A RESOLUTION OF THE MIAMI CRY COMMISSION, WITH ATTACHMENTS,
ACCEPTING THE PLAT ENTITLED 'CENTURYLAND', A REPLAT AND A
SUBDIVISION IN THE CITY OF MIAMI, SUBJECT TO ALL OF THE CONDITIONS
OF THE PLAT AND STREET COMMITTEE AND THE PROVISIONS CONTAINED
IN CITY CODE SECTION 55-8, AND ACCEPTING THE DEDICATIONS SHOWN
ON SAID PLAT, AT THE NORTHEAST CORNER OF NW 9 STREET AND
NW24 AVENUE, AUTHORIZING AND DIRECTING THE CITY MANAGER AND CITY
CLERK TO EXECUTE SAID PLAT; AND PROVIDING FOR THE RECORDATION OF
SAID PLAT IN THE PUBLIC RECORDS OF MIAMI-OADE COUNTY. FLORIDA.
Copies of the proposed Resolution are available for review at the Resilience
and Public Works Department, Survey Section of the Administration Division,
located at 444 SW 2. Avenue, 7w Floor, during regular working hours. Phone

All interested persons are invited 10 appear at the meeting and may be heard
with respect to the proposed resolution. Should any person desire to appeal any
decision of the City Commission with respect to any matter to be considered at
this meeting, that person shall ensure that a verbatim record of the proceedings
is made including all testimony and evidence upon which any appeal may be
based (F.S. 286.0105).
Pursuant to Miami City Code Section 2-33(0), whenever a scheduled City
Commission meeting is cancelled or is not held due to a lack of a quorum
or other emergency, a special City Commission meeting will be automatically
scheduled for the Tuesday immediately following the cancelled meeting. In the
event of one of the aforementioned circumstances, the special meeting would
be held on November 26, 2024, at 9:00 6.m. in the City Commission chambers
located at Miami City Hall, 3500 Pan American Drive, Miami, Florida 33133. All
of the scheduled agenda items from that cancelled meeting shall automatically
be scheduled as an agenda hem at the special City Commission meeting.
The City Clerk shall notify the public of the special meeting that is to lake place by
placing a notice of the special City Commission meeting at the entrance of City
Hall and the City's main administrative building, planing a notice on the City's
website, and, if feasible, placing an ad in a newspaper of general circulation
before the special meeting on the immediately following Tuesday. There shall
be no additional notice by publication required for any such scheduled agenda
0em that is moved to the special City Commission meeting.

special accommodations to participate in this proceeding may contact the

FUND/TRUST FUND PAYMENTS.' MORE PARTICULARLY BY AMENDING SECTION
35-254(C) OF THE CITY CODE TO ESTABLISH A PURCHASE PRICE OF PARKING
SPACES PAYABLE INTO THE TRANSPORTATION TRUST FUND: CONTAINING A

PLAN/CITY OF MIAMI GENERAL EMPLOYEES' AND SANITATION EMPLOYEES'
RETIREMENT TRUST; MORE PARTICULARLY BY AMENDING SECTION 40-241 OF
THE CITY CODE. TITLED 'DEFINITIONS: TO DEFINE THE RULE OF 80 AND CLARIFY
THE APPLICABILITY OF CERTAIN PROVISIONS, AND SECTION 40-255 OF THE CITY
CODE. TITLED 'BENEFITS; PURSUANT TO RESOLUTION NO. R-24-0147 ADOPTED

many of her students and
their families are moving
out Hialeah due to lack of
affordable housing.

Miami -Dade Affordable
Housing Plan, prepared
by Florida International
University in 2020, more
than 12,000 new rental
units are needed to meet

Espinosa is married to
Justo Espinosa, Hialeah's
Transit Director, which
could potentially raise
concerns about a conflict

Herald that if appointed
woucouncilas member, she

her husband. She said
that her decisions would
be based on her own

interim council member
and advocate for Hia-
leah's residents.
• Juan Santana, 41, is
an activist who frequently
speaks out at council
meetings about local
developments, rising fees
for water and trash serv-
ices and other issues
affecting long-time resi-
dents.
Santana is a former
three -time mayoral can-
didate and a former can-
didate for an interim
council seat in 2022 and
July 2024. Santana prom-
os to foster greater
government transpar-
ency, provide affordable
housing for workers, and
reduce trash collection
fees and water bills.
Santana holds a high
school diploma and pur-
sued political science in
college, though he did
not complete his degree.
He is currently the vice
president of Positive Hits
Community Service
Group South, a nonprofit
organization dedicated to
supporting people in need
in Hialeah.
• Lawrence Jay Arther,
58, • military veteran,
attended the special
meeting on Nov. 4, when
the council discussed the
process to roll the vacant
seat. During the meeting,
he announced his in-
tention to apply for the
position. Arther urged the
council and mayor to
"stop harming people,
especially veterans, with
fines." Hialeah records
shows that Arther resides
in a property that accu-
mulated fines in 2023 for
code compliance vio-
lations.
"I'm asking you to stop
harming people with
fines and other measures
you have in place. I'm
asking you to find in your
heart alternative ways...
and please consider me
for the city council,"
Archer said.
In his letter of intent,
Arther said he was apply-
ing because he has "the
interest of the communi-
ty not my own agenda —
working for the better-
ment of the community,
disabled veterans, and all
those who feel they don't
have ." However,
his application lacks a
resume and details about
his military service.
Espinosa and Montan-
don, the two female can-
didates, have expressed
interest in running for the
council seat in the 2025
election if appointed to
the interim position.
However, the council is
seeking a "placeholder"
to serve for one year until
a decision is made about
who will ultimately rum
for the seat.
Next year, Hialeah will
have four of its seven
council seats on the bal-
lot, along with the may-

seats are up for reelec-
tion, while the other two
would be held by interim

the interim members,
Melinda De La Vega, was

event of one of the aforementioned circumstances, the special meeting would
be held on November 26, 2024. at 9)00 a.m. in the City Commission chambers
located at Miami City Hell, 3500 Pan American Drive, Miami. Florida 33133. All
of the scheduled agenda items from that cancelled meeting shall automatically
be scheduled as an a9eMa item at the special City Commission meeting.

hold a memorial service at
the place he was last seen.
Victor Castaneda dis-
appeared around 6 pm.
while swimming at South
Pointe Beach with his
younger sister, when the
current began to pd1 them

ty and motive to kidnap
his estranged wife from
her apartment in Madrid.

dential real estate with his
wife, a native of Colom-
bia- They were fighting
over these and other as-
sets when she left for
Spain in late December

ing month with a plan to
track her down. She was
reported missing by au-
thorities on Feb. 2.
The FBI believes the
husband canted her body
in a suitcase out of her
Madrid apartment build-
ing that evening, citing
security -camera footage of
him exiting the elevator.
In August, the FBI joined
Spanish and Italian au-
thorities in a search for
her corpse in the woods
north of the Italian city of
Vicenza, where a GPS
alert on the husband's

gested he took a detour on
his return trip from Spain

At the second detention

case," as described by an
FBI agent during her testi-
mony, in the security -
earners video of Knezev-
ich at the wife's apartment
building. The FBI suspects
Kneuvich carved out
Ana, a petite woman, in
something that looks like
suitcase, according to
the agent's testimony.

TAPE AND SPRAY PAINT
However, Tortes cited
the strength of another
video showing Knerevich
purchasing duct tape and
spray paint at a Madrid
hardware store. The tape
might have been used to
keep the front door of the
wife's apartment building
open during the alleged
kidnapping and the spray
paint might have been
used to coat over the secu-
rity camera in the lobby.
"He was buying those
supplies in that hardware
store, including the can of
spray paint, to make sure
the video cameras did not
catch him moving her out
of the building," Tones
said.
The judge also pointed
out that Knezevich alleg-
edly wrote teat menages
between him and a Col-
ombian woman who pros-
ecutors claim is his girl-
friend. During one ex-
change, he asked the
woman to translate a mes-
sage into "perfect Col-
ombian" for a friend in
Serbia writing a scrip.
Knezevich told the woman
he wanted the writing to
sound authentic, accord-
ing to the FBI.
The day after Ana Rae -
match disappeared, three
fends told investigators
they received the same
strange message from her.
It suggested she was still
alive. "1 met someone
wonderful. He has a sum-
mer house about 2h from
Madrid. We are going
....,- there now and 1 will spend
a few days there. There is
barely any signal though.
I'll call you when I come
back. Kisses," was the
message on her ceflpbone.
"He was engaging in a
scheme to make it look
like the wife was alive and
well, communicating with
her friends about a man
she just met, when in fact
she was never t0 be seen
again," Torres said.
The judge further noted
that Knezevich flew in
January from Miami to
Turkey then to Serbia,
where he has family, and
then rented the Peugeot to
drive to Spain. The judge
noted he drove the rental
car for thousands of miles
from Belgrade to Madrid
and back to Belgrade,
keeping the car for 47
days. When he returned it
to the rental agency, the
windows had been tinted,
stickers removed and
license plates swapped
out.
