HomeMy WebLinkAboutStaff Report and Business Impact Statement• E c� 0 • U Office of Zoning Staff Report and Business Impact Statement Administrative Site PIarh Review (ASPR) Purpose: The purpose of this ordinance is to establish an optional permit for projects eligible to proceed By Right. Administrative Site Plan Review (ASPR) is an improvement to streamline the permitting process. The amendment includes creating a three-year time limitation to vest special permit approvals and allows tolling during the pendency of an appeal or other litigation challenges. In addition, the amendment revises phased project requirements as to approval by the Planning Director and clarifies previously adopted floor plate length and area. Estimated Direct Economic Impact: • No direct compliance cost is associated with the amendment. Developers and property owners must elect to participate in the program. • The current fee for ASPR will be akin to the current Preliminary Zoning Review application fee, which is a standard fee of $475.00 and $0.05 per square feet for single family and duplex uses; and a standard fee of $1000.00 and 0.05 per square feet for all other uses. • It is anticipated that this amendment will have a net positive impact on City's revenues. • In Fiscal Year 23-24, 357 Special Permit applications were received. Estimated Number of Businesses to be Impacted: • The estimated number of businesses to be impacted by this amendment cannot be determined due to the ambiguities created by the voluntary nature of the amendment. • All applicants filing for a Special Permit (Warrant, Waiver, Exception, Variance, ASPR) through the Planning Department and Office of Zoning will be impacted.
