Nirvana Master Association represents approximately 750 residents, the largest condominium complex
in the Bayside neighborhood and the community directly south of and adjacent to Adela and this new
proposed development.
We strongly oppose any upzoning or rezoning of the MiMo Bay Development (Adele Phase 2). The
proposal for upzoning/rezoning is completely inconsistent with concerns raised by a representative of
our community, Will Arthur, Previous Board of Directors President, repeatedly over the past two years.
It has the potential to exacerbate our concerns around density/height, parking, traffic congestion and
compatibility and to set an unwanted precedent for overdevelopment in this already high -density,
neighborhood enclave where we are currently experiencing major congestion issues.
We respectfully request that ANY change in zoning, the applicant's request for rezoning the MiMo Bay
Development (Adele Phase 2) to T6-8 — OR the City staff recommendation to rezone from T5-R to T5-
0 — be denied. We understand that the Bayside Residents Association (BRA), which represents
residents/merchants in the neighborhood where Nirvana resides and all the other neighboring
associations that will also be impacted by this development (Palm Grove, MiMo/Biscayne Historic
District, Belle Meade) share our concerns over and oppose any kind of upzoning/rezoning for MiMo Bay
Development (Adela Phase 2).
We remain willing to engage with the developer to discuss alternative development plans that can be
done without upzoning/rezoning as well as address the concerns of all stakeholders.

Bayside Residents Association (BRA) represents the residents, property owners and merchants from NE 60th
Street to NE 72nd Street, East of Biscayne. The Project in question is within our Association's area, which
includes Bayside Historic District and is adjacent to one of Miami's few remaining and renowned
greenspaces, Historic Legion Park.
The owners of MiMo Bay Apartments (Adela Phase 2) have engaged with representatives of the BRA Board
for the past two years regarding their proposal for redevelopment. BRA and the community welcome
mindful, respectful and compatible development, but from inception, we have been steadfast in our
communication that any development proposal must not exceed T5-R zoning limitations/restrictions. From
the initial meeting a number of potential concerns regarding this Property were raised: density, height,
parking, traffic congestion, and compatibility with Historic Legion Park. Initially the developer appeared to
listen to and tried to address those concerns in a constructive manner. However, over the course of the past
two years, the proposed development changed dramatically multiple times, each time exacerbating all the
community's concerns, particularly those concerns raised over upzoning/rezoning. These views were made
clear by the greater community to the developer at several townhall meetings hosted by Commissioner King
and during a plethora of individual conference calls with BRA Board representatives.
The developer's proposal for upzoning/rezoning was made without prior support from the community and
most importantly, against the will of the community. In fact, the representatives of the BRA Board made it
clear to the developer that any kind of upzoning/rezoning would be a deal -breaker. This PZAB hearing is
taking place the week following a holiday weekend, and so our Board was forced to call an emergency
meeting this weekend to consider and discuss the matter.
The proposal for rezoning is completely inconsistent with concerns raised by the community repeatedly over
the past two years. It has the potential to exacerbate the concerns around density, height, parking, traffic
congestion and compatibility to an unacceptable level.
On behalf of the Bayside Residents Association, we respectfully request that ANY change in zoning, the
applicant's request for rezoning the Property to T6-8 — OR the City staff recommendation to rezone from T5-
R to T5-O — be denied. We understand that all the other neighboring associations, which will also be
impacted by this development (Nirvana, Palm Grove, MiMo/Biscayne Historic District, Belle Meade) share
our concerns.
