Subject: Execute WASD Agrmt — New City of Miami Administrative Building
Purpose of Item:
A Resolution of the Miami City Commission, with attachment(s), authorizing the City
Manager to negotiate and execute an Agreement for Water and Sanitary Sewer
Facilities ("Agreement"), and enter into any required joinders for said Agreement, in a
form acceptable to the City Attorney, with the Miami -Dade County Water and Sewer
Department for the provision of water and sanitary sewer services to a City of Miami
owned property ("Owner") located at 1800-1822 NW 37th Ave ("Property"); further
authorizing the City Manager to negotiate and execute all other necessary documents,
including amendments and modifications to said Agreement, in a form acceptable to the
City Attorney, as may be necessary to effectuate said Agreement.
Background of Item:
The City of Miami ("City") is interested in moving the City's administrative facility from
the MRC to another location in order to accommodate the increasing number of the
City's administrative employees and meet the growing needs of the City's residents and
businesses. On June 9, 2022, the City adopted Resolution No. R-22-0218 directing the
City Manager to negotiate an Amended and Restated Development Management &
Construction Agreement for the selection of the 1800-1822 Northwest 37th Avenue,
Miami, Florida 33125, Folio No. 01-3132-000-0090 ("Melreese Site") as the new location
for the Administration Project. The City requires water and sewer services to be
rendered for the development of the Property and a water and sanitary sewer
agreement ("Agreement") must be executed between WASD and the City.
The Miami -Dade Water and Sewer Department, a body corporate and political
subdivision of the State of Florida ("WASD"), requires a Water and Sanitary Sewer
Facilities Agreement ("Agreement") between WASD, and the City.
As the City is the owner of the Property, WASD is requesting that the City enter into the
Agreement. The City Manager hereby requests authorization to negotiate and execute
the Agreement, and any other agreements, including signing all permit applications,
government approval applications, and related documents amendments and
modifications to said Agreement, as may be required by WASD for water and sewer
services to the Property, all in a form acceptable to the City Attorney.

A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY
MANAGER TO NEGOTIATE AND EXECUTE AN AGREEMENT FOR WATER AND
SANITARY SEWER FACILITIES ("AGREEMENT"), AND ENTER INTO ANY
REQUIRED JOINDERS FOR SAID AGREEMENT, IN A FORM ACCEPTABLE TO THE
CITY ATTORNEY, WITH THE MIAMI-DADE COUNTY WATER AND SEWER
DEPARTMENT FOR THE PROVISION OF WATER AND SANITARY SEWER
SERVICES TO A CITY OF MIAMI OWNED PROPERTY LOCATED AT 1800-1822
NORTHWEST 37TH AVENUE, MIAMI, FLORIDA; FURTHER AUTHORIZING THE
CITY MANAGER TO NEGOTIATE AND EXECUTE ANY OTHER AGREEMENTS,
INCLUDING SIGNING ALL PERMIT APPLICATIONS, GOVERNMENT APPROVAL
APPLICATIONS, REQUIRED JOINDERS, AND RELATED DOCUMENTS,
AMENDMENTS, AND MODIFICATIONS TO SAID AGREEMENT, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, AS MAY BE NECESSARY TO
EFFECTUATE SAID AGREEMENT.
WHEREAS, pursuant to Resolution No. R-23-0547, adopted on December 13, 2023, the
City Commission authorized the City Manager to execute an Amended and Restated
Development Management & Construction Agreement for the development of the new City of
Miami ("City") administrative facility ("Administrative Facility") to be located at 1802 Northwest
37th Avenue, Miami, Florida 33125, Folio No. 01-3132-000-0090 ("Property"); and
WHEREAS, the City, as owner of the Property, requires water and sewer services to be
rendered for the development of the Administrative Facility and the Miami -Dade County Water
and Sewer Department ("WASD") requires a Water and Sanitary Sewer Facilities Agreement
("Agreement") to provide said service; and
WHEREAS, the City Manager hereby requests authorization to negotiate and execute
the Agreement, and any other agreements, including signing all permit applications, government
approval applications, required joinders, and related documents, amendments, and
modifications to said Agreement, as may be required by WASD for water and sewer services to
the Property for the Administrative Facility, all in a form acceptable to the City Attorney;
NOW, THEREFORE, BE IT RESOLVED BY THE MIAMI CITY COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is hereby authorized1 to negotiate and execute the
Agreement, for water and sanitary sewer facilities between WASD and the City, in a form

acceptable to the City Attorney, for the provision of water and sanitary sewer services to the
Property for the Administrative Facility.
Section 3. The City Manager is further authorized' to negotiate and execute all other
agreements, including signing all permit applications, government approval applications,
required joinders, and related documents, amendments, and modifications to said Agreement,
all in a form acceptable to the City Attorney, as may be necessary to effectuate said Agreement.
Section 4. This Resolution shall be effective immediately upon its adoption.
