Background of Item: Members of the Miami Police Department will be part of a joint operation in the Presidential Inauguration Task Force comprised of the Metropolitan Police Department of District of Columbia, Office of the United States Attorney for District of Columbia, United States Marshals Service, United States Secret Service, United States Federal Bureau of Investigation, National Park Service, Miami Police Department and other agencies, who will act as partners in the operation of the PITF. The purpose of the MOU is to outline the mission of the PITF. Participating agencies will coordinate their activities and be considered a member of the PITF, sharing information and coordinating investigative and law enforcement efforts which may result from any apprehensions originating from the PITF. AREA FROM JANUARY 17, 2025, TO JANUARY 21, 2025. WHEREAS, the inauguration of the next President of the United States of America will take place in Washington, D.C. from January 17, 2025, to January 21, 2025; and WHEREAS, the Presidential Inauguration Task Force ("PITF") is a joint operation comprised of state, local, and federal law enforcement agencies, including the Metropolitan Police Department of District of Columbia, Office of the United States Attorney for the District of Columbia, United States Marshals Service, the U.S. Secret Service, the U.S. Federal Bureau of Investigation, the National Park Service, and other agencies to act as partners in the operation of the PITF; and WHEREAS, the mission of the PITF is to achieve maximum coordination and cooperation by combining resources to promote the safety of the President of the United States, inaugural ceremony participants, the public, visitors and residents while allowing individuals and groups to exercise their constitutional rights; and WHEREAS, law enforcement personnel from the City of Miami ("City") Department of Police ("MPD") have been requested to assist during the inauguration of the next President of the United States of America as a participating law enforcement agency of the PITF; and WHEREAS, the purpose of the Memorandum of Understanding ("MOU") is to define relationships between the United States Marshals Service, the Metropolitan Police Department of the District of Columbia , MPD, and other participating agencies of the PITF with regard to policy, guidance, utilization of resources, planning, training, public relations and media in order to maximize interagency cooperation in the Washington, D.C. area from January 17, 2025 to January 21, 2025; and WHEREAS, all units that are participating agencies will coordinate their activities and be considered a member of the PITF, sharing information and coordinating investigative and law enforcement efforts which may result from any apprehensions originating from the PITF; NOW THEREFORE BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized' to execute a MOU, in substantially the attached form, between the U.S. Attorney for the District of Columbia, the Metropolitan Police Department of the District of Columbia, and the City, allowing MPD to participate in the PITF in Washington D.C., from January 17, 2025, to January 21, 2025. Section 3. This Resolution shall become effective immediately upon its adoption.
