Purpose of Item:
A Resolution of the Miami City Commission, with attachment(s), establishing a new
Special Revenue Project titled "2024 BJA FY24 Prosecuting Cold Cases Using DNA"
and accepting a grant award from the United States Department of Justice, Office of
Justice Programs, Bureau of Justice Assistance, in the amount of $500,000.00, with no
local match required, appropriating the grant funds to the Miami Police Department
("MPD") to support overtime for detectives in the Cold Case Detail and Miami -Dade
Police Department's Lab personnel to complete a certified inventory of unresolved code
case crimes under MPD's jurisdiction; further authorizing the City Manager to designate
the Chief of Police to execute any and all other necessary documents, all in forms
acceptable to the City Attorney, in order to implement the acceptance and
administration of, and compliance with, said grant award.
Background of Item:
The City of Miami ("City") has been awarded a Cold Case grant by the United States
Department of Justice, Office of Justice Programs, Bureau of Justice Assistance in the
amount of $500,000.00. The grant award will allow the City of Miami Police Department
to implement a streamlined process that ensure each cold case is handled with
meticulous attention to detail, leveraging the latest forensic technologies and prosecutor
engagement to enhance the likelihood of resolving these challenging cases. The grant
funding will be utilized to cover overtime, travel, supplies and collaborative efforts with
the Miami -Dade Police Department Forensic Services Division. The grant funding
period is from October 1, 2024, through September 30, 2027, with no matching funds
required.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED "2024 BJA FY24
PROSECUTING COLD CASES USING DNA"; AUTHORIZING THE CITY MANAGER
TO ACCEPT A GRANT AWARD FROM THE UNITED STATES DEPARTMENT OF
JUSTICE, OFFICE OF JUSTICE PROGRAMS, BUREAU OF JUSTICE ASSISTANCE,
IN THE AMOUNT OF $500,000.00, WITH NO LOCAL MATCH REQUIRED, AND
APPROPRIATING SAID GRANT TO THE MIAMI POLICE DEPARTMENT ("MPD") TO
SUPPORT EXPENDITURES FOR MPD PERSONNEL IN THE COLD CASE DETAIL
AND MIAMI-DADE POLICE DEPARTMENT'S LAB PERSONNEL TO COMPLETE A
CERTIFIED INVENTORY OF UNRESOLVED COLD CASE INVESTIGATION WITHIN
MPD'S JURISDICTION; AUTHORIZING THE CITY MANAGER TO EXECUTE A
GRANT AWARD AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, WITH
THE GRANTOR; FURTHER AUTHORIZING THE CITY MANAGER TO DESIGNATE
THE CHIEF OF POLICE OR OTHER DESIGNEE TO NEGOTIATE AND EXECUTE
ANY AND ALL OTHER NECESSARY DOCUMENTS, ALL IN FORMS ACCEPTABLE
TO THE CITY ATTORNEY, IN ORDER TO IMPLEMENT THE ACCEPTANCE AND
ADMINISTRATION OF THE GRANT.
WHEREAS, the City of Miami ("City") has been awarded a grant by the United States
Department of Justice, Office of Justice Programs, Bureau of Justice Assistance ("BJA") in the
amount of $500,000.00, with no required local match ("Grant"), to provide the Miami Police
Department ("MPD") funding to review and update unsolved cold case investigations; and
WHEREAS, the grant award will allow the MPD to implement a streamlined process to
ensure each cold case is reviewed, handled with meticulous attention to detail, and collaborate
with the Miami -Dade Police Department's ("MDPD") Forensic Services Division to leverage the
latest forensic technologies to enhance the likelihood of solving cold cases; and
WHEREAS, the Grant funds will be utilized to support MPD expenditures for personnel
overtime, travel, supplies and collaborative efforts with MDPD's Forensic Services Division; and
WHEREAS, the Grant period commences on October 1, 2024, through September 30,
2027;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Project is established and resources are
appropriated as described below:
FUND TITLE: 2024 BJA FY24 Prosecuting Cold Cases Using DNA
RESOURCES: United States Department of Justice,
Office of Justice Programs, Bureau of Justice Assistance $500,000.00
APPROPRIATIONS:M.P.D. Cold Case Investigations $500,000.00
Section 3. The City Manager is authorized' to execute a Grant agreement, in
substantially the attached form, to accept the Grant funds from BJA, and to appropriate said
funds to MPD to support expenditures of MPD's Cold Case Detail to complete a certified
inventory of unresolved cold case investigation.
Section 4. The City Manager is further authorized' to designate the Chief of Police, or
other designee, to negotiate and execute any and all other necessary documents, all in forms
acceptable to the City Attorney, to implement the acceptance and administration of the Grant.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City of Miami Commission.
