGEMENT; APPROPRIATING SAID GRANT FOR THE PURPOSE OF SUSTAINING FLORIDA URBAN SEARCH AND RESCUE TASK FORCE 2 TEAM CAPABILITIES THROUGH EQUIPMENT RELATED EXPENDITURES; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, AND ANY AND ALL NECESSARY DOCUMENTS, INCLUDING AMENDMENTS, RENEWALS, AND EXTENSIONS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, FOR THE ACCEPTANCE AND COMPLIANCE WITH SAID GRANT AWARD. WHEREAS, the City of Miami ("City") has been awarded a grant in the amount of $71,034.00 ("Grant"), from the United States Department of Homeland Security, Federal Emergency Management Agency ("FEMA"), passed through the State of Florida Division of Emergency Management ("FDEM"); and WHEREAS, pursuant to the Grant's stipulations, said funds shall be utilized by Florida Urban Search and Rescue Task Force 2 for the purpose of sustaining team capabilities through training and equipment related expenditures ("Program"); and WHEREAS, there are no matching City funds required; and WHEREAS, the period of the Grant term commences on the date the Grant Agreement is fully executed and expires on August 31, 2026; and WHEREAS, it is appropriate for the City Commission to accept the Grant and to establish a special revenue project for the appropriation of the Grant for the Program; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. Section 3 The following new Special Revenue Project is established and resources are appropriated as described below: FUND TITLE: State Homeland Grant Program Sub -Recipient Agreement for Expenditure of Local Government Unit Funding for Florida Urban Search and Rescue Task Force — FY 2024 RESOURCES Grant Funds from FEMA through FDEM $71,034.00 APPROPRIATIONS: Urban Search and Rescue Task Force 2 $71,034.00 Section 4. The City Manager is further authorized' to execute a Grant Agreement, in substantially the attached form, execute any and all necessary documents, including amendments, renewals, and extensions, all in forms acceptable to the City Attorney, to implement the acceptance, administration, and compliance with the Grant. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: ge = .
