HomeMy WebLinkAboutBusiness Impact StatementPlanning Department Staff Report and Business Impact Statement Esbishing a fee for the k, Lotion Trust Fund Purpose: The City Commission adopted Ordinance No. 13568 on October 22, 2015, which established the Transportation Trust Fund. Article 4, Table 4 of Ordinance No. 13114, the Zoning Ordinance of the City of Miami, Florida, as amended, ("Miami 21 Code") provides for a 50% reduction in parking spaces within Transit Oriented Development areas and along Transit Corridors with payment into the Transportation Trust Fund by process of Exception approved by City Commission. No fee for payment was established at the time of adoption of the Transportation Trust Fund. This amendment establishes a fee on $20,000 dollars per space and $10,000 dollars per half space. Estimated Direct Economic Impact: • No direct compliance cost is associated with the amendment. Business and property owners must elect to participate in the program. • This amendment establishes a fee on $20,000 dollars per parking space and $10,000 dollars per half parking space if City Commission approves a reudction in parking. • This will have a positive impact on City revenues as it creates a new revenue stream. Since the conversition of the application type from Waiver to Exception in Spring 2022, only one (1) application has been approved by the City Commssion for a reducation in parking with payment into the Transit Trust Fund. Estimated Number of Businesses to be Impacted: The estimated number of businesses to be impacted by this amendment cannot be determined due to the ambiguities created by the voluntary nature of the amendment. Additional Information: The proposed amendment meets the intent of Goal TR-1, Objective TR1.1, Policy TR-1.1.3, Policy TR-1.1.4, Policy TR-1.1.5, Objective TR-1.2, Policy TR-1.2.1, and Policy TR-1.2.4 of maintaining an effective and cost-efficient circulation network that provides transportation for all persons while reducing both the dependency on automobiles and overall roadway congestion. Recommendation: Approval
