Background of Item: The Department of Homeland Security has annually awarded a grant to the South Florida Urban Search and Rescue Task Force 2 ("USAR") , for the continued operation of the City's USAR Program. Said grant for Fiscal Year 2023 is currently in an amount not to exceed $1,317,456.00 commencing September 1st, 2023 thru August 31st, 2026. At this time, FEMA is appropriating supplemental funding in the amount of $145,372.00 to continue the re -capitalization of the task force equipment cache. It is now appropriate to accept said supplemental funding of $145,372.00 and increase special revenue project and appropriate funds not to exceed $1,462,828.00. WHEREAS, the City of Miami ("City") was awarded a grant titled National Urban Search & Rescue Response System Readiness Cooperative Agreement, Agreement Number EMW-2023- CA-05396 in the amount of $1,317,456.00 ("Grant") from the Department of Homeland Security ("DHS"), Federal Emergency Management Agency ("FEMA"); and WHEREAS, the City accepted the Grant pursuant to Resolution No. R-23-0507, adopted on November 16, 2023; and WHEREAS, on September 20, 2024, the City was notified that it was awarded supplemental funding in the amount of $145,372.00 ("Supplemental Grant") for a new total grant amount of $1,462,828.00; and WHEREAS, there are no additional matching funds required; and WHEREAS, pursuant to the terms and requirements of the Grant, the funds will be used by the Department of Fire -Rescue for the continuation of recapitalization of the task force equipment cache; and WHEREAS, it is appropriate for the City Commission to authorize the City Manager to accept the Supplemental Grant, appropriate the funds of the Supplemental Grant to the existing special revenue account titled "Fiscal Year 2023 — Department of Homeland Security — FEMA — USAR Cooperative Agreement" and authorize the City Manager to negotiate and execute any and all necessary documents, including amendments, renewals, and extensions, all in forms acceptable to the City Attorney, in order to implement acceptance of and compliance with said Supplemental Grant; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: APPROPRIATIONS: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized' to accept the Supplemental Grant in the amount of $145,372.00 from FEMA. Section 3. The following resources are appropriated as described below: FUND TITLE: Fiscal Year 2023 - Department of Homeland Security — FEMA — USAR Cooperative Agreement RESOURCES: FEMA AWARD (Accepted R-23-0507) $1,317,456.00 FEMA Supplemental Award $ 145,372.00 $1,462,828.00 Section 4. The City Manager is further authorized' to negotiate and execute any and all necessary documents, including amendments, renewals, and extensions, all in forms acceptable to the City Attorney, in order to implement the acceptance of and compliance with the Grant. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: rge Wyy•ng III, C y tor -v 11/12/2024 1 The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but not limited to those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
