She believes the city council needs to focus on more in affordable hous- ing. She told the Herald many of her students and their families are moving out Hialeah due to lack of affordable housing. According to the Miami -Dade Affordable Housing Plan, prepared by Florida International University in 2020, more than 12,000 new rental units are needed to meet the city's housing de- mand. In January, the city established an Affordable Housing Task Force, and new ordinanc- es expected soon mandating a percentage of affordable housing in the city. Espinosa is married to Justo Espinosa, Hialeah's Transit Director, which could potentially raise concerns about a conflict of interest. She told the Herald that if appointed woucouncilas member, she lrecuse herself from voting on any mat- ters that directly involve her husband. She said that her decisions would be based on her own independent views. "1 will always vote based on what 1 believe is right," she said. "The fact that the mayor is my bus - band's boss will not influ- ence my decisions." "I'm not doing this as his wife or former employee," Espi- nosa added. Montandon has an Associate's in Arts degree in Psychology from Mia- mi Dade College and a Bachelor's degree in Psychology from Florida International University. Montandon said her background in clinical psychology, along with her experience as educa- tion director for the Cen- ter for Financial Training, a nonprofit in partnership with Miami Dade Col- lege, would help her serve effectively as an interim council member and advocate for Hia- leah's residents. • Juan Santana, 41, is an activist who frequently speaks out at council meetings about local developments, rising fees for water and trash serv- ices and other issues affecting long-time resi- dents. Santana is a former three -time mayoral can- didate and a former can- didate for an interim council seat in 2022 and July 2024. Santana prom- os to foster greater government transpar- ency, provide affordable housing for workers, and reduce trash collection fees and water bills. Santana holds a high school diploma and pur- sued political science in college, though he did not complete his degree. He is currently the vice president of Positive Hits Community Service Group South, a nonprofit organization dedicated to supporting people in need in Hialeah. • Lawrence Jay Arther, 58, • military veteran, attended the special meeting on Nov. 4, when the council discussed the process to roll the vacant seat. During the meeting, he announced his in- tention to apply for the position. Arther urged the council and mayor to "stop harming people, especially veterans, with fines." Hialeah records shows that Arther resides in a property that accu- mulated fines in 2023 for code compliance vio- lations. "I'm asking you to stop harming people with fines and other measures you have in place. I'm asking you to find in your heart alternative ways... and please consider me for the city council," Archer said. In his letter of intent, Arther said he was apply- ing because he has "the interest of the communi- ty not my own agenda — working for the better- ment of the community, disabled veterans, and all those who feel they don't have ." However, his application lacks a resume and details about his military service. Espinosa and Montan- don, the two female can- didates, have expressed interest in running for the council seat in the 2025 election if appointed to the interim position. However, the council is seeking a "placeholder" to serve for one year until a decision is made about who will ultimately rum for the seat. Next year, Hialeah will have four of its seven council seats on the bal- lot, along with the may- or's Two of these seats are up for reelec- tion, while the other two would be held by interim council members. One of the interim members, Melinda De La Vega, was appointed on July 16 to rill Pacheco's vacancy. Florida needs to watch BY ALEX asa.,1eral Aana., d.cont Tropical Storm Sara — cr at least its remnants — ould enter the Gulf of Mexico next week. Forecasters expect sig- nificant weakening as San crosses over the Yucatan Peninsula, likely reducing the chances it could pose a major threat to Florida later in the week. As of 4 p.m. Thursday, the National Hurricane Center track showed the storm skirting the coast of Honduras for the next few days before shooting over to Belize and crossing the Yucatan Peninsula — a passage over land now expected to cause the system to dissipate. That potential track over land could weaken the storm by the time it enters the Gulf of Mexico, nxrti..4 axe. I always say we never [ to be surprised in hurricane scares. The storm's slow ex- pected movement near Honduras' coast or inland could spell intense flood- ing for the Central Amer- ican country, and the hurricane center warned of life -threatening flood- ing" during the weekend. The region is expected to see 10-20 inches of and potentially up to 30 inches in some spots. The western shift in recent long-range comput- er models "is bad news for Central America but good news for Florida," WTVJ- NBC 6 Hurricane Special- ist John Morales posted on X. "Tropical Depression Nineteen (aSara) would spend days interacting with land, starving the storm from the fuel need- ed to rapidly strengthen," he noted. Long-range computer models suggest Tropical Depression 19 could cross over the Yucatan and head toward Florida's west oast, but the recent west- ward shift in models has inched the projected track farther north. The feds hinted at their answer in court pa- pers last month as defense attorneys continued to pressure prosecutors to nun over more evidence. The case is scheduled for trial in February but is likely robe postponed well into next year. At Thursday's court hearing, U.S. District Judge Kathleen Williams did not seta new trial date but acknowledged that it would seem "ridiculous" to think both sides would be ready for trial by Feb- ruary in light of the major changes in the indictment and the possibility of a death -penalty case. But the Ridge also u- pressed her frustration with the pace of the case so far, saying "this needs to move are quickly than it has been." Williams pushed prosecutors to complete arrangements with their Spanish counterparts so the defense team can travel to Madrid and investigate the alleged mow scene at the apartment, question wit- nesses and review other Assistant U.S. Attorney Jessica Obenauf told the 'judge that the U.S. At- tomey's Office and the FBI have been coordinat- ing efforts with the Span- ish National Police and other authorities overseas. Obenauf, joined by prose- cutor Lacee Monk, said "we're trying" to complete arrangements this month for the defense visit The issue of additionally charging Kneuvich with both kidnapping and kill- ing his wife runs parallel to another high -profile case n Miami: a Colomban man was arrested last month on the charge of kidnapping his former mistress and their 9-year-old daughter, re- sulting in thew deaths eight yeas ago. But Knerevich's case is strikingly different be - use the alleged crime involved his traveling from Miami to Serbia before prosecutors and FBI agents say he kid- napped his wife in Spain. 'CUNNING LEVEL OF DECEPTION' In two consecutive de. tendon hearings, a magist- rate judge in Miami or- dered that !Marovich remain in jail because he fonsidered him a "serious light tisk." Alter the second hear- ing, Magistrate Judge Edwin Tones concluded "there is ample evidence" to support the kidnapping Firefighters look for the body northern Italy in August. Her case against Knezevich, whose lawyers had asked the judge to reconsider his initial detention order. "Indeed, the evidence produced at the second hearing supports the Court's original finding that IKnezevichj presents a serious risk of flight given the cunning level of deception that he has demonstrated as part of the crime he is alleged to have engaged in," Torres ruled in a 17-page order in September. Torres also rejected the defense's "attack" that prosecutors have no juris- diction to bring the kid- napping charge in Miami because the alleged crime happened in Spain, saying their initial evidence sup- ported the case. After his arrest in May, an FBI agent dug into a trove of circumstantial evidence suggesting he had the means, opportuni- ty and motive to kidnap his estranged wife from her apartment in Madrid. BROWARD REAL ESTATE HOLDINGS Knezevich, who oper- ated a tech business, owned mullions of dollars in Broward County resi- dential real estate with his wife, a native of Colom- bia- They were fighting over these and other as- sets when she left for Spain in late December 2023. He's accused of leaving Miami the follow- ing month with a plan to track her down. She was reported missing by au- thorities on Feb. 2. The FBI believes the husband canted her body in a suitcase out of her Madrid apartment build- ing that evening, citing security -camera footage of him exiting the elevator. In August, the FBI joined Spanish and Italian au- thorities in a search for her corpse in the woods north of the Italian city of Vicenza, where a GPS alert on the husband's rented Peugeot 308 sug- gested he took a detour on his return trip from Spain of Ana Knezevich Henao in body has not been found. to Serbia. NO BLOOD FOUND IN MADRID APARTMENT At the second detention hearing, Kneoevich's law- yer, Weintraub, focused on a Spanish police forensic report that found no traces of blood" in the wife's Madrid apartment, contrary to what they initially claimed. Citing no signs of struggle, Knezev- ich's defense team sought his release based on this new piece of evidence. "I agree with you that some of their evidence is challengeable," Tortes said at the end of the hearing, but nonetheless ruled to detain Kneuvich. The judge also said he could not detect a "suit- case," as described by an FBI agent during her testi- mony, in the security - earners video of Knezev- ich at the wife's apartment building. The FBI suspects Kneuvich carved out Ana, a petite woman, in something that looks like suitcase, according to the agent's testimony. PURCHASES OF DUCT TAPE AND SPRAY PAINT However, Tortes cited the strength of another video showing Knerevich purchasing duct tape and spray paint at a Madrid hardware store. The tape might have been used to keep the front door of the wife's apartment building open during the alleged kidnapping and the spray paint might have been used to coat over the secu- rity camera in the lobby. "He was buying those supplies in that hardware store, including the can of spray paint, to make sure the video cameras did not catch him moving her out of the building," Tones said. The judge also pointed out that Knezevich alleg- edly wrote teat menages between him and a Col- ombian woman who pros- ecutors claim is his girl- friend. During one ex- change, he asked the woman to translate a mes- sage into "perfect Col- ombian" for a friend in Serbia writing a scrip. Knezevich told the woman he wanted the writing to sound authentic, accord- ing to the FBI. The day after Ana Rae - match disappeared, three fends told investigators they received the same strange message from her. It suggested she was still alive. "1 met someone wonderful. He has a sum- mer house about 2h from Madrid. We are going ....,- there now and 1 will spend a few days there. There is barely any signal though. I'll call you when I come back. Kisses," was the message on her ceflpbone. "He was engaging in a scheme to make it look like the wife was alive and well, communicating with her friends about a man she just met, when in fact she was never t0 be seen again," Torres said. The judge further noted that Knezevich flew in January from Miami to Turkey then to Serbia, where he has family, and then rented the Peugeot to drive to Spain. The judge noted he drove the rental car for thousands of miles from Belgrade to Madrid and back to Belgrade, keeping the car for 47 days. When he returned it to the rental agency, the windows had been tinted, stickers removed and license plates swapped out. "Ali these facts in com- bination reflect highly usual behavior for with the means to fly from Serbia to Spain if he wanted to visit a hardware store in Ma- drid," Torres wrote. "At a lime he was supposed to be visiting his family in Serbia, he was blocks way from the apartment where his wife was last fay Weaver: 305-376-3446, @jayhweaver CITY OF MIAMI.
