Subject: Declare - No Objection and Supporting - FDOT Projects SR-90/ US-41
Purpose of Item:
A Resolution of the Miami City Commission, with attachment(s), declaring no objection
and supporting the Florida Department of Transportation ("FDOT") projects on SR-90/
US-41 / SW 7 Street from east of SW 27 Avenue to west of SW 2 Avenue within the
limits of the City of Miami ("City") including the closure of the connection of SW 4
Avenue with SW 7 Street, and the conversion of SW 3 Avenue between SW 6 Street
and SW 7 Street from a one-way road to a two-way road, as depicted in Exhibit "A,"
attached and incorporated; directing the City Clerk to transmit a copy of this resolution
to the District Secretary of the FDOT, District Six; providing for an effective date.
Background of Item:
The FDOT has developed design plans Financial Management ("FM") Project No. FM
447808-1-52-01 for the milling and resurfacing of the existing asphalt pavement, ADA
improvements, installation of new roadway signage and pavement markings, upgrading
pedestrian and street signalization system, replacing signal and lighting pull boxes,
widening 1-95 southbound off -ramp to SW 7 Street, closing SW 4 Avenue at SW 7
Street and converting SW 4 Avenue to two-way traffic, widening SW 3 Avenue from
two-way, two -lanes traffic to two-way, three -lanes traffic, street lighting improvements,
landscape improvements and utility relocations. The City Commission approved
Resolution R-24-0290 and subsequently FDOT and the City executed on August 26,
2024, an Off -System Construction and Maintenance Agreement for all work related to
Project No. FM 447808-1-52-01 on roads not in the State Highway System but on City
right-of-way. FDOT is requesting a City Resolution of no objection and support to the
improvements on City right-of-way (Exhibit A) and most specifically for the closure and
removal of the connection of SW 4 Avenue with SW 7 Street maintaining access to all
existing properties and emergency vehicles, and the conversion of SW 3 Avenue
between SW 6 Street and SW 7 Street from a one-way road to a two-way road by
removing four on -street parking spaces and an existing bicycle rental station. The Miami
City Commission has no objection and supports the proposed Project.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
DECLARING NO OBJECTION AND SUPPORTING THE FLORIDA DEPARTMENT OF
TRANSPORTATION ("FDOT") PROJECTS ON STATE ROAD 90 ("SR-90")/ UNITED
STATES HIGHWAY 41 ("US-41")/ SOUTHWEST 7 STREET FROM EAST OF
SOUTHWEST 27 AVENUE TO WEST OF SOUTHWEST 2 AVENUE WITHIN THE
LIMITS OF THE CITY OF MIAMI ("CITY") INCLUDING THE CLOSURE OF THE
CONNECTION OF SOUTHWEST 4 AVENUE WITH SOUTHWEST 7 STREET, AND
THE CONVERSION OF SOUTHWEST 3 AVENUE BETWEEN SOUTHWEST 6
STREET AND SOUTHWEST 7 STREET FROM A ONE-WAY ROAD TO A TWO-WAY
ROAD, AS DEPICTED IN EXHIBIT "A," ATTACHED AND INCORPORATED;
DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF THIS RESOLUTION TO
THE DISTRICT SECRETARY OF THE FDOT, DISTRICT SIX; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the Florida Department of Transportation ("FDOT") has developed design

25, 2024, and subsequently FDOT and the City of Miami ("City") executed on August 26, 2024,
an Off -System Construction and Maintenance Agreement for all work related to Project No. FM
447808-1-52-01 on roads not in the State Highway System but on City right-of-way; and
WHEREAS, FDOT is requesting a City Resolution of no objection and support to the

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble of this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The Miami City Commission declares no objection and supports the FDOT
Project.
Section 3. The City Clerk is directed to transmit a copy of this Resolution to the District
Secretary of the Florida Department of Transportation, District Six.
Section 4. This Resolution shall become effective immediately upon its adoption.
